Graces submitted to the Regent House on 11 November 2009

The Council submits the following Graces to the Regent House. These Graces, other than any which is withdrawn or for which a ballot is requested in accordance with the regulations for Graces of the Regent House (Statutes and Ordinances, p. 107), will be deemed to have been approved at 4 p.m. on Friday, 20 November 2009.

2. That a Harry Desai Fund be established in the University, to be governed by the following regulations:2

Harry Desai Fund

1. The sums given and bequeathed to the University by Mr Harry Desai, and other donations received for the same purpose, shall form a fund called the Harry Desai Fund, the income of which shall be used at least once a year to make one or more Harry Desai Research Awards to persons who are registered as candidates for the Ph.D. Degree with a preference for those engaged in research in teaching and education.

2. The Managers of the Fund shall be the Board of Graduate Studies. The Managers may delegate any of their functions concerning the Fund to a Committee composed of members of the Board of Graduate Studies.

3. The Managers shall on each occasion when they invite applications give not less than three months’ notice of their intention to make an award.

4. An award may be made to a person who has completed not less than four terms of research as a registered Graduate Student of the University, provided that he or she has shown a high aptitude for research and a devotion to study, and is in need of financial assistance.

5. The value of each award shall be determined by the Managers within a range approved from time to time by the Council.

The Council is proposing increases in the rate of fees for home and EU undergraduate students in line with the recent announcement by the Secretary of State that (i) tuition fees for home and EU undergraduate students who started a relevant course before 1 September 2006 (continuing students) or who had deferred entry to the course from an earlier year will rise to £1,310 for the academical year 2010–11 and that (ii) for students who started a relevant course on 1 September 2006 or later, and who had not deferred entry to the course from an earlier year, the maximum permissible fee for 2010–11 will be £3,290. The Council has also agreed to propose a fee for 2010–11 for the course in Jewish-Christian Relations for the M.St. Degree which has been recommended by the relevant body. The opportunity has been taken to introduce amendments to the Table of Fees relating to recent changes in postgraduate courses (see the General Board’s Notices (Reporter, 2008–09, pp. 21, 747, 855, 873, 1004 and 2009–10, p. 21)); information about fees for Home and EU postgraduate students and Island Students for 2010–11 is not yet available.
