Graces submitted to the Regent House on 29 July 2026

The Council submits the following Graces to the Regent House. These Graces, unless they are withdrawn or a ballot is requested in accordance with the regulations for Graces of the Regent House (Statutes and Ordinances, 2024, p. 111), will be deemed to have been approved at 4 p.m. on Friday, 7 August 2026. Further information on requests for a ballot or the amendment of Graces is available to members of the Regent House on the Regent House Petitions site.§

1. That a Hayter Endowment Fund be established in the University, to be governed by the following regulations:1

Hayter Endowment Fund

1. The funds received from Cambridge in America, following a donation from Dr Mark Hayter, together with such other sums as may be received or applied for the same purpose, shall form an endowment fund called the Hayter Endowment Fund to support research and education in the Department of Computer Science and Technology.

2. The Managers shall be responsible for the administration of the Fund and the application of its income and shall comprise

(a)the Head of the Department of Computer Science and Technology, who shall be Chair;

(b)two members of the Faculty of Computer Science and Technology appointed by the Faculty Board of Computer Science and Technology, who shall serve for such period as the Faculty Board shall determine.

3. Subject to Regulation 4, the income of the Fund shall be applied towards the payment of the stipend, national insurance, pension contributions, and associated indirect costs of a University teaching office in the Department of Computer Science and Technology, and to the provision of postgraduate studentships which are not required to be associated with the officeholder. Any studentship supported by the Fund shall bear the name of Hayter and any office supported by the fund shall bear the name of EDSAC. Arrangements for awards, including the number, tenure and conditions of studentships to be awarded in any given year, the expenses to be covered by an award, and the form of the application and selection processes, shall be at the discretion of the Managers and may provide for applications by persons who are not yet members of the University and for the financial circumstances of candidates to be taken into consideration.

4. Any unexpended income in any financial year, including income accrued during any year in which studentships are not awarded or during a vacancy in any office supported by the Fund, may, at the discretion of the Managers:

(a)with the approval of the Council of the School of Technology, be applied to support research and education in the Department of Computer Science and Technology in such manner as may be recommended by the Managers;

(b)be carried forward for use as income in accordance with Regulation 3 in any one or more subsequent financial years.

2. That Recommendation I in paragraph 5 and the changes to Ordinances in paragraphs (a), (b), (c)(i), (c)(iii) and (e) of Annex A of the Report of the Council, dated 30 June 2026, on changes to the senior administrative offices (Reporter, 6831, 2025–26, p. 583), as amended by the Council’s Notice dated 23 July 2026 (p. 681), be approved.

3. That the changes to Ordinances in paragraphs (c)(ii) and (d) of Annex A of the Report of the Council, dated 30 June 2026, on changes to the senior administrative offices (Reporter, 6831, 2025–26, p. 583), as amended by the Council’s Notice dated 23 July 2026 (p. 681), be approved.

4. That the recommendations in paragraph 6 of the Report of the Council, dated 30 June 2026, on the removal of references to the University Chest in Ordinances (Reporter, 6831, 2025–26, p. 587) be approved.

5. That the work to improve access to the Sedgwick Building, as described in the Council’s Notice dated 23 July 2026 (p. 685), be approved.

6. That, on the recommendation of the General Board, an EDSAC Professorship of Computer Science be established for a single tenure from 1 October 2026, placed in the Schedule to Special Ordinance C (vii) 1, and assigned to the Department of Computer Science and Technology.1

7. That, on the recommendation of the General Board, a Professorship of Material Culture be established for a single tenure from 1 October 2027, placed in the Schedule to Special Ordinance C (vii) 1, and assigned to the Department of Social Anthropology.2

8. That with effect from 1 October 2026, the Professorship of Comparative Pathology (2006) be retitled the Professorship of Veterinary Science.3

9. That the last sentence of Regulation 7 of the Ordinance for Supplicats (Statutes and Ordinances, 2024, p. 170) be amended to read as follows, retaining the footnote:4

At the Congregation the conferment of the degrees set out in the Registrary’s list upon the persons named therein shall be proposed to the Regent House in the following collective formula:

Supplicant reverentiis vestris omnes ––––– quorum nomina juxta senaculum in porticu proposuit hodie Registrarius nec delevit Procancellarius (or Procancellaria) ut gradum quisque quem rite petivit assequatur.

10. That Regulations 1 and 2 of the Ordinance for Forms of Presentation for Degrees (Statutes and Ordinances, 2024, p. 173) be amended to read as follows, retaining all existing footnotes, but amending the footnote concerning other forms of words to include ‘(for any other group of more than one candidate) hos studentes, quos scio tam moribus quam doctrina esse idoneos’:4

1. Subject to the provisions of Regulation 2 concerning shortened forms of presentation, the following formulae shall be used by Praelectors and other persons in presenting candidates for degrees:

For the degree of Bachelor of Arts, Medicine, Music, Surgery, Theology for Ministry, or Veterinary Medicine
