Report of the General Board on Senior Academic Promotions

The General Board beg leave to report to the University as follows:

1. The senior academic promotions exercise in respect of promotions to take effect from 1 October 2014 has been completed. The General Board, at their meeting on 4 June 2014, considered recommendations from the Main Senior Academic Promotions Committee in respect of promotion to personal Professorships, Readerships, and Senior Lectureships. With the recommendations the Board received an extensive report, which provided the Board with an account of the procedure followed for the evaluation and comparison of the evidence for all applicants. The Board were able to see how recommendations had been arrived at so that, without repeating the entire exercise, they could either approve the recommendations or, if they so wished, consider the basis on which any of the recommendations had been made.

2. The contents of the report were as follows:

Minutes of the Main Committee and Sub-Committees

Summary lists of Faculty Promotions Committee and Sub-Committee evaluations and bandings, indicating adjustments and any special or non-standard aspects of applications

Summary tables giving names of applicants in priority order by Sub-Committee for each of the senior academic offices

Funding and statistical information

Equal opportunity report on all applications received

3. The Board now recommend the establishment of thirty Professorships from 1 October 2014 as set out in Recommendation I. The establishment of these Professorships is proposed on condition that in each case where the person currently holds a permanently established office, that office should be placed in abeyance during the tenure of the Professorship.

4. The Board also propose the establishment of 42 Readerships from 1 October 2014, as set out in Recommendation II. The establishment of these Readerships is proposed on condition that in each case where the person currently holds a permanently established office, that office should be placed in abeyance during the tenure of the Readership.

5. In order to avoid delay in publishing the Report, the Board have put forward their recommendations before the titles of the Professorships and Readerships have been agreed. The Board will announce these titles at a later date, after consultation with the individuals concerned.

6. The Board have also agreed, in accordance with Special Ordinance C (x) 2 and the special regulation for University Senior Lectureships (New Statutes and Special Ordinances supplement, p. 81 and Statutes and Ordinances, p. 749) to appoint the 26 individuals listed in the Schedule to this Report to University Senior Lectureships, or an unestablished appointment at the same level.

7. The estimated total additional cost to central funds in the first year of the proposals for promotion to personal Professorships and Readerships and of the appointments to University Senior Lectureships of the persons named in this Report will be approximately £649,482.

8. The General Board recommend:

Report of the General Board on the establishment of two Professorships in the School of Clinical Medicine

The General Board beg leave to report to the University as follows:

1. In their Report on certain fixed-term Professorships and Readerships and future arrangements for awarding the title of Honorary Professor or Reader (Reporter, 5850, 2000–01, p. 814), the Board, in accordance with policy and procedure outlined in paragraph 6 of the Notice on appointments to unestablished posts at the level of Professor or Reader (Reporter, 5842, 2000–01, p. 552), proposed, inter alia, the establishment of a number of fixed term Professorships and Readerships, in place of unestablished Research Professorships and Readerships. The Board, in their Notice, also stated their intention to recommend the establishment of Professorships on future occasions when an individual had been successful in a prestigious external competition, for example, Royal Society and MRC Research Professorships. In a further Report, dated 22 January 2003 (Reporter, 5911, 2002–03, p. 519), the Board proposed the establishment of Professorships for the holders of Wellcome Trust Principal Research Fellowships.

2. The Board have now considered a proposal for the establishment of a Professorship of Immunology and Infectious Diseases for Professor Lalita Ramakrishnan, currently Professor of Microbiology at the University of Washington. Professor Ramakrishnan has been awarded a Wellcome Trust Principal Research Fellowship for a period of seven years from the date of appointment. The award is renewable on a partnership basis, funded jointly by the Wellcome Trust and the University. The School of Clinical Medicine has agreed to meet the University’s share of these costs for the duration of any renewal period, and would meet the costs of the Professorship from the expiry of the Wellcome Trust award, for the remainder of Professor Ramakrishnan’s tenure.

3. The Board have also considered a proposal for the establishment of a Royal Society Research Professorship of Molecular Cancer Biology for Professor Gregory Hannon, currently Professor and Howard Hughes Medical Institute Investigator at the Cold Spring Harbor Laboratory, New York. The award from the Royal Society supporting the Professorship is for five years in the first instance with the opportunity to renew the award for a further five years subject to satisfactory progress. The School of Clinical Medicine has agreed to meet the costs of the Professorship from the expiry of the Royal Society award, for the remainder of Professor Hannon’s tenure.

4. The General Board recommend:

I. That a Professorship of Immunology and Infectious Diseases be established from 1 September 2014 for the tenure of Professor Lalita Ramakrishnan, placed in the Schedule to Special Ordinance C (vii) 1 (New Statutes and Special Ordinances supplement, p. 64), and assigned to the Department of Medicine.

II. That a Royal Society Research Professorship of Molecular Cancer Biology be established from 1 October 2014 for the tenure of Professor Gregory Hannon, placed in the Schedule to Special Ordinance C (vii) 1 (ibid.), and assigned to the Department of Oncology.

Report of the General Board on the establishment of a Readership in Statistics in Biomedicine

The General Board beg leave to report to the University as follows:

1. Statistical design and analysis play an increasingly important role in biomedical research, as new technologies give rise to vast amounts of new data, and there is an increasing need to ensure the best statistical design of projects and innovative statistical analysis of the resulting data. Studies involving imaging, mass spectrometry, gene and protein expression and modification, DNA (whole genome) sequencing, and genetics all require high-level statistical collaborations if they are to yield the developments in our understanding of disease and in the development of novel therapies which they promise.

2. The University is well placed to contribute to these developments in Medical Science and Genomics through its participation in the NIHR Cambridge Biomedical Research Centre, and, through its close collaborations with NHS Trusts, to ensure that these developments are effectively translated into clinical practice. The provision of training and experience in high-dimensional statistical and bioinformatics analyses for the next generation of clinical scientists is a high priority for the School of Clinical Medicine.

3. In order to take advantage of the research opportunities and to provide leadership in translational and clinical research and teaching in this area, the Faculty Board of Clinical Medicine propose the establishment for a single tenure of a Readership in Statistics in Biomedicine, the costs of which will be met from resources available to the School of Clinical Medicine.

4. The General Board have accepted the Faculty Board’s proposal for the establishment of this Readership. The criteria for appointment to a Readership through open competition will be identical to those for appointment through the senior academic promotions procedure. The Appointments Committee will be constituted as specified in the regulations for Readers and Readerships (Statutes and Ordinances, p. 748).

5. The General Board accordingly recommend:

I. That a Readership in Statistics in Biomedicine be established in the Department of Medical Genetics for a single tenure from 1 October 2014.
