Notice of a Discussion on Tuesday, 9 June 2015

The Vice-Chancellor invites those qualified under the regulations for Discussions (Statutes and Ordinances, p. 111) to attend a Discussion in the Senate-House, on Tuesday, 9 June 2015, at 2 p.m. for the discussion of:

1. Report of the Council, dated 18 May 2015, on the future development of the West Cambridge site (Reporter, 6387, 2014–15, p. 544).

2. Report of the Council, dated 18 May 2015, on external finance for certain building projects, including North West Cambridge and the non-operational estate (Reporter, 6387, 2014–15, p. 548).

3. Report of the Council, dated 18 May 2015, on the financial position and budget of the University, recommending allocations from the Chest for 2015–16 (Reporter, 6387, 2014–15, p. 550).

4. Second-stage Report of the Council, dated 27 May 2015, on the construction of education space and gallery refurbishment at Kettle’s Yard (Reporter, 6388, 2014–15, p. 602).

Election to the Council

2 June 2015

The Vice-Chancellor gives notice that an election is to be held for a member of the Council in class (a) (Heads of Colleges) to serve from 1 October 2015 until 31 December 2016 (see Statute A IV 2), the remainder of the period of office of the Warden of Robinson College, who has decided to step down from the Council.

The Council is the principal executive and policy-making body of the University. It has general responsibility for the administration of the University, for defining its mission, for the planning of its work, and for the management of its resources. The Council deals with relations between the University and the Colleges, and conducts negotiations with outside bodies on many matters (other than those relating directly to the educational and research programmes of the University, which are dealt with on its behalf by the General Board of the Faculties). It is responsible for the appointment or nomination of certain members of internal and external bodies, and for many student matters (excluding the selection of entrants, which is a College concern). Nomination and ballot timetable

The nomination and ballot timetable for this election is governed by Regulations 1–7 and 15 of the regulations for the Election of Members of the Council (Statutes and Ordinances, p. 118).

In order to be eligible a candidate for election must be nominated on a paper sent to the Vice-Chancellor at the Old Schools so as to reach him not later than 12 noon on Friday, 12 June 2015. The paper must contain (a) a statement signed by two members of the Regent House, nominating the candidate for election to the Board or Nominating Committee, as appropriate, and (b) a statement signed by the candidate certifying that he or she consents to be so nominated. The candidate should also provide a curriculum vitae by the same date (see below).

The Vice-Chancellor would be obliged if nominations could be delivered to the Registrary in the Old Schools during office hours. Envelopes should be clearly marked as Nomination papers. Nomination papers may also be faxed to 01223 332332 or scanned (showing signatures) and sent by email to registrary@admin.cam.ac.uk. Nominations will be published on the Senate-House noticeboard as they are received; the complete list of nominations will be published in the Reporter on Wednesday, 17 June 2015.

In accordance with the regulations governing the election, each person nominated for election is required to send to the Registrary, not later than 12 noon on Friday, 12 June 2015, a statement of her or his curriculum vitae for distribution to members of the Regent House with the voting papers. It is suggested that such a statement should be of not more than 500 words in length, and that it should cover the following points:

the candidate’s present position in the University;

previous posts held, whether in Cambridge or in other universities or outside the university system, with dates;

a note of the candidate’s particular interests within the field of University business and experience that he or she might bring to the Council.

If there is an election, it will be conducted by ballot under the Single Transferable Vote regulations. Online voting will open at 10 a.m. on Monday, 22 June and close at 5 p.m. on Thursday, 2 July 2015. Hard-copy voting papers will be distributed not later than Monday, 22 June to those who have opted before 12 December 2014 to continue to receive them; the last date for the return of voting papers will be 5 p.m. on Thursday, 2 July 2015.

University Composition Fees

1 June 2015

Special regulations for the scheme of examination in Genomic Medicine for the degrees of Master of Philosophy and Master of Studies have been approved by the General Board with effect from 1 October 2015 (Reporter, 6382, 2014–15, p. 469).

The General Board have also approved special regulations for the award of a Postgraduate Certificate in Genomic Medicine and the award of a Postgraduate Diploma in Genomic Medicine, both of which are open to non-members of the University. The successful completion of the course leading to the award of a Postgraduate Certificate may be followed by one further year’s study leading to the award of the M.St. Degree in Genomic Medicine (subsuming the award of the Postgraduate Certificate). A candidate for the Postgraduate Diploma who has completed one year of study may opt to commence study leading to the award of the M.St. Degree in one further year.

The University Composition Fees proposed for the above M.Phil. and the M.St. Degrees (including the options noted above) are set out in Schedule 1.

The Council also proposes 2016–17 fees which have been recommended by the relevant bodies for the other M.St. courses as set out in Schedule 2.

The Council is submitting a Grace to the Regent House (Grace 2, p. 612) for the approval of the fees set out in the Schedules attached to this Notice.
