Graces

Graces submitted to the Regent House on 6 December 2017

The Council submits the following Graces to the Regent House. These Graces, unless they are withdrawn or a ballot is requested in accordance with the regulations for Graces of the Regent House (Statutes and Ordinances, p. 105) will be deemed to have been approved at 4 p.m. on Friday, 15 December 2017.

1. That the recommendations in paragraph 6 of the Report of the General Board, dated 4 October 2017, on revised terms of reference for Degree Committees (Reporter, 6479, 2017–18, p. 42), as amended by the General Board’s Notice dated 29 November 2017 (p. 158), be approved.

2. That a new Regulation 3 be added to the regulations for Affiliated Students (Statutes and Ordinances, p. 169) to read as follows and the remaining regulations renumbered, and the words ‘other than as a cohort under Regulation 3’ be inserted after ‘Application for approval as an Affiliated Student’ in Regulation 3 (renumbered 4):1

3. The Council may, on the recommendation of the General Board, approve as Affiliated Students a cohort of members of an institution of higher education who do not fulfil the requirements of Regulation 1.

3. That the reference to the M.Eng. Degree be removed from Regulation 4 of the regulations for Affiliated Students (Statutes and Ordinances, p. 169) and in Regulation 6 under the heading for the Engineering Tripos the following be added as new paragraph (i) and the remaining paragraphs renumbered:2

(i)leave to take Part Ib of the Engineering Tripos in the second term after the student’s first term of actual residence;

4. By inserting in the General Regulations for Admission as a Graduate Student (Statutes and Ordinances, p. 440) the following as new Regulation 12 and renumbering the remaining regulations:3

12. If the Tutor of a candidate for the M.Phil. or M.Res. or M.Ed. Degree, or for any Diploma or Certificate for which candidates are required to be Graduate Students, supplies the Board of Graduate Studies with satisfactory evidence that the candidate has been hindered by illness or other grave cause in preparing for or taking the examination or any part of the examination for the degree or other qualification concerned, and such representations are received by the Secretary of the Board not later than three months after the date on which the result of the examination was communicated, the Board shall have power, notwithstanding any provision to the contrary in the relevant regulations,

either

(a)

to approve the candidate for the degree or other qualification without further examination, provided that no candidate shall be so approved unless the Degree Committee concerned judge her or him to have performed with credit in a substantial part of the examination,

or

(b)

to allow the candidate to be examined or re-examined under such conditions and at such time as may be determined by the Board after consultation with the Degree Committee concerned;

provided that a candidate may reject the offer of an allowance by writing to the Secretary of the Board within one month of the date on which the allowance was offered. Representations received after the prescribed time limit shall not be considered.

A student may seek review of a decision made by the Board of Graduate Studies. The request for review shall be made under the Procedure for the Review of Decisions of University Bodies established by the General Board.

5. That in the regulations for the Council of the School of Clinical Medicine (Statutes and Ordinances, p. 598), the following is inserted as new Regulation 2(h) and the following sub-paragraphs are renumbered accordingly, the reference in Regulation 4 is updated to refer to classes (a)–(i), and the reference in Regulation 6 is updated to refer to class (m):4

(h)the Director of Graduate Education in the Clinical School;

6. That Regulation 2 of the regulations for the Secretary of the School of Clinical Medicine (Statutes and Ordinances, p. 599) be revised so as to read:5

2. The Secretary shall act as Secretary of the Council of the School of Clinical Medicine, and of Committees of the Council of the School, and shall perform such other duties as may be determined from time to time by the Council of the School with the approval of the General Board.

  • 1The Council, on the recommendation of the General Board and its Education Committee, is proposing this change to enable the Council to approve a cohort of students from another institution to attend the University as Affiliated Students. If approved, a footnote will be added to the regulations to note any cohorts of students approved by the Council for this purpose. 


  • 2The General Board, on the recommendation of its Education Committee and the Faculty Boards of Computer Science and Technology and of Engineering, propose these changes to enable Affiliated Students to be granted leave to take Part Ib of the Engineering Tripos, and for those students to have their first term of residence reckoned as their fourth term of residence and to proceed to the M.Eng. Degree. If approved, a footnote will be added to Regulation 10 of the regulations for the Engineering Tripos to cross-refer to the regulations for Affiliated Students.


  • 3Since the approval by Grace 3 of 5 July 2017, which endorsed the recommendations of the Joint Report of the Council and the General Board on procedures for student complaints and reviews, it has become apparent that there were some errors in the amendments in Annex B to the Report. The Council is submitting this Grace to reinsert text in Ordinance and the General Board has approved a change to the General Board Regulations concerning the degree of Master of Studies (see p. 161). The Council has also agreed to rescind its procedure for the Review of decisions of the Applications Committee of the Council (Statutes and Ordinances, p. 111), which is now superseded by the Procedure for the Review of Decisions of University Bodies (Statutes and Ordinances, p. 216).


  • 4The Council, on the recommendation of the General Board and the Council of the School of Clinical Medicine, proposes these changes to incorporate the Director of Graduate Education, a new senior role within the School with responsibility for graduate matters, within the membership of the Council of the School.


  • 5The Council, on the recommendation of the General Board and the Council of the School of Clinical Medicine, proposes these changes in order to reflect arrangements operating in practice, following the establishment of the separate office of Secretary of the Faculty Board of Clinical Medicine in 2012.
