Report of the Council on the development of the University's land in North West Cambridge: Notice

24 July 2000

The Council have considered the remarks made at the Discussion of this Report on 13 June 2000 (Reporter, p. 909) and have agreed to make the following points by way of response.

1. The Council have agreed that the Planning and Resources Committee should establish a working group which will include in its membership appropriately-qualified members of the University to discuss land-use planning in the context of wider planning issues. The membership of the working group will be:
The Vice-Chancellor (Chairman)
The Treasurer (Deputy Chairman)
The Chairman of the Buildings Sub-committee of the Finance Committee
The Chairmen of the five Councils of the Schools
The Chairman of the Colleges' Committee
The Chairman of the Bursars' Committee
A representative of the Senior Tutors' Committee
Professor Marcial Echenique (Department of Architecture)
This working group will consider the possible future development of University land in North West Cambridge and elsewhere, and will do so with reference to the future use of existing University sites. It will report back to the Planning and Resources Committee and the Council.
2. There are well-established procedures, consistent with best practice in the sector, for selecting consultants for major projects. These involve a formal selection panel with the membership including a representation from the relevant Council of School and the Buildings Sub-committee of the Finance Committee. The working group referred to above will be represented in the selection panel to choose consultants for the North West Cambridge strategy study.
3. The Council shares Professor Carolin's concern about the housing problems facing University staff, and will be giving consideration to specific measures to ameliorate them.
4. The Council also shares Dr Evans' concern about the need to balance preserving the character of Cambridge with the development and growth needed to maintain the University's position at the forefront of teaching and research.

The Council have agreed to submit a Grace to the Regent House (Grace 10, p. 1026) for the approval of the recommendations of the Report.
