Notice of a Discussion on Tuesday, 3 May 2011

The Vice-Chancellor invites those qualified under the regulations for Discussions (Statutes and Ordinances, p. 107) to attend a Discussion in the Senate-House, on Tuesday, 3 May 2011, at 2 p.m., for the discussion of the Report of the Council, dated 14 March 2011, on the governance arrangements for the North West Cambridge project and for the development of West Cambridge (Reporter, 2010–11, p. 618).

Amending Statutes for St John’s College: Notice

18 April 2011

The Vice-Chancellor begs leave to refer to his Notice of 9 March 2011 (Reporter, 2010–11, p. 610), concerning proposed amending Statutes for St John’s College. He hereby gives notice that in the opinion of the Council the proposed Statutes make no alteration of any Statute which affects the University, and do not require the consent of the University; that the interests of the University are not prejudiced by them, and that the Council has resolved to take no action upon them, provided that the Council will wish to reconsider the proposed Statutes if they have not been submitted to the Privy Council by 18 April 2012.

Anita Lasker Wallfisch, visiting lecturer in the Faculty of Divinity, cellist and a co-founder of the English Chamber Orchestra, survivor of, and writer on, the Holocaust.

TIMETABLE

Ticket-holders will need to be in their places in the Senate-House not later than 11.15 a.m. If it is fine, a procession will form up in the Schools Arcade at 11.10 a.m. Those in the categories listed below who wish to process must give notice of their intention, and processional tickets will be issued to them up to the number of places available. The Congregation will end at about 12.30 p.m.

GARDEN PARTY

There will be a Garden Party after the Congregation for all those attending. It will be held on the lawn in Senate-House Yard and refreshments will be served. There will be provision for cover in the event of wet weather.

DRESS

All members of the University attending the Congregation are required to wear academical dress in accordance with the relevant regulations. Other persons attending do not wear academical dress. Thursday, 23 June 2011, will be a scarlet day, and Doctors in the several Faculties are requested to wear their festal gowns. Hoods are worn at this Congregation. In accordance with Regulation 4 for academical dress (Statutes and Ordinances, p. 189) any member of the University (other than the Chancellor, Vice-Chancellor, High Steward, Deputy High Steward, Commissary, Proctors, Registrary, Esquire Bedells, the Orator, and the graduands) who is a graduate of another university or degree-awarding institution, may, on this occasion, wear the academical dress appropriate to that degree.

ADMISSION TO THE CONGREGATION

Admission to the Senate-House and Yard will be strictly by ticket only and entry to the Yard on this occasion will be by the South-East Gate, from King’s Parade.

TICKETS

All members and all staff (including retired staff) of both the University and the Colleges are invited to apply for tickets. In order to encourage wider participation from within the University, applications for guest tickets will not be accepted.

Applications for tickets, which must be made by letter or by email, and must give the postal address of the applicant and their University or College affiliation, should be sent to Honorary Degrees, the Vice-Chancellor’s Office, the Old Schools, Trinity Lane, Cambridge, CB2 1TN, or by email (Honorary.Degrees@admin.cam.ac.uk) to arrive not later than Friday, 20 May 2011. Applications cannot be made in person or by telephone.

Applicants will understand that there may be more applications than places that are available. In that case, a ballot will be used to allocate tickets and all applications received by the closing date will be included in the ballot. Unsuccessful applications will not be acknowledged and tickets will be sent out in the week beginning Monday, 6 June.

Successful applicants who then find that they cannot use their tickets are asked to return them so that their seats may be offered to others. Tickets are not transferable.

Further details of the arrangements will be included with the tickets.

Those in the classes specified below, who wish to take part in the procession, are asked to state this clearly in their applications. Processional tickets will be issued up to the number of places available to seat the procession. Only the holders of Cambridge Professorial Chairs or Cambridge Higher Doctorates are eligible to process as Professors or Doctors.

With the assent of the Proctors, the Vice-Chancellor has prescribed the following order of processions prior to this Congregation.

Nomination of members of the Council in class (e) (External Members): Election of members of Nominating Committee

An election of members in classes (c) and (d) of the Nominating Committee to nominate External Members of the Council is to be held in Full Easter Term when the calendar year is odd (Statutes and Ordinances, p. 116). Members in classes (c) and (d) comprise:

(c)two members elected by the Regent House from among those who at the time of election are current members of Council in classes (a), (b), and (c);

(d)four members of the Senate elected by the Regent House.

No person may be a member of the Committee in class (d) who is a member of the Council or who holds any of the University offices of Pro-Vice-Chancellor, Registrary, or Director or Deputy Director in the University Offices.

The Vice-Chancellor now gives notice of an election of members of the Committee as follows, to serve for four years from 1 October 2011:

(i) one member in class (c);

(ii) two members in class (d).

In order to be eligible, a candidate for election must be nominated on a paper sent to the Vice-Chancellor at the Old Schools so as to reach him not later than noon on Friday,13 May. The paper must contain (a) a statement signed by two members of the Regent House, nominating the candidate for election and (b) a statement signed by the candidate certifying that he or she consents to be so nominated. The candidate should also provide a curriculum vitae by the same date (see below).

The Vice-Chancellor would be obliged if nominations could be delivered to the Registrary in the Old Schools during office hours. Envelopes should be clearly marked as Nomination papers. Nomination papers may also be faxed to 01223 332332 or scanned (showing signatures) and sent by email to registrary@admin.cam.ac.uk. Nominations will be published as they are received; the complete list of nominations will be published in the Reporter on Wednesday, 18 May.

In accordance with the regulations governing the election, each person nominated for election is required to send to the Registrary, not later than noon on Friday, 13 May, a statement of her or his curriculum vitae for distribution to members of the Regent House with the voting papers. It is suggested that such a statement should be of not more than 500 words in length, and that it might cover the following points:

the candidate’s present position in the University

previous posts held, whether in Cambridge or in other universities or outside the university system, with dates

a note of the candidate’s particular interests within the field of University business, and experience that he or she might bring to the Committee.

The election will be conducted by postal ballot, under the Single Transferable Vote regulations. Voting papers will be distributed, together with the statements provided by candidates, on or before Wednesday, 1 June. The last date for the return of voting papers will be Thursday, 16 June.

The Vice-Chancellor has appointed the Administrative Secretary as Deputy Presiding Officer.

Election to the Board of Scrutiny: Notice

Under the provisions of Statute A, VII (Statutes and Ordinances, p. 10) an election of members of the Board of Scrutiny is to be held in the Easter Term of each alternate year.

The Board of Scrutiny consists of:

(a)the Proctors;

(b)the two Pro-Proctors nominated by the Colleges;

(c)eight members of the Regent House elected by the Regent House.

Under the provisions of Statute A, VII, 4, no person may be a member of the Board of Scrutiny who is a member of the Council, the General Board, or the Finance Committee of the Council, or who holds any of the University offices of Chancellor, Vice-Chancellor, Pro-Vice-Chancellor, University Advocate, Deputy University Advocate, Registrary, Assistant Registrary, or Secretary of a School. The Statute further prohibits from membership holders of offices with primarily administrative duties designated by Ordinance: Directors and Deputy Directors in the Unified Administrative Service and Assistant Treasurers have been designated as such prohibited offices. A retiring member of the Board who has served for four or more consecutive years is not eligible to serve again as a member in class (c) until one year has elapsed after the end of her or his previous period of service.

The Vice-Chancellor now gives notice of an election of members of the Board as follows, to serve for four years from 1 October 2011:

in class (c)(i): one person who will not have attained the age of thirty-five years on 1 October 2011;

in class (c)(ii): three persons chosen without limit of age.

In order to be eligible, a candidate must be nominated on a paper sent to the Vice-Chancellor at the Old Schools so as to reach him not later than noon on Friday, 13 May. The paper must contain (a) a statement signed by two members of the Regent House, nominating the candidate for election and specifying the class in which he or she is nominated, and (b) a statement signed by the candidate certifying that he or she consents to be so nominated. The candidate is also required to provide a statement of her or his curriculum vitae by the same date (see below).

Regulation 2 for the election of members of the Board of Scrutiny (Statutes and Ordinances, p. 116) provides that, if at the election insufficient nominations are received to fill all the places either in class (c)(i) or in class (c)(ii), the Council shall appoint as many members as may be necessary.

Additional paternity leave: Notice

In the light of the new right under the Additional Paternity Leave Regulations 2010 (implemented as part of the Work and Families Act 2006) for parents of babies due on or after 3 April 2011 to additional paternity leave whereby employed fathers are given the right to up to six months extra leave once the mother has returned to work (during what would have been the mother’s maternity leave, with Statutory Paternity Pay during what would have been the mother’s maternity pay period, the rest being unpaid) the Council gives notice that, after consultation with the University and Assistants Joint Board, a revised version of Rules J, Maternity and other Family-Related Leave, and Pay has been published. Heads of Institutions have been advised of the revised Rules and the updated Paternity Leave Policy, which can be found on the HR Division website (http://www.admin.cam.ac.uk/offices/hr/policy/paternity.html). Further copies are available on request from the HR Division.

It should be noted that the right to additional paternity leave is separate and additional to paternity leave offered to eligible employees of up to two weeks after the birth/placement of a baby, in accordance with the ordinary paternity leave provisions under the Employment Act 2002 but enhanced under University policy to full pay, provided that satisfactory arrangements can be made to cover the absence at no additional cost to the University.

Committee of Management of the University Combination Room: Notice

18 April 2011

The Council has agreed to appoint the following persons as members of the Committee of Management of the University Combination Room until 31 December 2014. The list includes persons appointed under Regulation 2 for election to the committee (Statutes and Ordinances, p. 147) as no nominations for the election of members of the committee in Michaelmas Term 2010 were received (see the Vice-Chancellor’s Notice on p. 143).

Language Centre Easter vacation closure and bank holiday opening hours: Notice

The Acting Executive Director gives notice that the Language Centre (including the John Trim Centre for Independent Learning) will be closed for the Easter vacation from 4 p.m. on Friday, 15 April 2011, until 9 a.m. on Tuesday, 26 April 2011, and will be open from 10 a.m. to 4 p.m. on Friday, 29 April 2011 and Monday, 2 May 2011.
