The Council begs leave to report to the University as follows:
1. This Report proposes an amendment to the provision in Special Ordinance A (ii) concerning the period of membership of external members of the Council.
2. The Council is proposing an amendment to clarify the period for which external members may serve on the Council, bearing in mind the guidance from the Office for Students that the periods served by external members should ‘normally [be] limited to a maximum of three terms of three years or two terms of four years’.1 A full period of office as a member of the Council is four years.
3. The Council recommends:
I. That Special Ordinance A (ii) 1(c) (Statutes and Ordinances, p. 65) be amended to read as follows:

Members of the Council in class (e) shall be appointed to serve for four years from 1 January in a year when the calendar year is odd; the appointment of half the members in this class shall take place in each alternate year. |
(ii) |
Members in class (e) shall serve no more than two full periods of office consecutively; casual periods of office shall not count towards this limit. |
