The Council gives notice that, after consultation with the General Board, and on the recommendation of the Nominating Committee for the appointment and reappointment of Pro-Vice-Chancellors (comprising the Vice-Chancellor as Chairman; Professor Frank Kelly, Dr David Good, Professor Shirley Pearce (members of the Council); and Professor Martin Daunton and Professor Robert Kennicutt (members of the General Board)), it has appointed Professor Graham Virgo, DOW, as Pro-Vice-Chancellor (Education) for three years from 1 October 2014 and has reappointed Professor Jeremy Sanders, SE, as Pro-Vice-Chancellor (Institutional Affairs) for one year from 1 October 2014.
Regulation 2 for the election of members of the Board of Scrutiny (Statutes and Ordinances, p. 113) provides that, if at an election insufficient nominations are received to fill all the places either in class (c)(i) or in class (c)(ii), the Council shall appoint as many members as may be necessary.
No person having been nominated in the election for one member of the Board of Scrutiny in class (c)(i) (a person who has been a member of the Regent House for not more than ten years on 1 October 2013) in November 2013, the Council has appointed Dr Samantha Lucy, N, to the Board for four years from 1 October 2013.
A vacancy will arise for a member of the Regent House, elected by the Representatives of the Colleges, to serve on the Council's Finance Committee for three years from 1 January 2014. No nominations having been received by 18 December 2013 (Reporter, 6326, 2013–14, p. 102), nominations have been reopened.
The election is conducted in accordance with the Single Transferable Vote regulations. Voting is by postal ballot.
Nominations should be made in writing to the Head of the Registrary's Office, University Offices, The Old Schools, Cambridge, CB2 1TN, and must include a statement by the person nominated that he or she is willing to serve on the Finance Committee. Nominations and statements should be made by 12 noon on Friday, 3 January 2014. Nominations should be supported by the signatures of two members of the Regent House. If a ballot is necessary, papers will be despatched by Thursday, 9 January, for return by 12 noon on Friday, 17 January 2014.
In the following Notice the Council proposes amendments to the fees for certain categories of students as set out in the Table of Fees attached to the regulations for University Composition Fees.
Ordinances provide that recommendations for the University Composition Fees to be charged to Home and EU undergraduate students be accompanied by an analysis of the cost of an undergraduate education agreed by the General Board and the Council following consultation with the Colleges (Statutes and Ordinances, p. 156; Grace 13 of 26 May 2011). The outcome of the agreed calculation for 2011–12 is an average cost per student of £15.1k (showing a slight increase over the 2010–11 calculation of £14.8k; Reporter, 6291, 2012–13, p. 283) as follows:

The government has announced the rates for both new and continuing Home/EU undergraduate students. The 2014–15 maximum regulated fees for Old Regime and New Regime Home/EU undergraduates remain at the same values as in 2013–14. These fees are set out in Table 1 of the attached Schedule.
The last entries of Old System students were those few who deferred entry to 2006–07. None are expected to be continuing in 2014–15 and no Old System fee is necessary.
The regulated fee continues to apply to all students on ELQ exempt courses (Architecture, P.G.C.E., Medicine, and Veterinary Medicine).
The Council recommends that the fees for continuing Home/EU ELQ students on all other courses who commenced a course before 2012 be increased by 3.3%. The fees are shown in Table 5A in the attached Schedule.
The fee for Home/EU ELQ students admitted in and after 2012 is at the same level as the new regime regulated fee and will continue at that rate in 2014–15. It had been assumed the regulated fee would increase annually and it was never the intention that the ELQ fee should be fixed. The Council gives notice that the ELQ fee will be increased to £9,300 in 2015–16 for both new and continuing non-exempt ELQ students.
Continuing Island students admitted before 2012 are charged fees which are subject to an annual increase. The Council recommends that fees are increased by 3.3% with adjustments to ensure that fees do not exceed the rates paid by students admitted after 2012. The fees are set out in Table 5B in the attached Schedule.
Continuing Island students admitted in 2012 are charged fees which correspond to New Regime rates and for 2014–15 the fees will be unchanged from 2013–14.
Island students admitted in and after 2013 are charged fees at Overseas rates.
Fees for Home/EU P.G.C.E. students are regulated and therefore unchanged for 2014–15.
For Old Regime students taking a year abroad in 2014–15 the fees remain at 50% of the otherwise applicable Home/EU fee rate (with a fee exemption for students taking a full year abroad under the Erasmus scheme).
For New Regime students taking a year abroad in and after 2014–15, the government has announced new maximum regulated fees as follows:
(i)For New Regime students taking a study or work year abroad under the Erasmus scheme, or a study (not a sandwich (or work) placement) year abroad outside the Erasmus scheme, the maximum fee to be charged is 15% of the Home/EU fee (£1,350 for 2014–15).
(ii)For New Regime students taking a sandwich year out outside the Erasmus scheme (whether in or outside the UK), the maximum fee to be charged is 20% of the Home/EU fee (£1,800 for 2014–15).
The Council proposes that a single year abroad fee is charged to all New Regime students at 15% (£1,350 in 2014–15), whether they are studying or working abroad, but whether the higher rate should be introduced for non-Erasmus students working abroad will be kept under review.
These rates also apply to any Home/EU students on ELQ exempt courses.
The Council proposes that the year abroad fee for all other students including Overseas, non-exempt ELQ, and continuing Island students continue to be 50% of the otherwise applicable fee.
The opportunity is being taken to publish a correction to the presentation of the fees for the 2013 intake for the Executive M.B.A., which are now shown as a single fee for the whole course instead of annual fees (students pay a registration fee followed by one or two instalments).
The Council is accordingly submitting a Grace to the Regent House (Grace 2, p. 247) for the approval of the fees set out in the Schedule attached to this Notice.
The Table of Fees attached to the regulations for University Composition Fees should be amended as follows:
