The following fly-sheet, etc., are reprinted in accordance with the Council's Notice on Discussions and fly-sheets (Statutes and Ordinances, p. 117).

REPORTS OF THE COUNCIL ON THE UNIFIED ADMINISTRATIVE SERVICE

Votes are to be taken by ballot on Graces 1 and 2 of 20 June 2001 and on the amendment of Grace 1 that has more recently been proposed by the Council (see their Second Report on the Unified Administrative Service, Reporter, 2001-02, p. 23). Following publication of the Graces, proposals for four amendments to Grace 1 were received (Reporter, 2000-01, p. 906). Subsequently, discussions took place in which a single new amendment was agreed. This amendment was set out in the Council's Second Report in which, as required by Statute A, VIII, 9, the Council requested the Regent House to approve their decision not to authorize the submission of the original amendments. This approval was given on 9 November 2001.

Members of the Regent House are now invited to vote on the following:

Grace 1.

(a) As originally submitted:

That, with effect from 1 October 2001, the regulations for the Unified Administrative Service (Statutes and Ordinances, 2000, p. 650) be replaced by the regulations for the University Offices set out in Annex 2 to the Report of the Council, dated 19 March 2001, on the Unified Administrative Service (Reporter, 2000-01 p. 560) as amended by the Council's Notice of 11 June 2001 (Reporter, 2000-01, p. 827).

(b) As amended to include the regulations for the University Offices proposed by the Council in their Second Report.

Grace 2.

This Grace reads as follows:

That, with effect from 1 October 2001, the regulations for the Estate Management and Building Service (Statutes and Ordinances, 2000, p. 883) be rescinded.

If Grace 1 is approved in either its original or its amended form, separate regulations for the Estate Management and Building Service, as a Division of the Unified Administrative Service, become unnecessary.

The following members of the Regent House have requested ballots on Graces 1 and 2:

The ballot on these Graces and the amendment to Grace 1 will be conducted by post. Ballot papers are enclosed. Members of the Regent House are asked to record their votes and to return their ballot papers in the envelope provided so as to arrive not later than 5 p.m. on Monday, 10 December 2001. Ballot papers received after that time will be invalid.

Reports of the Council on the Unified Administrative Service

During the summer, on behalf of the Council, the Registrary and I held discussions with those members of the Regent House who had requested amendments to the regulations for the Unified Administrative Service which were the subject of Grace 1 of 20 June 2001 (see Appendix 1). The outcome of these discussions was a set of revised regulations which answered the concerns of all those present. At the following Discussion on 23 October all the speakers endorsed the revised regulations which are set out in Appendix 2.

The Council are aware that the CAPSA reports may imply the need for further amendments but it is important for the effective running of the University that the regulations now proposed come into effect without further delay.

If these regulations are approved then separate regulations for the Estate Management and Building Service will no longer be necessary.

I therefore urge members of the Regent House to vote in favour of the revised regulations for the Unified Administrative Service by choosing option (b) on the ballot sheet for Grace 1 - that is for the Grace as amended by the Council's Second Report - and further to vote in favour of Grace 2 on the second ballot sheet.
