Graces

Graces submitted to the Regent House on 23 September 2026

The Council submits the following Graces to the Regent House. These Graces, unless they are withdrawn or a ballot is requested in accordance with the regulations for Graces of the Regent House (Statutes and Ordinances, 2025, p. 113), will be deemed to have been approved at 4 p.m. on Friday, 2 October 2026. Further information on requests for a ballot or the amendment of Graces is available to members of the Regent House on the Regent House Petitions site.§

1. That a Rees Feinberg Professorship of Global Risk Fund be established in the University, to be governed by the following regulations:1

Rees Feinberg Professorship of Global Risk Fund

1. The funds received from Cambridge in America following a donation from Carl P. Feinberg, together with such other sums as may be received or applied for the same purpose, shall form an endowment fund called the Rees Feinberg Professorship of Global Risk Fund to advance research in the field of global catastrophic risk by supporting a Professorship of Global Risk.

2. The Managers shall be responsible for the administration of the Fund and the application of its income and shall comprise three persons appointed by the Council of the School of the Arts and Humanities for such periods as the Council shall determine, one of whom shall be appointed as Chair by the Council.2

3. Subject to Regulation 4, the income of the Fund shall be applied towards the payment of the stipend, national insurance, pension contributions, and associated indirect costs of the Rees Feinberg Professorship of Global Risk payable by the University.

4. Any unexpended income in any financial year, including income accrued during a vacancy in the Professorship may, at the discretion of the Managers:

(a)be applied to support the work of the Professor;

(b)with the approval of the School Council, be applied to support research in the field of Global Risk in such manner as may be recommended by the Managers; and/or

(c)be carried forward for use as income in accordance with Regulation 3 in any one or more subsequent financial years.

2. That an M. Karunanidhi Ph.D. Fund be established in the University, to be governed by the following regulations:1

M. Karunanidhi Ph.d. Fund

1. The benefaction received from Mr Vedamurthy Sabarisan and Mrs Senthamarai Stalin together with such other sums as may be received or applied for the same purpose, shall form an endowment fund called the M. Karunanidhi Ph.D. Fund to support postgraduate students studying research topics in the University concerning contemporary Dravidian history, politics and economics with a focus on the Tamil Nadu region.

2. The Managers shall be responsible for the administration of the Fund and the application of its income and shall comprise:

(a)the Head of the School of the Humanities and Social Sciences, or a deputy designated for this purpose, who shall be Chair;

(b)four members of the School of the Humanities and Social Sciences, appointed by the Council of the School, who shall serve for such period as the Council shall determine.

3. Subject to Regulation 4, the income of the Fund and (if the Managers think fit) the capital of the Fund, may be used to provide awards, which shall be called the M. Karunanidhi Ph.D. Studentship. Arrangements for awards, including the number, tenure and conditions of Studentships to be awarded in any given year, the expenses to be covered by an award, and the form of the application and selection processes, shall be at the discretion of the Managers and may provide for applications by persons who are not yet members of the University. When making decisions about the award of the Studentships, the Managers shall have regard to the donors’ wish that preference should be given to applicants for Studentships from financially disadvantaged backgrounds.

4. Any unexpended income in any financial year, including income accrued during any years in which the Studentships are not awarded, may, at the discretion of the Managers:

(a)with the approval of the Council of the School of the Humanities and Social Sciences, be applied to support research in the field of the Fund in the University in such manner as may be recommended by the Managers;

(b)be carried forward for use as income in accordance with Regulation 3 in any one or more subsequent financial years.

3. That the Ordinance for the Kurt Hahn Prizes (Statutes and Ordinances, 2025, p. 859) be rescinded in its entirety.3

  • 2The Head of School, acting under delegated authority from the Council of the School, has agreed that two of the Managers shall be appointed from amongst the members of the Institute of Technology and Humanity Executive Management Board until further notice.

  • 3The Trustees of the Kurt Hahn Trust have decided to wind up the Kurt Hahn Trust and are in the process of agreeing the transfer of the Trust’s funds to the Cambridge Trust and to various parts of the University whose work is in line with the Trust’s charitable objectives. The recipients will include the Department of Engineering and the German section of the Faculty of Modern and Medieval Languages and Linguistics, which will continue to award prizes to students for a distinguished performance in German in Tripos examinations. As the Trustees do not require the University to hold the funds under trust, the Council on the recommendation of the General Board is proposing a Grace to rescind the regulations for the prizes.
