Graces submitted to the Regent House on 11 May 2005

The Council submit the following Graces to the Regent House. These Graces, other than any which is withdrawn or for which a ballot is requested in accordance with the regulations for Graces of the Regent House (Statutes and Ordinances, p. 105), will be deemed to have been approved at 4 p.m. on Friday, 20 May 2005.

1. That the following regulations to govern the endowment of the Professorship of Philosophy (1896) be approved:1

Professor of Philosophy.1896.Philosophy

1. The sums received towards the endowment of the Professorship of Philosophy (1896) shall form a fund called the Professorship of Philosophy Fund.

2. The Managers of the Fund shall be the Faculty Board of Philosophy who may delegate all or any of their functions concerning the Fund to a committee consisting of not less than three members appointed by the Board.

3. The first charge on the income of the Fund shall be the stipend, national insurance, pension contributions, and associated indirect costs of the Professor payable by the University.

4. After provision has been made in accordance with Regulation 3, the income of the Fund shall be applied by the Managers for the support of teaching or research in philosophy in the University.

5. Any unexpended income in a financial year may, at the discretion of the Managers, be either added to the capital of the Fund or accumulated for expenditure in any subsequent year in accordance with Regulation 4.

2. That a Mond Laboratory Endowment Fund be established in the University to be governed by the following regulations:2

Mond Laboratory Endowment Fund

The income from sums that were made available to the University to endow the Mond Laboratory shall be used to support research in the Department of Physics.

3. That Edward Wilson Memorial Funds (I) and (II) be established in the University, to be governed by the following regulations:

Edward Wilson Memorial Funds

The income derived from the royalties arising from publication in 1966 of the Antarctic diaries of Dr Edward Adrian Wilson, B.A., M.B., of Gonville and Caius College, who died with Captain Robert Falcon Scott on the return from the South Pole in 1912, together with additional funds received for the same purposes, shall form two funds to be called the Edward Wilson Memorial Funds (I) and (II).3

Edward Wilson Memorial Fund (I)

1. The income of the Edward Wilson Memorial Fund (I) shall provide grants to persons wishing to undertake fieldwork or expeditions in polar regions.

2. The Managers of the Fund shall be the Director of the Scott Polar Research Institute and two persons appointed by the Committee of Management of the Institute for periods of three years at a time.

3. The Managers shall invite applications for grants from the Fund, and shall meet annually to consider those applications and award grants consistent with the purpose of the Fund.

4. In making awards, the Managers shall consider fieldwork or expeditions which have a strong emphasis on either (i) scientific work, particularly projects in biology, ecology, or natural history, and more particularly ornithology; or (ii) polar artwork, particularly painting of landscapes and wildlife.

5. All recipients of grants from the Fund shall undertake to provide a report to the Managers upon completion of their expedition or fieldwork. The report shall be lodged in the Library of the Institute. Recipients shall also undertake to donate copies of any research or publications resulting from the expedition or fieldwork to the Library of the Institute, or original examples of artwork to the Institute archives, as appropriate.

6. Unspent income in a financial year may be added to the capital of the Fund, or accumulated for use as income in a future year in accordance with these regulations.

Edward Wilson Memorial Fund (II)

1. The income of the Edward Wilson Memorial Fund (II) shall be used to contribute towards the costs of the curation, maintenance, and increase of the polar art collections of the Scott Polar Research Institute.

2. The Managers of the Fund shall be the Director of the Institute and two persons appointed by the Committee of Management of the Institute for periods of three years at a time.

3. The Managers shall meet at least once a year to consider the needs of the Institute's art collections and to apply the Fund's income in furtherance of its objects.

4. Any unexpended income in a financial year may be added to the capital of the Fund, or accumulated for use as income in a future year in accordance with these regulations.

4. (a) That the regulations for the Addenbrooke's, Papworth, West Suffolk, and Cambridgeshire and Peterborough Mental Health Partnership NHS Trusts (Statutes and Ordinances, p. 144) be retitled as: 4

(b)That Regulation 2(d) for the Precincts of the University and residence (Statutes and Ordinances, p. 171) be amended so as to read:4
or   (d)in any hospital or nursing home within the precincts of the University, or in any hospital of the Cambridge University Hospitals and Papworth Hospital NHS Foundation Trusts and Cambridgeshire Mental Health Partnership NHS Trusts, or, as a student for the M.B., B.Chir. Degrees only, in the West Suffolk Hospital;
(c)That Regulations 1 and 2 for the office of Consultant Occupational Physician (Statutes and Ordinances, p. 567), Regulation 6 for payments additional to stipend (Statutes and Ordinances, p. 649), and Regulation 7 for the office of Clinical Lecturer (Statutes and Ordinances, p. 696) be amended by replacing references to the Addenbrooke's National Health Service (NHS) Trust by references to the Cambridge University Hospitals NHS Foundation Trust.4

5. That, on the recommendation of the Faculty Board of Social and Political Sciences and the General Board, the regulations for Affiliated Students be amended as follows:5

By amending the paragraph relating to Social and Political Sciences so as to read:

Social and Political Sciences

If the Faculty Board of Social and Political Sciences allow it in a particular case, leave to take Part IIA of the Social and Political Sciences Tripos in the second term after the student's first term of actual residence.

2 The Mond Laboratory Endowment Fund was established in 1935 (see Reporter, 1935-36, p. 328) from the Laboratory's Reserve Fund when payments to the Laboratory from the then Department of Scientific and Industrial Research ceased. At that time no regulations were drawn up for the Fund. The income from the Fund is currently used to support research in the Department of Physics. The Faculty Board of Physics and Chemistry have proposed that a formal regulation to govern the Fund should be approved.

3 When the General Board reported on arrangements for the Scott Polar Research Institute (Second Report of the General Board on future arrangements for the Scott Polar Research Institute, Reporter, 2002-03, p. 61) they announced that there were a number of endowments attached to the Institute which had no formal regulations and that they proposed to regularize this position in order to ensure the most efficient use of these resources. Regulations are proposed to govern the portion of the royalties arising from publication of Dr Edward Adrian Wilson's Antarctic diaries in 1966. Dr Wilson was the widely admired doctor, scientist, and artist who died with Captain Robert Falcon Scott on the return from the South Pole in 1912. The royalties from the diaries were divided into three equal parts, one to be paid to the Editor, one to establish a fund to support expeditions (Edward Wilson Memorial Fund (I)), and one to support the work of the Scott Polar Research Institute (Edward Wilson Memorial Fund (II)). Additional funds have now been received, and have been used to re-establish the Edward Wilson Memorial Fund (II) as an endowment fund.
