The Vice-Chancellor invites those qualified under the regulations for Discussions (Statutes and Ordinances, p. 105) to attend a Discussion in the Senate-House on Tuesday, 9 July 2019 at 2 p.m., for the discussion of:

Cambridge University Assistants’ Contributory Pension Scheme (CUACPS)

Ordinance 5 for the Contributory Pension Scheme (CUACPS) (Statutes and Ordinances, p. 150), and Rule 5 of the Scheme rules permit the rules of the Contributory Pension Scheme to be amended from time to time. Except where the amendment is required to ensure the Scheme’s continued approval by the Savings, Pensions and Share Schemes Office of the Inland Revenue (now HM Revenue & Customs) such changes require the authority of a Grace.

Rule 5 of the rules of the CUACPS further provides that the University shall have the power to amend the rules of the Scheme from time to time provided that the changes have been approved by two thirds of the Scheme’s Managing Committee. The proposed changes were considered and approved by the Committee on 18 March 2019 and received by the Finance Committee of the Council on 5 June 2019.

The changes concern the removal of the requirement to leave employment which gives eligibility for membership of the scheme in order to start to draw a pension from the scheme. The change would permit a member of the CUACPS who has reached the Minimum Pension Age, currently age 55, to elect to receive a CUACPS pension whilst remaining in eligible employment. The member would not be eligible to re-join the CUACPS in respect of that employment at a future date and where the University has a duty to enrol the employee in a qualifying pension scheme under the provisions of the Pensions Act 2008 the University would need to enrol the employee in a qualifying scheme at the next re-enrolment date following the retirement of the employee. The Council is submitting a Grace (Grace 1, p. 769) for the approval of the amendments to the rules of the Cambridge University Assistants Contributory Pension Scheme with effect from 1 October 2019 as set out at https://www.admin.cam.ac.uk/reporter/2018-19/weekly/6554/CPS-flexible-retirement-rule.pdf.

Botanic Garden: Hills Road boundary improvements

The following Notice is published to advise the University of works which are not considered to be ‘a substantial alteration’ within the meaning of Statute F II 3 and therefore do not require a Report but are nevertheless of interest or consequence to members of the Regent House and others (see Reporter, 6259, 2011–12, p. 498).

The boundary to the University Botanic Garden and Hills Road is currently formed of a dilapidated timber fence and chain link railings. To improve the effectiveness and appearance of the boundary, the fence and railings will be replaced with a dwarf brick wall and ornamental railings. The budget for the project is £230k and is to be funded by the Botanic Garden (£128k) and the University’s Minor Works Fund (£102k). The work is expected to be undertaken during the summer of 2019. Joint Report of the Council and the General Board on the governance of matters for postgraduate and graduate students: Correction

This Notice draws attention to some corrections that have been made to the above Report (Reporter, 6553, 2018–19, p. 726). Recommendation IV in paragraph 13 of the Report proposes changes to Ordinance which are set out in Annex C. The Report also notes in Annex D changes to General Board Regulations that will be made by the General Board if the recommendations of the Report are approved. The following corrections shown in bold have been made in Annexes C and D.

ANNEX C: Changes to Ordinance

(i)By amending paragraph (2)(c) concerning the regulations for University Composition Fees (Statutes and Ordinances, p. 151) to read as follows:

(c)By inserting the following as new Regulation 3:

3.(a) Students undertaking research leading to the Ph.D., Bus.D., Eng.D., Ed.D., M.Litt., M.Sc. Degree or M.Phil. Degree by thesis shall pay the University Composition Fee as determined by Regulation 10 for each term up to and including the term in which they are permitted to submit a thesis, up to a maximum of twelve terms if a candidate for the Bus.D. Degree, nine terms if a candidate for the Ph.D. or Eng.D. or Ed.D. Degree (except in the case of certain doctoral programmes as defined by the General Board, in which case up to twelve terms of fees may be collected), six terms if a candidate for the M.Litt. or M.Sc. Degree, or three terms if a candidate for the M.Phil. Degree by thesis, except that in the case of a student following a course of study that requires a period of instruction in an approved institution, the General Board may, on the recommendation of the Degree Committee concerned, remit or reduce payments under Regulation 8.

[No corrections are being made to new Regulations 3(b) and (c).]

(ii)In paragraph 5 concerning the regulations for Degree Committees (Statutes and Ordinances, p. 614) by amending sub-paragraph 5(c) and inserting new sub-paragraph 5(e) to read as follows:

(c)by amending Regulation 6 to read as follows:

(d)to receive the reports and recommendations from Examiners and boards of Examiners on the work of candidates for the Advanced Diploma in Theology, Religion, and Philosophy of Religion, the Advanced Diploma in Research Theory and Practice in English (Engineering or Business Management), and the Diploma in the Conservation of Easel Paintings, and to determine those candidates to whom, in the opinion of the Committee, the qualifications should be awarded;

[No corrections are being made to new Regulations 6(a)–(c) and (e)–(g).]

(e)by adding the following to Schedule II:

Advanced Diploma in Research Theory and Practice in English (Engineering or Business Management)

 

ANNEX D: Other changes

(i)By amending paragraph (6) to read as follows:

(6) By inserting the following new General Board Regulations at the beginning of the Chapter of General Board Regulations concerning degrees, diplomas, and other qualifications:

GENERAL REGULATIONS FOR CERTAIN POSTGRADUATE DEGREES AND OTHER QUALIFICATIONS

12. The General Board shall have the power to withdraw a student:

[…]

(d)who has completed the necessary number of terms of study as a postgraduate registered student, where residence is required, which shall be

(i)twelve terms for the following degrees: Bus.D., Ed.D.;

(ii)twelve terms as a full-time student or a proportionately longer period if registered as a part-time student for the following degrees: Eng.D., Ph.D., M.Sc., M.Litt., M.Phil. by thesis, Certificate of Postgraduate Study;

(iii)three terms as a full-time student or a proportionately longer period if registered as a part-time student for the following degrees: M.Ed., M.Res., M.Phil. by advanced study, Advanced Diploma in Economics, Advanced Diploma in Hebrew Studies, the Advanced Diploma in Research Theory and Practice in English (Engineering or Business Management), Postgraduate Diploma in Legal Studies, Postgraduate Diploma in International Law;

[No corrections are being made to new Regulations 1–11, 12(a)–(c) and (e), and 13–19, and the Schedule.]

Student Discipline Officer and Deputy Student Discipline Officer: Nominations invited by 9 a.m. on Tuesday, 9 July 2019

Following the approval by ballot of Graces 1 and 2 of 30 May 2019 see p. 768), there are two new roles of Student Discipline Officer and Deputy Student Discipline Officer established under the revised student disciplinary procedure in force from 1 October 2019. Nominees will be members of the Regent House. Those interested in the roles, or who wish to suggest those who might be suitable for the role, are invited to submit nominations by the deadline of 9 a.m. on Tuesday, 9 July 2019.
