Graces

Graces submitted to the Regent House on 20 March 2024

The Council submits the following Graces to the Regent House. These Graces, unless they are withdrawn or a ballot is requested in accordance with the regulations for Graces of the Regent House (Statutes and Ordinances, p. 112), will be deemed to have been approved at 4 p.m. on Friday, 29 March 2024. Further information on requests for a ballot or the amendment of Graces is available to members of the Regent House on the Regent House Petitions site.§

1. That the Dolby Family Funds for Excellence in Physics be established in the University, to be governed by the following regulations:1

Dolby Family Funds for Excellence in Physics

1.The funds received from Cambridge in America, following a donation from the Ray Dolby Legacy Fund, together with such other sums as may be received or applied for the same purpose, shall form a series of four endowment funds called: (a) the Dolby Family Fund for Excellence in Physics Professorships to support Dolby Family Professorships and other academic offices; (b) the Dolby Family Fund for Excellence in Physics Fellowships to support post-doctoral research fellowships in the Department of Physics; (c) the Dolby Family Fund for Excellence in Physics Postgraduate Studentships to support postgraduate studentships in Physics; and (d) the Dolby Family Fund for Excellence in Physics Engagement, Teaching, Research and Symposiums to support an annual symposium, teaching, and research in Physics.

2. The Managers shall be responsible for the administration of the Funds and the application of the income of each respective Fund and shall comprise the Head of the School of the Physical Sciences, who shall be Chair, the Head of the Department of Physics, and the Ray Dolby Professor of Physics.

A. Dolby Family Fund for Excellence in Physics
Professorships

1. The income of the Fund shall be applied towards the payment of the stipend, national insurance, pension contributions, and associated indirect costs of one or more Professorships and other academic offices in the Department of Physics, the number and level of the offices to be as determined by the Managers after having regard to the income available and the long-term sustainability of the Fund. The holders of the offices shall lead their own Dolby Family research team in their particular area of expertise.

2. Any unexpended income in any financial year, including income accrued during a vacancy in any of the Professorships or academic offices, may, at the discretion of the Managers, be carried forward for use as income in accordance with Regulation 1 in any one or more subsequent financial years, including the support of an additional Professorship and/or academic office.

B. Dolby Family Fund for Excellence in Physics
Fellowships

1. The income of the Fund shall be applied towards the provision of Dolby Family Research Fellowships in the respective Dolby Family research team, the holders of which shall be appointed by the Managers, in accordance with criteria and for a period of tenure and a stipend determined by the Managers, the stipend within a range approved from time to time by the General Board. The Managers shall appoint at least one Fellowship per Dolby Family research team from the income of the Fund in any financial year and may not appoint more than one Fellowship in a Dolby Family research team without the consent of all those appointed as Dolby Family Professors.

2. Any unexpended income in any financial year may, at the discretion of the Managers, be carried forward for use as income in accordance with Regulation 1 in any one or more subsequent financial years, including the support of additional Fellowships.

C. Dolby Family Fund for Excellence in Physics
Postgraduate Studentships

1. The income of the Fund shall be applied towards the provision of Dolby Family Postgraduate Studentships to support Ph.D. students undertaking research in the respective Dolby Family research teams in such manner as the Managers shall determine, provided that there shall be no more than two such Studentships held in each research team at any one time without the consent of all those appointed as Dolby Family Professors.

2. Any unexpended income in any financial year may, at the discretion of the Managers, be carried forward for use as income in accordance with Regulation 1 in any one or more subsequent financial years, including the support of additional Studentships.

D. Dolby Family Fund for Excellence in Physics
Engagement, Teaching, Research and Symposiums

1. The income of the Fund shall be applied to support teaching and research in physics, and an annual symposium to enhance public understanding of and broad academic engagement with physics, in such manner as may be determined by the Managers.

2. Any unexpended income in any financial year may, at the discretion of the Managers be carried forward for use as income in accordance with Regulation 1 in any one or more subsequent financial years.

2. That Regulation 9 of the Ordinance for the election of members of the Council (Statutes and Ordinances, p. 118) be amended to read as follows:2

9. For the purposes of Special Ordinance A (iii), the term ‘student in the University’ shall mean any person eligible to vote in elections for the office of President as governed by the articles of association of the University of Cambridge Students’ Union as determined from time to time, or who would be so eligible but who has resigned their membership of the Union, and who is not a sabbatical officer-elect or sabbatical officer of that Students’ Union nor standing for election to such an office.

3. That Regulation 2 for the Dr E. J. Bles Fund (Statutes and Ordinances, p. 792) be amended to read as follows:3

2. The Managers of the Fund shall be the Head of the Department of Biochemistry, the Head of the Department of Genetics, the Head of the Department of Plant Sciences, the Head of the Department of Physiology, Development and Neuroscience, and the Head of the Department of Zoology.

4. That Regulation 2 for the Bluegnome Molecular Genetic Pathology Fund (Statutes and Ordinances, p. 792) be amended to read as follows:3

2. The Managers of the Fund shall comprise:

(a)the Head of the Department of Pathology or their deputy;

(b)four persons appointed by the Faculty Board of Biology in the Michaelmas Term to serve for a period of four years from 1 January following their appointment.

5. That Regulation 2 for the Brooks Fund (Statutes and Ordinances, p. 795) be amended to read as follows:3

2. The Managers of the Fund shall be the Head of the Department of Plant Sciences, the person appointed by the Faculty Board of Biology as an Elector to the Frank Smart Studentship, and one other person appointed by the Faculty Board in the Michaelmas Term, on the nomination of the Head of the Department, to serve for four years from 1 January next following.

6. That Regulation 2(a) for the F. F. Blackman Memorial Fund (Statutes and Ordinances, p. 791) be amended to read as follows:3

(a)the Head of the Department of Plant Sciences,

7. That Regulation 2 for the Cobbett Fund (Statutes and Ordinances, p. 815) be amended to read as follows:3

2. The income of the Fund shall be applied from time to time at the discretion of the Managers to promote research in Pathology. The Managers shall be the Head of the Department of Pathology and one person from the Department of Pathology appointed by the Faculty Board of Biology for such period as the Faculty Board shall determine.[1]

[1] The Faculty Board of Biology has agreed to appoint the Deputy Head (Research) of the Department of Pathology ex officio until further notice.

8. That Regulation 2 for the Michael Foster Studentship in Physiology (Statutes and Ordinances, p. 844) be amended to read as follows:3

2. The Electors shall be the Head of the Department of Physiology, Development, and Neuroscience, the Professor of Physiology and one other member of the Regent House appointed in the Michaelmas Term by the Faculty Board of Biology, to serve for four years from 1 January following their appointment.

9. That Regulation 3 for the Oliver Gatty Fund (Statutes and Ordinances, p. 848) be amended to read as follows.3

The Electors shall be the Head of the Department of Biochemistry and two persons appointed by the Council in the Michaelmas Term to serve for three years from 1 January following their appointment, one on the nomination of the Council of the School of the Biological Sciences and one on the nomination of the Council of the School of the Physical Sciences.

10. That in Regulation 2 for the Graham-Smith Fund (Statutes and Ordinances, p. 855) the first sentence be amended to read as follows:3

The Managers of the Fund shall be the Head of the Department of Pathology and the Secretary of the School of the Biological Sciences.

11. That in Regulation 2 for the G. C. Grindley Fund (Statutes and Ordinances, p. 858) the references to the Professor of Experimental Psychology be replaced with references to the Head of the Department of Psychology.3

12. That in Regulations 4 and 5 for the Sir Albert Howard Travel Exhibition (Statutes and Ordinances, p. 874) the references to the Regius Professor of Botany be replaced with references to the Head of the Department of Plant Sciences.3

13. That in Regulation 3 for the Jowett Fund (Statutes and Ordinances, p. 883) the reference to the Professor of Pathology be replaced with a reference to the Head of the Department of Pathology.3

14. That the Regulation for the Kanthack Fund (Statutes and Ordinances, p. 884) be amended to read as follows:3

The sums accepted by the University in memory of Alfredo Antunes Kanthack, M.A., one time Fellow of King’s College and Professor of Pathology, shall form a fund called the Kanthack Fund, the income of which shall be used at the discretion of the Managers for the benefit of the Department of Pathology. The Managers shall be the Head of the Department of Pathology and one person from the Department of Pathology appointed by the Faculty Board of Biology for such period as the Faculty Board shall determine.[1]

[1] The Faculty Board of Biology has agreed to appoint the Deputy Head (Research) of the Department of Pathology ex officio until further notice.

15. That in Regulation 3 for the Thomas Keeping Fund (Statutes and Ordinances, p. 886) the reference to the Professor of Pathology be replaced with a reference to the Head of the Department of Pathology.3

16. That in Regulations 2 and 8 for the Nita King Research Scholarship (Statutes and Ordinances, p. 890) the references to the Professor of Pathology be replaced with references to the Head of the Department of Pathology.3

17. That in Regulation 2 for the Matt Low Fund (Statutes and Ordinances, p. 904) the first sentence be amended to read as follows:3

The Managers of the Fund shall be the Head of the Department of Plant Sciences and the Head of the Department of Genetics.

18. That in Regulation 2 for the MacCurdy Library Fund (Statutes and Ordinances, p. 906) the reference to the Professor of Experimental Psychology be replaced with a reference to the Head of the Department of Psychology.3

19. That Regulation 3 for the Elizabeth Mann Fund (Statutes and Ordinances, p. 910) be amended to read as follows:3

3. The Managers shall invite applications from members of the Department of Pathology at such times and in such manner as they think fit.

20. That Regulation 2(b) for the T. H. Middleton Fund (Statutes and Ordinances, p. 920) be amended to read as follows:3

(b)the Head of the Department of Plant Sciences;

21. That Regulation 2 for the P. A. Molteno Fund (Statutes and Ordinances, p. 922) be amended to read as follows:3

2. The income of the Fund in any year and any accumulated income shall be used at the discretion of the Managers for the purposes of research in Parasitology. The Managers shall be the Head of the Department of Pathology and one person from the Department of Pathology appointed by the Faculty Board of Biology for such period as the Faculty Board shall determine.[1]

[1] The Faculty Board of Biology has agreed to appoint the Head of the Microbiology and Parasitology Division in the Department of Pathology ex officio until further notice.

22. That the Regulation for the Walter Myers Fund (Statutes and Ordinances, p. 927) be amended to read as follows:3

The income of the fund derived from the gift to the University of Mrs S. Churchill in memory of her brother Dr Walter Myers, M.A., M.B., B.Chir., of Gonville and Caius College, and now known as the Walter Myers Fund, shall be used to support the library of the Department of Pathology as the Managers shall determine. The Managers shall be the Head of the Department of Pathology and one person from the Department of Pathology appointed by the Faculty Board of Biology for such period as the Faculty Board shall determine.[1]

[1] The Faculty Board of Biology has agreed to appoint the Deputy Head (Teaching) of the Department of Pathology ex officio until further notice.

23. That the Regulation for the Pathology Endowment Fund (Statutes and Ordinances, p. 938) be amended to read as follows:3

The income of the Pathology Endowment Fund shall be used at the discretion of the Managers for the benefit of the Department of Pathology. The Managers shall be the Head of the Department of Pathology and one person from the Department of Pathology appointed by the Faculty Board of Biology for such period as the Faculty Board shall determine.[1]

[1] The Faculty Board of Biology has agreed to appoint the Deputy Head (Research) of the Department of Pathology ex officio until further notice.

24. That Regulation 2 for the Pathology Prizes (Statutes and Ordinances, p. 938) be amended to read as follows and the references to the Professor of Pathology be replaced with references to the Head of the Department of Pathology in Regulation 4:3

2. The capital and income of the Fund shall be applied for the award, at the discretion of the Managers, of prizes to candidates who have acquitted themselves with distinction in the subject Pathology in Part II of the Natural Sciences Tripos. The Managers shall be the Head of the Department of Pathology and one person from the Department of Pathology appointed by the Faculty Board of Biology for such period as the Faculty Board shall determine.[1]

[1] The Faculty Board of Biology has agreed to appoint the Chair of Examiners of Part II of the Natural Sciences Tripos ex officio until further notice.

25. That in Regulation 3 for the Pinsent-Darwin Fund and Studentship (Statutes and Ordinances, p. 942) the references to the Professor of Pathology and the Professor of Experimental Psychology be replaced with references to the Head of the Department of Pathology and the Head of the Department of Psychology.3

26. That the first sentences of Regulations 2, 9 and 11 for the Gwynaeth Pretty Research Fund and Studentship (Statutes and Ordinances, p. 947) be amended to read as follows, and a remaining reference to the Professor [of Pathology] replaced with a reference to the Head [of the Department of Pathology] in Regulation 9:3

[2.] The administration of the income of the Fund shall be entrusted to the Head of the Department of Pathology in conjunction with four other Managers.

[9.] Three months before the date at which the Studentship would become vacant, or immediately upon the occurrence of any casual vacancy, the Head of the Department of Pathology shall consult the other Managers, and if it shall seem desirable to hold an election to the Studentship, the Head shall give public notice thereof inviting applications, and shall report upon the qualifications of all candidates whose names are sent in.

[11.] The place and nature of the studies of the Student shall be subject to the approval of the Head of the Department of Pathology, provided that the Student shall be bound to study within the University unless the Managers shall dispense with this requirement for special reasons.

27. That Regulation 2 for the A. W. Rymer Roberts Fund (Statutes and Ordinances, p. 960) be amended to read as follows:3

2. The income of the Fund shall be used at the discretion of the Managers for the promotion of research in Parasitology. The Managers shall be the Head of the Department of Pathology and one person from the Department of Pathology appointed by the Faculty Board of Biology for such period as the Faculty Board shall determine.[1]

[1] The Faculty Board of Biology has agreed to appoint the Head of the Microbiology and Parasitology Division in the Department of Pathology ex officio until further notice.

28. That in Regulations 4 and 6 for the Frank Smart Studentship in Botany (Statutes and Ordinances, p. 981) the references to the Regius Professor of Botany be replaced with references to the Head of the Department of Plant Sciences.3

29. That in Regulation 3 for the Frank Smart Prizes (Statutes and Ordinances, p. 982) the first sentence be amended to read as follows:3

The Prizes shall be awarded by a Board consisting of the Head of the Department of Plant Sciences, the Head of Department of Zoology, and the Examiners in Plant Sciences and Zoology for the Natural Sciences Tripos of the year in which the award is made.

30. That Regulation 2 for the Strauss Fund (Statutes and Ordinances, p. 997) be amended to read as follows:3

2. The income of the Fund shall be available at the discretion of the Managers for the purchase of books or periodicals for the library of the Department. The Managers shall be the Head of the Department of Pathology and one person from the Department of Pathology appointed by the Faculty Board of Biology for such period as the Faculty Board shall determine.[1]

[1] The Faculty Board of Biology has agreed to appoint the Deputy Head (Teaching) of the Department of Pathology ex officio until further notice.

31. That Regulations 2 and 6 for the Waldmann Fund (Statutes and Ordinances, p. 1016) be amended to read as follows:3

2. The Managers of the Fund shall comprise the Head of the Department of Pathology and four persons appointed by the Faculty Board of Biology, at least two of whom are University officers in the Department of Pathology, in the Michaelmas Term to serve for a period of four years from 1 January following their appointment. In the event of the Head of Department of Pathology at any stage being unable or unwilling to serve as a Manager a replacement shall be appointed by the General Board on the recommendation of the Faculty Board of Biology, to hold office for four years or until such time as the new incumbent is elected to the relevant office.

6. All powers and discretions conferred on the Managers by this Grace, general law, and statute shall be exercised by a decision of a majority consisting of at least three Managers, who shall include the Head of Department of Pathology, present and voting at any meeting.

32. That in Regulation 1 for the John Lucas Walker Fund and Studentship (Statutes and Ordinances, p. 1017) the first two sentences be amended to read as follows, and references to the Professor [of Pathology] replaced with references to the Head [of the Department of Pathology] in the remaining regulations:3

The administration of the Fund shall be entrusted to the Head of the Department of Pathology in the University of Cambridge, in conjunction with a Board consisting of three Managers.

The Regius Professor of Physic in the University of Cambridge, the Head of the Department of Physiology, Development and Neuroscience in the University of Cambridge, and the President of the Royal College of Physicians of London, shall be the Managers.

33. That in Regulations 2 and 3 for the Peter Warnock Fund (Statutes and Ordinances, p. 1021) the references to the Regius Professor of Botany be replaced with references to the Head of the Department of Plant Sciences.3

34. That Regulation 2 of the Sir Lionel Whitby Memorial Fund (Statutes and Ordinances, p. 1025) be amended to read as follows:3

2. The income of the Fund shall be applied from time to time, at the discretion of the Managers, for the purpose of assisting the work of the Department of Pathology. The Managers shall be the Head of the Department of Pathology and one person from the Department of Pathology appointed by the Faculty Board of Biology for such period as the Faculty Board shall determine.[1]

[1] The Faculty Board of Biology has agreed to appoint the Deputy Head (Research) of the Department of Pathology ex officio until further notice.

35. That in Regulation 2 for the H. E. Woodman Fund and Prize (Statutes and Ordinances, p. 1039) the first sentence be amended to read as follows:3

The Awarders of the Prize shall be the Head of the Department of Plant Sciences and the Head of the Department of Genetics.

  • 2The Council is proposing this amendment to confirm that a person standing for election as a student member of the Council in class (d)(iii) should not be a sabbatical officer‑elect or sabbatical officer of the Students’ Union nor standing for election to such an office. When changes were made to the student membership of the Council and the General Board in 2015, the Report proposing those changes noted the value of retaining an independent student voice on the Council by having a position for a student member who was not a sabbatical officer, but this was not made explicit in Ordinance (Reporter, 6341, 2013–14, p. 424; 6376, 2014–15, p. 387).


  • 3The Council, on the recommendation of the General Board and the Faculty Board of Biology, is proposing these changes to the Managers of funds in Ordinance within the School of the Biological Sciences. The amendments replace references to certain Professorships with references to the Heads of the relevant Departments, now that the holders of those Professorships are no longer automatically the Heads of those Departments. They also confirm who the Managers are where they are not currently identified and add a second Manager alongside the Head of the Department of Pathology for funds previously managed solely by the Professor of Pathology.

Graces to be submitted to the Regent House at a Congregation on 23 March 2024

The Council has sanctioned the submission of the following Graces to the Regent House at a Congregation to be held on 23 March 2024:

1. That the title of the degree of Doctor of Medical Science honoris causa be conferred under Statute A II 14 upon Professor Dame Carol Mary Black, Honorary Fellow and former Principal of Newnham College, Honorary Fellow of Lucy Cavendish College, sometime President of the Royal College of Physicians, formerly National Director for Health and Work and Independent Reviewer of Policy on Drugs for HM Government, rheumatologist and adviser on public health policy.1

2. That the title of the degree of Doctor of Medical Science honoris causa be conferred under Statute A II 14 upon Professor Stephen Michael Stahl, sometime Visiting Fellow of Clare Hall and Honorary Visiting Fellow in the Department of Psychiatry, Clinical Professor of Health Sciences, University of California Riverside, psychiatrist and psychopharmacologist.1

3. That the title of the degree of Doctor of Science honoris causa be conferred under Statute A II 14 upon Professor Adele Dorothy Diamond, Tier 1 Canada Research Professor and Professor of Developmental Cognitive Neuroscience, University of British Columbia, neuroscientist and developmental psychologist.1

4. That the title of the degree of Doctor of Science honoris causa be conferred under Statute A II 14 upon Professor Dame Carol Vivien Robinson, Honorary Fellow of Churchill College and sometime Royal Society Professor of Chemical Biology, Dr Lee’s Professor of Physical and Theoretical Chemistry and Director of the Kavli Institute for Nanoscience Discovery, University of Oxford, chemist.1

5. That the title of the degree of Doctor of Science honoris causa be conferred under Statute A II 14 upon Professor Kip Stephen Thorne, Richard P. Feynman Professor of Theoretical Physics Emeritus, The California Institute of Technology, theoretical physicist.1

6. That the title of the degree of Doctor of Letters honoris causa be conferred under Statute A II 14 upon Professor The Honourable Michael Grant Ignatieff, sometime Fellow of King’s College, Professor of History and Rector Emeritus, the Central European University, historian, writer and politician.1

7. That the title of the degree of Doctor of Music honoris causa be conferred under Statute A II 14 upon Sir Roger Arthur Carver Norrington, Honorary Fellow of Clare College, former Chief Conductor of Kent Opera and the London Classical Players, Emeritus Conductor of the Stuttgart Radio Symphony Orchestra, the Salzburg Camerata, the Zurich Chamber Orchestra and the Orchestra of the Age of Enlightenment.1

8. That the title of the degree of Doctor of Music honoris causa be conferred under Statute A II 14 upon Mr Murray David Perahia, Honorary Fellow of Jesus College, Principal Guest Conductor of the Academy of St Martin In The Fields, pianist and conductor.1

That the following person be admitted to the degree of Master of Arts under the provisions of Statute B II 2:

9. David Jean-Marie Maurice Belin, Fellow of Homerton College and Professor of Behavioural Neuroscience in the Department of Psychology.
