Graces

Graces submitted to the Regent House on 10 March 2010

The Council submits the following Graces to the Regent House. These Graces, other than any which is withdrawn or for which a ballot is requested in accordance with the regulations for Graces of the Regent House (Statutes and Ordinances, p. 107), will be deemed to have been approved at 4 p.m. on Friday, 19 March 2010.

1. That, on the recommendation of the General Board, the office of Deputy Director of the McDonald Institute for Archaeological Research be added to Schedule J, the list of University officers entitled to sabbatical leave.

2. That, with effect from 1 October 2010, the list of courses under Regulation 2 for the University Composition Fee be amended by adding the following courses:1

For students commencing the following courses, or commencing a course of research or study as a Graduate Student with a view to registration for one of the following courses, on or after 1 October 2010:

Doctor of Philosophy

Master of Science

Master of Letters

Master of Philosophy

Certificate of Postgraduate Study

3. That, on the recommendation of the Senate-House Syndicate, Regulation 2(b) for the Forms of Admission to Degrees be amended by replacing the first three lines so as to read:2

(b)in admitting candidates to any degree, except for a doctoral degree or the degrees of B.D., M.Chir. or the M.A. under Statute B, III, 6 or B, III, 7, to use one of the following shortened formulae, as appropriate:

4. That, with effect from 1 October 2010, the general regulations for admission as a Graduate Student be amended as follows:3

Regulation 10.

By relettering sub-paragraphs (c)–(e) as (d)–(f) and by inserting a new sub-paragraph (c) so as to read:

(c)if he or she has completed twelve terms of research as a full-time Graduate Student registered for the Ph.D., M.Sc., M.Litt. or Eng.D. Degree or a proportionately longer period if registered as a part-time Graduate Student. In such a case the Board shall consult the Degree Committee before depriving the person of the status of Graduate Student;

Regulation 11.

A. By amending clause (a) and inserting a new clause (b) so as to read:

11. (a) A Graduate Student who is registered as a candidate for the Ph.D., M.Litt. or M.Sc. Degree shall pay the University Composition Fee as determined by Regulation 10 of the regulations for University Composition Fees for each term up to and including the term in which he or she submits a dissertation or a revised dissertation for the Ph.D., M.Litt. or M.Sc. Degree, up to a maximum of nine terms if a candidate for the Ph.D. Degree or six terms if a candidate for the M.Litt. or M.Sc. Degree. The maximum number of terms shall not include any term allowed to be counted under Regulation 5(d).

(b) A Graduate Student who is registered as a candidate for a qualification other than the Ph.D., M.Litt. or M.Sc. Degree shall pay the University Composition Fee as determined by Regulation 10 of the regulations for University Composition Fees for each term up to and including the term in which he or she completes the requirements for the qualification, up to the maximum specified in the regulations for the qualification.

B. By deleting clause (d), removing the reference to clause (d) in clause (e), and relettering the current clauses (b) and (c) as (c) and (d),

C. By inserting the following text at the end of current clause (b) (relettered as (c)):

, and the maximum number of terms specified in clause (a) shall be increased accordingly.

Temporary Regulation

By inserting the following Temporary Regulation:

15. The amendments to Regulations 10 and 11 approved by Grace 3 of 10 March 2010 shall apply to students commencing a course of research or study as a Graduate Student, or with a view to registration as a Graduate Student following such a course, on or after 1 October 2010.

5. That, on the recommendation of the Board of Graduate Studies, the general regulations for admission as a Graduate Student and for the degree of Master of Studies be amended as follows:4

A. General regulations for admission as a Graduate Student

Regulation 12.

By inserting in line 5 after the words ‘qualification concerned,’ the words ‘and such representations are received by the Secretary of the Board not later than three months after the date on which the result of the examination was communicated by the Secretary to the candidate,’ and by inserting a final sentence so as to read: ‘Representations received after the prescribed time limit shall not be considered.’

B. General regulations for the degree of Master of Studies

Regulation 17.

By inserting in line 3 after the words ‘examination for the degree,’ the words ‘and such representations are received by the Secretary of the Board not later than three months after the date on which the result of the examination was communicated by the Secretary to the candidate,’ and by inserting a penultimate sentence so as to read: ‘Representations received after the prescribed time limit shall not be considered.’

This regulation lists those courses for which a matriculated student is required to pay the University Composition Fee at the appropriate rate prescribed for any term or terms in which, as part of the arrangements for the course, he or she has not been in residence.

The current regulation lists degrees for which a shortened formula for admission is permissible and includes those degrees to which students can be admitted at General Admission. The Senate-House Syndicate have proposed that shortened formulae should also be permissible for certain other degrees and that, to simplify the regulation, the amended regulation should identify the degrees for which a shortened formula is not permitted. The Praelectors of the Colleges have been consulted and give their support to the proposal.

The Board of Graduate Studies have proposed the introduction of a time-limit of three months for the receipt of applications for examination allowances made under Regulation 12 of the general regulations for Graduate Students and Regulation 17 of the general regulations for the M.St. Degree. This time-limit is in line with those in place for other appeal processes.
