First-stage Report of the Council on the refurbishment of 1 Regent Street for the Cambridge Institute for Sustainability Leadership

The Council begs leave to report to the University as follows:

1. In this Report the Council is seeking approval in principle for the refurbishment of an office building at 1 Regent Street to provide accommodation for the Cambridge Institute for Sustainability Leadership (CISL) and to host a sustainable business hub.

2. The 1 Regent Street site was formerly occupied by Cambridge Assessment. A proposal to sell Furness Lodge to Emmanuel College, grant a long lease for the current car park to the same College, and to retain the office building for the University’s operational use or for commercial letting, was approved by Grace 2 of 7 June 2017.

3. CISL has outgrown its current accommodation in Cambridge and this is impacting its current and future strategy. The Planning and Resources Committee agreed to allocate the building at 1 Regent Street to CISL as part of a Concept Case for the project, which was approved on 13 December 2017. The refurbished building will have a gross internal area of 3,026m2. CISL will have 1,148m2, the sustainable business hub will have 794m2, and 1,084m2 will be shared space. CISL will surrender its current accommodation on Trumpington Street and Bene’t Place.

4. The project will be funded in large part by a benefaction of £6m from Envision Energy (Jiangsu) Co Ltd, payable over two years. In recognition of this donation, the building will be renamed the Entopia Building.

5. Further details relating to the design, maintenance, capital, and recurrent costs of the project and sources of funding will be brought to future meetings of the Buildings Committee and the Planning and Resources Committee. A Second-stage Report will be published in due course to seek approval for implementation of the project.

6. Drawings of the proposed scheme are displayed for the information of the University in the Schools Arcade and are reproduced online at https://www.prao.admin.cam.ac.uk/capital-planning/plans-and-drawings. A location plan is shown below (p. 497).

7. The Council recommends:

I. That approval in principle be given for the refurbishment of 1 Regent Street to provide accommodation for the Cambridge Institute for Sustainability Leadership and to host a sustainable business hub.

II. That the Director of Estate Strategy be authorised to apply for detailed planning approval in due course.
