Report of the Council on the reconfiguration and refurbishment of the Clinical School Building on the Cambridge Biomedical Campus

The Council begs leave to report to the University as follows:

1. In this Report the Council is seeking approval for the reconfiguration and refurbishment of parts of the ground and second floor of the Clinical School Building on the Cambridge Biomedical Campus, and for the addition of a small, single-storey extension to the front of the building.

2. The Clinical School Building is used principally as teaching accommodation for medical students and offices for the administrative staff of the School of Clinical Medicine. There are two lecture theatres, teaching and seminar rooms, offices, a ground-floor refectory, and student common room, as well as toilets and other ancillary spaces. A Medical Library presently occupies substantial floor space at second- and third-floor levels. The proposed work consists of general refurbishment and reconfiguration of the ground- and second-floor levels to provide more adaptable and flexible teaching spaces, reduce the Medical Library floor area, and prepare the building for increased student numbers commencing in 2017.

3. A small single-storey extension to the ground-floor student common room is proposed, approximately 100sqm in area. This part of the work will require a planning application.

4. Much of the work will adapt existing large teaching rooms into smaller areas utilizing folding partitions, allowing a larger number of small groups to be accommodated at the same time, and increase the overall space efficiency of the building. An e-learning suite will be created to provide a resource area more applicable to modern teaching methods.

5. The estimated project cost is £2.95m, to be shared equally between the School of Clinical Medicine and central University funds.

6. Work is expected to begin on site in July 2016, with completion in April 2017.

7. Drawings of the proposed development are displayed for the information of the University in the Schools Arcade and are reproduced online at http://www.admin.cam.ac.uk/cam-only/offices/planning/building/plans_and_drawings/. A location plan is shown below.

8. The Council recommends:

I. That approval is given to reconfigure, refurbish, and extend the Clinical School Building as proposed in this Report.

II. That the Director of Estate Strategy be authorized to apply for detailed planning approval in due course.

III. That the Pro-Vice-Chancellor (Planning and Resources) be authorized to accept a tender for the works, within the available funding, in due course.
