The Council submits the following Graces to the Regent House. In accordance with the provisions of Regulation 7 of the regulations for Graces of the Regent House (Statutes and Ordinances, p. 107), the Council has determined that a vote shall be taken by ballot on Grace 3 (see the Council’s Notice, p. 465). The remaining Graces, other than any which is withdrawn or for which a ballot is requested in accordance with Regulation 8 of those regulations, will be deemed to have been approved at 4 p.m. on Friday, 2 March 2012.
1. That an Address to Her Most Excellent Majesty The Queen be sealed with the Common Seal of the University, and presented to Her Majesty on the occasion of the sixtieth anniversary of Her Majesty’s accession to the throne.1
2. That Regulation 3 of the regulations for Addresses to The Sovereign and Formal Letters to other universities (Statutes and Ordinances, p. 190) be amended by replacing the words ‘together with six other members of the University, to be nominated by the Vice-Chancellor’ by the words ‘together with not more than six other members of the University nominated by the Vice-Chancellor; provided that the Vice-Chancellor shall not be required to nominate additional members to the deputation on a particular occasion’.2
3. That the recommendations in paragraph 24 of the Joint Report of the Council and the General Board, dated 12 December 2011 and 30 November 2011, on a retirement policy for University staff (Reporter, 2011–12, p. 347) be approved.3
4. That PricewaterhouseCoopers be reappointed, in accordance with Statute F, II, 5, to be the qualified accountants for the audit of the University’s financial statements for the financial year 2011–12.
1It is expected that the Address will be presented to Her Majesty on 27 March 2012. The text, which has been approved by the Council, will be available for inspection in the University Offices Reception from 24 February. It will be published in the Reporterearly in the Easter Term together with details of the University’s deputation.
2The current regulation specifies that the Chancellor shall be accompanied when presenting a Loyal Address to The Sovereign by the Esquire Bedells and by the Vice-Chancellor, the Orator, the Proctors, the Registrary, and six other members of the University to be nominated by the Vice-Chancellor. The Vice-Chancellor has received information indicating that on this occasion the complete deputation specified by the regulation cannot be accommodated at Buckingham Palace (other Privileged Bodies will also present Addresses at the same ceremony). It is therefore proposed to amend the regulation to permit the Vice-Chancellor to nominate not more than six additional members to the deputation, but to remove the requirement to do so on every occasion that an Address is presented.
