Notice of a Discussion on Tuesday, 10 November 2009

The Vice-Chancellor invites those qualified under the regulations for Discussions (Statutes and Ordinances, p. 107) to attend a Discussion in the Senate-House, on Tuesday, 10 November 2009, at 2 p.m., for the discussion of:

1. Joint Report of the Council and the General Board, dated 19 and 7 October 2009, on the re-establishment of the degree of Master of Music (Reporter, p. 74).

2. Topic of concern: The installation of a lift in the University Combination Room without the approval of the Regent House by Grace (Reporter, p. 60).

The Report published on Friday, 30 October 2009 (Reporter, p. 131) will be discussed on Tuesday, 24 November 2009.

Alcuin Lecture, 2009–10: Notice

The Vice-Chancellor gives notice that the Alcuin Lecture for 2009–10 on Britain and Europe will be given by The Rt. Hon. Baroness Williams of Crosby, at 5 p.m., on 17 November 2009, in the Law Faculty, Lecture Room LG19. The Lecture is open to all who are interested and a reception for those present will be held in the Law Faculty (Lower Atrium) afterwards. Senior members of the University attending the Lecture should wear gowns.

University Combination Room and Senate-House Yard: Notice of closure on 19 November 2009

The Vice-Chancellor gives notice that the University Combination Room will be closed on 19 November 2009, on the occasion of the visit by Her Majesty The Queen to the University (see Reporter, p. 58).

Security arrangements surrounding this visit also require that Senate-House Yard be closed from the early evening of 18 November until late in the afternoon of 19 November. Access to the Old Schools for both University staff and visitors will be will be from Trinity Lane only. Staff and visitors will not be permitted to cross the Yard in order to enter or exit from the Old Schools during the closure period.

Only specifically authorized persons will be permitted to enter the Yard during this closure, although staff and visitors will be able to access the Council Room, East Room, etc. from within the Old Schools and via the Arcade. Staff and visitors in the Old Schools who hold admission tickets for the Ceremony in the Senate-House and for the Reception will be expected to comply with the instructions on their tickets in order to gain access to the Senate-House and the Yard.

All staff working in the Old Schools on the day are reminded that they should carry their University Card with them. After normal working hours on 18 November, bicycles left either against the railings around Senate-House Yard or in Senate-House Passage are likely to be removed.

Nomination of members of the Council in class (e) (External Members): Election of members of Nominating Committee

The Vice-Chancellor announces that she has received the following nomination, in accordance with Statute A, VII, 3, for election to the Board of Scrutiny (see Reporter, p. 4), and that it has been certified to her that the candidate has consented to be so nominated to fill a vacancy in class (c)(ii) (members of the Regent House chosen without limit of age):

Statistical information about staff grades, additional payments, and market supplements: Notice

Grace 9 associated with the Second Joint Report of the Council and the General Board on new pay and grading arrangements for non-clinical staff (Reporter, 2004–05, p. 745) provides for the Council to publish at least annually (i) anonymized statistical information about the number of non-clinical staff on each step of the single spine, for the institution as a whole and by School (or equivalent), according to staff category, grade, and gender; and (ii) anonymized information by School (or equivalent), according to staff category, grade, and gender, of additional payments made under the regulations for payments additional to stipend, but excluding payments for clinical responsibility.

Accordingly the Council now publishes information for 2008–09 showing in the tables below the payments that have been made. All data is to 31 July 2009.

(i) Non-clinical staff on each step of the single spine

Tables 1–9 show the number of non-clinical staff on each step of the single spine by grade and gender for (a) academic including research staff and (b) academic-related and assistant staff. Table 1 shows the data for the institution as a whole; Tables 2–9 show the data by School (or equivalent). In each table contribution points on the single spine are shaded.

(ii) Payments additional to stipend

Table 10 shows (a) pensionable and (b) non-pensionable payments made under the regulations for payments additional to stipend for each School (or equivalent) according to staff category (academic and non-academic) and by grade and gender. The Council has also agreed to publish information about recipients of bonus payments (Reporter, 2008–09, p. 962). Such information is included in Table 10(b).

Market supplements

Under the arrangements introduced by the Second Joint Report of the Council and the General Board on new pay and grading arrangements for non-clinical staff (Reporter, 2004–05, p. 745), market supplements may be made to secure the recruitment or retention of an individual member of staff.

Grace 7 associated with the Second Joint Report provides for the Council to publish anonymized statistical information on all awards of market supplements at least annually by staff category, grade, gender, and School (or equivalent).

Accordingly, the Council publishes below information for 2008–09 on the market supplements that have been made. Table 11(a) shows the total number of staff in receipt of market supplements; Table 11(b) shows the number of awards made between 1 October 2008 and 31 July 2009.

In order to improve scrutiny, accountability, and transparency in the award of market supplements the Council has established a Remuneration Committee (Reporter, 2007–08, p. 282) which considers, as part of its remit, the determination of market supplements over 10% for professorial and equivalent staff.

Board of Examinations: Notice

The Board of Examinations have reviewed the regulations governing their membership and responsibilities, with a view to reinforcing the importance of the good conduct of the University’s examinations and to ensuring that other relevant bodies and committees give due regard to any implications of their decisions for the administration of examinations. The Board have also taken the opportunity to propose other amendments to their regulations to reflect current practice. These amendments include changes to the membership of the Board to include a member of the General Board’s Education Committee, a Senior Tutor, and a Pro-Vice-Chancellor (who will normally be the Chairman of the General Board’s Education Committee and the Board of Graduate Studies and who would be the Chairman of the Board) as Chairman. These changes in the membership of the Board will enhance the links to and communication with the Education Committee, the Board of Graduate Studies, and the Senior Tutors’ Committee on matters of common interest.

The Board also recommend minor amendments to the regulations to clarify which University examinations are the Board’s responsibility; a clarification of the Board’s duty to make payments to all Examiners, including Assessors; and that these payments include expenses of all practical examinations. The Board have revised their Rules for the guidance of candidates and for the prevention of misconduct in examinations (Statutes and Ordinances, p. 123) as set out in the Appendix to this Notice.

The Council, with the concurrence of the General Board, has accepted the recommendations of the Board of Examinations and has agreed to submit the necessary Grace (Grace 4, p. 198).

APPENDIX

Rules for the Guidance of Candidates and for the Prevention of Misconduct in Examinations

Rules 5–7.

By amending Rules 5–7 so as to read:

5. No candidate shall take into an examination room any electronic calculator or other means of data storage or retrieval unless specifically authorized. A Supervisor, Invigilator, or Examiner has authority to confiscate unauthorized items. If a candidate is suspected of unfair means, the item will be confiscated until the Advocate has authorized its return. Where also specified, an electronic calculator must carry an official mark indicating that it has been approved for use in University examinations.

6. No candidate shall have in her or his possession during an examination any electronic communication or audio device. A Supervisor, Invigilator, or Examiner has authority to deprive a candidate of such equipment until the examination session is ended.

7. Candidates shall not remove from an examination room any paper except the question paper and such books or papers, if any, as they were authorized to take into the room. Until the time at which candidates are allowed to leave the examination room, no copy of any examination paper shall be taken from the room without the consent of the Supervisor or Invigilator.
