The government has now announced the rates for both new and continuing Home/EU undergraduate students. The 2013–14 regulated fees for old system, old regime, and new regime Home/EU undergraduates will remain at the same value as in 2012–13. The 2013–14 year abroad rate will remain in all cases at 50% of the fee and is therefore also unchanged from 2012–13. The fees are shown in Table 1A in the attached Schedule.
Ordinances provide that the University Composition Fees charged to Home and EU undergraduate students shall be subject to approval by Grace of the Regent House and that the recommendation for the fees to be charged shall be accompanied by an analysis of the costs of an undergraduate education agreed by the General Board and the Council following consultation with the Colleges (Statutes and Ordinances, p. 156; Grace 13 of 26 May 2011, Reporter, 6236, 2011–12, p. 19).
The Planning and Resources Committee have agreed a method of calculation of the costs of an undergraduate education based upon the TRAC (Transparent Approach to Costing) return for 2009–10 and data supplied by the Colleges for the same year.
TRAC teaching costs are the costs remaining after the cost of research and other activity is deducted from total University expenditure and include the cost of bursary support. Costs associated with taught postgraduate students are excluded. The net University cost is the unit cost per student less the cost of the College Fee transfer, which is represented in the expenditure reported by the Colleges.
Colleges have provided an analysis of educational expenditure reported in their accounts but presented in a way that mirrors the University’s financial reporting for TRAC.
The outcome of this calculation, which has been agreed with the Colleges, is an average cost per student of £14.8k as follows:

The method of calculation now uses more refined data which were not previously available in a readily usable format. The Planning and Resources Committee consider that the results are more robust than those produced using previous methodologies, but recognize that further refinements may be possible. The method will therefore be kept under review by the Planning and Resources Committee.
For Home/EU students following courses leading to a qualification which is equivalent to, or at a lower level than, a qualification they possessed when they began their course (ELQ students) the Council recommends that the fees for continuing students who commenced a course before 2012 be increased by 5%, except for those on ELQ exempt courses (Architecture, Medicine, Veterinary Medicine) whose fees will remain at the same value as in 2012–13. These fees are shown in Table 2B in the attached Schedule.
The fee for Home/EU ELQ students admitted in and after 2012 is at the same level as the regulated fee for all other Home/EU undergraduates admitted in and after 2012, therefore the 2013–14 fees for these students will remain at the same value as in 2012–13.
The HEFCE co-funding scheme was discontinued from 2012. For any remaining continuing co-funded students the 2013–14 fees will remain at the same value as in 2012–13.
A revised access agreement by the Office for Fair Access approved that, with effect from 1 October 2012, the fee for the Postgraduate Certificate in Education course be £9,000 for Home/EU students for 2012–13. The fee for 2013–14 will remain at the same value as in 2012–13.
The Council is submitting a Grace (Grace 1, p. 290) for the approval of the revised fees set out in the Schedule attached to this Notice.
The Table of Fees attached to the regulations for University Composition Fees should be amended as follows:

In its Report of 22 October 2012 seeking authority from the Regent House to commence development of the University’s land at North West Cambridge (Reporter, 6282, 2012–13, p. 59), the Council indicated that it anticipated that legal completion of the Section 106 agreement would be secured by no later than the end of December 2012 (paragraph 5). As noted in that Report, heads of terms for the agreement were agreed at the same time as resolution to grant consent for the development was given at the meeting of the Joint Development Control Committee on 8 August 2012. Legal processes to bring the formal agreement to a close have been more protracted than anticipated, given that agreement needs to be reached with three local authorities. No matters of principle stand in the way of agreement but it is now anticipated that formal legal agreement will not be secured until the end of January 2013. This will have no impact on the timetable for Phase 1 of the project as set out in the Report.
The Council gives notice that, on the recommendation of the Advisory Committee on Committee Membership and External Nominations, it has agreed to amend the membership of the Standing Appointments Committee, which is responsible for making the appointments of senior officers in the Unified Administrative Service (Statutes and Ordinances, p. 691). The amendments create a greater pool of members to ensure that the Committee is quorate at meetings. These changes will give greater flexibility in timetabling meetings and avoid delays in the recruitment process.
The Council is submitting a Grace to the Regent House (Grace 3, p. 290) for approval of the amended regulations.
