Report of the Council on the Cycle for the nomination of Proctors

The Council begs leave to report to the University as follows:

1. Statute D, VI, 1 provides that the Proctors ‘shall be nominated for election by such of the Colleges as may be prescribed in Schedule A, in turn, two for every year, according to the Cycle prescribed in that Schedule … provided that the University shall have power to amend the Cycle from time to time’. The Cycle currently in force (Statutes and Ordinances, p. 85) is that approved in 1999; it provides for the nomination of Proctors up to and including the year 2030–31.

2. The duty of nominating a Proctor is restricted to full Colleges of the University; Approved Foundations and Approved Societies are not eligible to make nominations. In the last revision of the Cycle in 1999 two institutions which were formerly Approved Foundations, Lucy Cavendish College and St Edmund’s College, and which had been recognized as full Colleges were included. Since then Hughes Hall and Homerton College have been recognized as full Colleges, and the Council now proposes that they should also be given a place in the Cycle.

3. In the Cycle for the period 2004–31 the same general pattern was followed as in the past; each College has two nominations, except for Trinity Hall, which has only one because of that College’s long-standing obligation to provide a Proctor in the event of a casual vacancy, and Clare Hall, Lucy Cavendish College, and St Edmund’s College, which also have only one each on account of the relatively small size of their Fellowships.

4. The Council now proposes that the current cycle be revised to include one nomination for both Hughes Hall and Homerton College and that they should appear in the Cycle in 2024–25 (in place of Sidney Sussex College) and 2026–27 (in place of Queens’ College) respectively. The replaced Colleges and all subsequent Colleges would then appear in the Schedule one year later than as shown in the current Schedule.

5. The Council has consulted the Colleges affected by the amendments and no objections have been made to the proposed revised Cycle.

6. The Council accordingly recommends:

That Schedule A of the Statutes (Statutes and Ordinances, p. 85), the Cycle for the nomination of Proctors, be amended by amending the entries for the years 2024–25 to 2030–31 and by including an entry for 2031–32 as follows:

Report of the General Board on the establishment of a Sultan Qaboos Professorship of Abrahamic Faiths and Shared Values

The General Board beg leave to report to the University as follows:

1. The study of the relationships between Judaism, Christianity, and Islam and their relationship to other traditions and to the modern world is an important field of study in the Faculty of Divinity, in particular with the Cambridge Inter-Faith Programme. The Programme’s purpose is fourfold: to produce and promote world-class research into encounters between Judaism, Christianity, and Islam in the past and in the present; to bring together leading scholars of the three traditions to collaborate on topics and concerns of common interest; to raise the level of debate between the three traditions by translating core texts; and to promote public understanding and educational partnership relating to the three faiths. The Cambridge Inter-Faith Programme undertakes all four dimensions in the context of the modern world’s challenges, including violence and distrust, and its opportunities, including communication made possible by recent technological developments.

2. An opportunity further to develop work in this area has now arisen from a proposal by His Majesty Sultan Qaboos Bin Said to endow the establishment of a new Professorship to be called the Sultan Qaboos Professorship of Abrahamic Faiths and Shared Values. His Majesty Sultan Qaboos Bin Said has generously agreed to donate to the University the sum of at least £4.22m to endow the proposed Professorship. In addition, a second gift provides a five-year grant to the Cambridge Inter-Faith Programme, which will foster academic exchanges and support a summer school on inter-faith relations.

3. The Professor of Abrahamic Faiths and Shared Values will complement existing teaching and research in the Faculty on Judaism, Islam, and Christianity by focusing on the relationships between these traditions, and their relation to other religious traditions and to the modern world. The post-holder will be a distinguished scholar in one of these traditions, with a proven interest in its relations to the other two. The post-holder will serve as Academic Director of the Cambridge Inter-Faith Programme, responsible for its research and other academic activities.

4. The Council of the School of Arts and Humanities and the Faculty Board of Divinity have endorsed the proposal and have recommended that the new Professorship be established and assigned to the Faculty of Divinity. The new Professor will provide leadership in the Cambridge Inter-Faith Programme, and teaching in her or his field of expertise. The Faculty Board has confirmed that suitable accommodation is available for the new Professor in the Faculty.

5. The General Board are assured that the Professorship can be expected to attract an excellent field of candidates. The Board have agreed that election to the Professorship should be made by an ad hoc Board of Electors and that candidature be open without limitation or preference to all candidates whose work falls within the title of the office.

6. The General Board recommend:

I. That a Sultan Qaboos Professorship of Abrahamic Faiths and Shared Values be established in the University from 1 October 2011, placed in Schedule B of the Statutes, and assigned to the Faculty of Divinity.

II. That regulations for the Sultan Qaboos Fund for Abrahamic Faiths and Shared Values, as set out in the Schedule to this Report, be approved.

SCHEDULE

Sultan Qaboos Professor of Abrahamic Faiths and Shared Values. 2011. Divinity

1. The sum of £4.22m received from His Majesty Sultan Qaboos Bin Said to endow a Sultan Qaboos Professorship of Abrahamic Faiths and Shared Values shall form a fund called the Sultan Qaboos Fund for Abrahamic Faiths and Partnership. The Managers of the Fund shall be:

(a)the Chairman of the Faculty Board of Divinity, who shall be Chairman;

(b)the Sultan Qaboos Professor of Abrahamic Faiths and Shared Values;

(c)one person appointed by the Council of the School of Arts and Humanities;

(d)one person appointed by the Faculty Board of Divinity on the nomination of His Majesty Sultan Qaboos Bin Said;

(e)at the discretion of the Board, one further person appointed by the Faculty Board of Divinity.

2. The Sultan Qaboos Professor of Abrahamic Faiths and Shared Values shall serve as Academic Director of the Cambridge Inter-Faith Programme in the Faculty of Divinity, and shall promote the study of the relationships between Judaism, Christianity, and Islam, and their relationship to other traditions and to the modern world.

3. The first charge on the income of the Fund shall be the stipend, national insurance, pension contributions, and associated indirect costs of the Sultan Qaboos Professor of Abrahamic Faiths and Shared Values payable by the University.

4. After provision has been made in accordance with Regulation 3, the income of the Fund shall be applied to support the activities of the Professorship and for the study of Abrahamic Faiths and Shared Values within the Faculty of Divinity in such manner as shall be approved by the General Board on the recommendation of the Managers.

5. Any unexpended income of the Fund in a financial year shall be either added to the capital of the Fund or retained for use as income in future years, as the Managers may determine.

Report of the General Board on the re-establishment of a Professorship of Biostatistics

The General Board beg leave to report to the University as follows:

1. In their Report on the establishment of certain fixed-term Professorships (Reporter, 2002–03, p. 519), the General Board proposed, inter alia, the establishment of a Professorship of Biostatistics for Professor D. G. Clayton for a fixed term to coincide with the availability of external funds supporting the Wellcome Trust Principal Research Fellowship held by him. The recommendations of this Report were approved by Grace 2 of 12 March 2003.

2. The Wellcome Trust have renewed the funding for Professor Clayton’s Principal Research Fellowship for a further period. This will enable the re-establishment of the Professorship until Professor Clayton’s statutory retirement date (30 September 2011).

3. The General Board accordingly recommend the re-establishment of the Professorship of Biostatistics for the remainder of Professor Clayton’s tenure.

4. The General Board recommend:

That the Professorship of Biostatistics, established by Grace 2 of 12 March 2003, be re-established from 1 October 2010 for the tenure of Professor David George Clayton, placed in Schedule B of the Statutes, and assigned to the Department of Medical Genetics.
