Graces submitted to the Regent House on 16 July 2008

The Council submits the following Graces to the Regent House. These Graces, other than any which is withdrawn or for which a ballot is requested in accordance with the regulations for Graces of the Regent House (Statutes and Ordinances, p. 107), will be deemed to have been approved at 4 p.m. on Friday, 25 July 2008.

1. That a Squire Law Library Appeal Fund be established in the University to be governed by the following regulations:1

Squire Law Library Appeal Fund

1. The moneys donated in response to the appeal held by the Faculty of Law shall form a fund to be called the Squire Law Library Appeal Fund.

2. The income, and in exceptional cases the capital, of the Fund shall be used for purchasing and maintaining resources and facilities for the Squire Law Library.

3. The Committee of Managers of the Fund shall represent the Faculty of Law and Cambridge University Library and shall consist of:
(a) the Chairman of the Law Library Sub-Syndicate who shall be Chairman;
(b) the Chairman of the Faculty Board of Law;
(c) one member of the Faculty of Law appointed by the Faculty Board of Law to serve for a period of four years from 1 January following her or his appointment;
(d) the University Librarian;
(e) the Squire Law Librarian.

4. Any unexpended income of the Fund in a financial year may be either added to the capital of the Fund or accumulated for use as income in future years, as the Managers may determine.

2. A. That a David and Elaine Potter Fund for Human Rights and Governance be established in the University to be governed by the following regulations:1

David and Elaine Potter Fund for Human Rights and Governance

1. The sum of £2m received from the David and Elaine Potter Foundation for the endowment of a University Lectureship in Human Rights and Governance shall constitute a fund called the David and Elaine Potter Fund for Human Rights and Governance.

2. The Managers of the Fund shall be the Faculty Board of Social and Political Sciences, who may delegate any of their functions concerning the Fund to a Committee not necessarily composed wholly of members of the Board.

3. The first charge on the income of the Fund shall be the stipend, national insurance, pension contributions, and associated indirect costs of the Lecturer payable by the University.

4. After provision has been made in accordance with Regulation 3, the income of the Fund shall be applied in support of the work of the Lecturer (or for the support of teaching or research in human rights and governance within the Faculty) in such manner as shall be approved by the General Board on the recommendation of the Managers.

5. Any unexpended income in a financial year may in any subsequent year be expended in accordance with Regulation 4.

6. If the General Board are satisfied on the recommendation of the Faculty Board of Social and Political Sciences that funding the Lectureship as set out in Regulation 3 no longer provides a suitable and effective method of using the Fund, the University shall have power to resolve to hold the capital and income of the Fund on trust for the promotion of teaching and research in human rights and governance.

B. That the regulations for Endowed University Lectureships (Statutes and Ordinances, p. 704) be amended by adding the following entry:

3. That the regulations for the School of the Humanities and Social Sciences be amended, with effect from 1 August 2008, as follows:2

Regulation 1.

By replacing the words 'Centres of African Studies, International Studies, and Latin-American Studies' by the words 'Centres of African Studies, International Studies, Latin-American Studies, and South Asian Studies'.

4. That the regulations for the School of Technology be amended, with effect from 1 August 2008, as follows:3

Regulation 1.

By inserting at the end of the regulation the words 'and the Cambridge Programme for Industry'.

Regulation 2.

By inserting after the words 'Director of Judge Business School' the words 'and the Director of the Cambridge Programme for Industry'.

5. That the recommendations in paragraph 11 of the Joint Report of the Council and the General Board, dated 17 March and 5 March 2008, on the introduction of a degree of Master of Research (the M.Res.) (Reporter, 2007-08, p. 617) be approved.4

6. That the Professorship of Political Science be retitled as the Professorship of the History of Political Thought with effect from 1 October 2010.5

7. That, on the recommendation of the General Board, the Professorship of the Economics of Education, established for a single tenure by Grace 4 of 4 February 2004, be retitled the Commonwealth Professorship of Education and Development and that Regulation 2 of the special regulations for the Professorship be rescinded.6

8. That, on the recommendation of the General Board, the Readership in Developmental Biology held by Dr M. Zernicka-Goetz in the Department of Genetics be reassigned to the Department of Physiology, Development, and Neuroscience with effect from 1 October 2007.7

9. That the recommendations in paragraph 5 of the Report of the General Board, dated 4 June 2008, on the establishment of a Professorship of Health Services Research (Reporter, 2007-08, p. 858) be approved.

10. That the recommendations in paragraph 6 of the Report of the General Board, dated 4 June 2008, on the establishment of a Professorship of Nuclear Medicine (Reporter, 2007-08, p. 859) be approved.

11. That the recommendations in paragraph 5 of the Report of the General Board, dated 4 June 2008, on the establishment of an A. G. Leventis Professorship of Greek Culture (Reporter, 2007-08, p. 860) be approved.

12. That the consent of the University be given for the Statutes of New Hall to be amended.8

13. That, subject to the approval of Her Majesty in Council, the Statutes of the University be amended as set out below, with effect from the date on which the amendment to the Charter of New Hall is approved by Her Majesty in Council, and that these amendments be submitted under the Common Seal of the University to Her Majesty in Council for approval:

Section 3(a).

By replacing in line 6 the words 'New Hall' by the words 'Murray Edwards College'.
