Notice of a Discussion on 12 May 2015

The Vice-Chancellor invites those qualified under the regulations for Discussions (Statutes and Ordinances, p. 111) to attend a Discussion in the Senate-House, on Tuesday, 12 May 2015, at 2 p.m. for the discussion of:

1. Joint Report of the Council and the General Board, dated 20 April and 11 March 2015, on arrangements for the management and governance of scientific research using animals (Reporter, 6383, 2014–15, p. 492).

2. Joint Report of the Council and the General Board, dated 20 April and 17 April 2015, on proposed amendments to the process for appeal under the Schedule to Statute C in the case of non-confirmation of appointment (Reporter, 6383, 2014–15, p. 493).

Notice of a benefaction

27 April 2015

The Vice-Chancellor gives notice that he has accepted with gratitude a bequest of in excess of £250,228 from the late Mrs Kate Staples to support the Scott Polar Research Institute. The Council is proposing a Grace (Grace 3, p. 508) to enable this bequest to be paid into a new fund to support the Institute.

Elections to the Council, the Nominating Committee for External Members of the Council, and the Board of Scrutiny

This Notice provides information on elections for members of the Council, the Nominating Committee for External Members of the Council, and the Board of Scrutiny.

Council of the University

The Vice-Chancellor gives notice that an election is to be held for a member of the Council in class (c) (members of the Regent House other than Heads of Colleges, Professors, and Readers) to serve from 8 September 2015 until 31 December 2016 (see Statute A IV 2).

The Council is the principal executive and policy-making body of the University. It has general responsibility for the administration of the University, for defining its mission, for the planning of its work, and for the management of its resources. The Council deals with relations between the University and the Colleges, and conducts negotiations with outside bodies on many matters (other than those relating directly to the educational and research programmes of the University, which are dealt with on its behalf by the General Board of the Faculties). It is responsible for the appointment or nomination of certain members of internal and external bodies, and for many student matters (excluding the selection of entrants, which is a College concern). Nominating Committee for External Members of the Council

An election of members in classes (c) and (d) of the Nominating Committee to nominate External Members of the Council is to be held in Full Easter Term when the calendar year is odd (Statutes and Ordinances, p. 120). Members in classes (c) and (d) comprise:

(c)two members elected by the Regent House from among those who at the time of election are current members of Council in classes (a), (b), and (c);

(d)four members of the Senate elected by the Regent House.

No person may be a member of the Committee in class (d) who is a member of the Council or who holds any of the University offices of Pro-Vice-Chancellor, Registrary, or Director or Deputy Director in the University Offices.

The Vice-Chancellor now gives notice of an election of members of the Committee as follows:

(i)two members in class (c), one to serve for four years from 1 October 2015 and one, to fill a casual vacancy, to serve from 8 September 2015 until 30 September 2017;

(ii)two members in class (d), to serve for four years from 1 October 2015;

Board of Scrutiny

Under the provisions of Statute A VII (Statutes and Ordinances, p. 10) an election of members of the Board of Scrutiny in class (c) is to be held in the Easter Term of each alternate year. The Board of Scrutiny consists of:

(a)the Proctors;

(b)the two Pro-Proctors nominated by the Colleges;

(c)eight members of the Regent House elected by the Regent House.

Under the provisions of Statute A VII 4 no person may be a member of the Board of Scrutiny who is a member of the Council, the General Board, or the Finance Committee of the Council, or who holds any of the University offices of Chancellor, Vice-Chancellor, Pro-Vice-Chancellor, University Advocate, Deputy University Advocate, Registrary, Assistant Registrary, or Secretary of a School. The Statute further prohibits from membership holders of offices with primarily administrative duties designated by Ordinance: Directors and Deputy Directors in the Unified Administrative Service and Assistant Treasurers have been designated as such prohibited offices. A retiring member of the Board who has served for four or more consecutive years is not eligible to serve again as a member in class (c) until one year has elapsed after the end of her or his previous period of service.

The Vice-Chancellor now gives notice of an election of members of the Board as follows, to serve for four years from 1 October 2015:

(i)one member in class (c)(i) (a person who has been a member of the Regent House for not more than ten years on 1 October 2015);

(ii)three members in class (c)(ii) (members of the Regent House).

Regulation 2 for the election of members of the Board of Scrutiny (Statutes and Ordinances, p. 121) provides that, if at the election insufficient nominations are received to fill all the places either in class (c)(i) or in class (c)(ii), the Council shall appoint as many members as may be necessary or shall ask the Vice-Chancellor to arrange a further election.

Nomination and ballot timetable

The nomination and ballot timetable for these elections is governed by Regulations 1–7 and 15 of the regulations for the Election of Members of the Council (Statutes and Ordinances, p. 118).

In order to be eligible a candidate for election must be nominated on a paper sent to the Vice-Chancellor at the Old Schools so as to reach him not later than noon on Friday, 22 May 2015. The paper must contain (a) a statement signed by two members of the Regent House, nominating the candidate for election to the Board or Nominating Committee, as appropriate, and (b) a statement signed by the candidate certifying that he or she consents to be so nominated. The candidate should also provide a curriculum vitae by the same date (see below).

The Vice-Chancellor would be obliged if nominations could be delivered to the Registrary in the Old Schools during office hours. Envelopes should be clearly marked as Nomination papers. Nomination papers may also be faxed to 01223 332332 or scanned (showing signatures) and sent by email to registrary@admin.cam.ac.uk. Nominations will be published on the Senate-House noticeboard as they are received; the complete list of nominations will be published in the Reporter on Thursday, 28 May 2015.

In accordance with the regulations governing the election, each person nominated for election is required to send to the Registrary, not later than noon on Friday, 22 May 2015, a statement of her or his curriculum vitae for distribution to members of the Regent House with the voting papers. It is suggested that such a statement should be of not more than 500 words in length, and that it should cover the following points:

The candidate’s present position in the University.

Previous posts held, whether in Cambridge or in other universities or outside the university system, with dates.

A note of the candidate’s particular interests within the field of University business and experience that he or she might bring to the Committee/Board.

If there is an election, it will be conducted by ballot under the Single Transferable Vote regulations. Online voting will open at 10 a.m. on Monday, 1 June and close at 5 p.m. on Thursday, 11 June 2015. Hard-copy voting papers will be distributed not later than Monday, 1 June to those who have opted before 12 December 2014 to continue to receive them; the last date for the return of voting papers will be 5 p.m. on Thursday, 11 June 2015.

Environmental Sustainability Vision, Policy, and Strategy

In January 2013, the Environmental Strategy Committee agreed that a full review of the University’s Environmental Policy should be undertaken to help ensure its continued relevance and to enhance the University’s reputation in sustainability policy and practice. The Council endorsed this process in April 2013. The Environmental Policy Review Committee, chaired by the Pro-Vice-Chancellor for Institutional Affairs, was established to direct this review with the intention of bringing forward a proposed new Environmental Sustainability Policy and Strategy to be considered for adoption.

As part of the review process the Review Committee sought the views of the University community during Lent Term 2014 and a consultative report was published in the Michaelmas Term 2014 (Reporter, 6366, 2014–15, p. 154).

Following consideration of a final report from the Review Committee in March 2015, the Council has approved the adoption of the Environmental Sustainability Vision, Policy, and Strategy, and the creation of a new Environmental Sustainability Strategy Committee as a joint committee of the Council and General Board (available at http://www.admin.cam.ac.uk/reporter/2014-15/weekly/6384/Environmental-Strategy.pdf). The Council also agreed that the 21 recommendations contained in the report should be considered further by the new Committee, which will discuss appropriate implementation mechanisms and develop operational plans to achieve the aspirations set out in the policy and strategy. These plans would be subject to the usual scrutiny through the General Board, the Council, and the Planning Round.

University Composition Fees

In the following Notice the Council proposes amendments to the fees for certain categories of students.

Fees for undergraduate students in 2016–17

The Council proposes that Overseas fees increase by 5% over the 2015–16 rates. The fees are set out in Table 1 of the Schedule to this Notice.

Regulated fees for Home/EU undergraduate students for 2016–17 have not yet been announced by the government and a further Notice will be published in due course.

Some other undergraduate fees depend on the announcement of the Regulated rates. The Notice will include Council’s proposals for 2016–17 rates of fee for ELQ students (those studying an equivalent or lower qualification to one already obtained) and fees for Island students admitted before 2013.

Fees for postgraduate students in 2016–17

With some exceptions noted below, the Council proposes fee increase of 2% on Home/EU postgraduate fees over the 2015–16 rates and 5% on Overseas fees.

The fees are set out in Tables 2 and 3 in the Schedule.

The fees for the Ph.D., Eng.D., M.Sc., and M.Litt. Degrees are fixed at the same cash value for the three years of their course for new entrants from 2015. Increases apply to the fees paid by new entrants in 2016 and to the fees paid by those admitted before 2015. Fees were fully consolidated with the College Graduate Fee in 2015; year-of-entry fees are adjusted over a transitional period to maintain revenue at the level predicted if the fees had not been consolidated.

The fee for the M.D. Degree for new entrants in 2016 is the same as the Home/EU Ph.D. new entrant fee for 2016.

The Council proposes a minimum fee for taught postgraduate courses of £9,468. The baseline fee for some other courses has been increased at the request of the Councils of the Schools.

The fees for the P.G.C.E. and for the M.Phil. Degree in Architecture and Urban Design are at the Regulated undergraduate rate and will be included in a further Notice when those rates are announced.

The Council is accordingly submitting a Grace to the Regent House (Grace 1, p. 508) for the approval of the fees set out in the Schedule attached to this Notice.
