Graces submitted to the Regent House on 26 July 2000

The Council submit the following Graces to the Regent House. These Graces, other than any which is withdrawn or for which a ballot is requested in accordance with the regulations for Graces of the Regent House (Statutes and Ordinances, p. 113) will be deemed to have been approved at 4 p.m. on Friday, 4 August 2000.

1. That an AT&T Cambridge Laboratories Prize in Communications Engineering be established in the University, to be governed by the following regulations:1

AT&T Cambridge Laboratories Prize in Communications Engineering

1. The sum of £5,000 given to the University by AT&T Cambridge Laboratories shall form a fund called the AT&T Cambridge Laboratories Prize Fund, which shall be used to provide a prize called the AT&T Cambridge Laboratories Prize in Communications Engineering.

2. The Prize shall be awarded annually by the Examiners for Part II of the Electrical and Information Sciences Tripos to a candidate who achieves distinction in Part II of the Electrical and Information Sciences Tripos, unless the Awarders are of the opinion that there is no candidate of sufficient merit to receive the Prize.

3. The value of the Prize shall be the net annual income of the Fund.

4. The Awarders shall be empowered to use accumulated income to provide an additional Prize or Prizes not exceeding such sum as shall be determined by the Faculty Board of Engineering within a range approved from time to time by the Council. Any unexpended income shall be added to the capital of the Fund.

2. That the following payments be increased by 3 per cent with effect from 1 April 2000 until further notice:2

(i) the stipends of all non-clinical University officers referred to in Statute D, I, 1(a) except the Deputy High Steward;3
(ii) the payments for administrative responsibility specified in Regulation 1 of the regulations for payments additional to stipends (Statutes and Ordinances, p. 609);
(iii) the discretionary payments made to University Lecturers and certain other officers;
(iv) the supplementary payments made to Professors and certain other officers.

3. That the Regulations for the Joint Consultative Committee on Admissions be amended as follows:4

Regulation 1.

By replacing throughout the references to category (i) by references to category (j) and by inserting a new category (i) to read as follows:

(i) one member of the Regent House appointed by each of the Councils of the Schools of Arts and Humanities, the Humanities and Social Sciences, the Physical Sciences, Technology, and the Biological Sciences.

4. That the regulations for the Contributory Pension Scheme be replaced by the regulations set out in the Council's Notice (p. 1009).5

5. That the regulations for University Composition Fees be amended, with effect from 1 September 2000, as follows:6

6. That the regulations for the Information Technology Syndicate be amended as follows:7

Regulation 1.

By amending sub-paragraph (h) so as to read:

(h) two persons appointed by the Senior Tutors' Committee;

By renumbering sub-paragraphs (i)-(k) as (j)-(l) and by inserting a new sub-paragraph (i) as follows:

(i) one person appointed by the Bursars' Committee;

Regulation 4(a).

By inserting in line 2 after the words 'the Senior Tutors' Committee' the words 'and the Bursars' Committee'.

7. That the regulations for Senior Computer Officers and Computer Officers be amended as follows:8

Regulation 3.

By amending the regulation so as to read:

3. Appointments and reappointments of Senior Computer Officers and Computer Officers in the University Offices shall be made by the Council on the recommendation of the Standing Appointments Committee for the staff of the central administrative offices. The Council may at their discretion delegate to the Standing Appointments Committee their power of appointment; every appointment or reappointment made under delegated authority shall be made with the occurrence of the votes (which shall be given in person at a meeting) of at least five members of the Committee. Appointments and reappointments of Senior Computer Officers and Computer Officers in other institutions not under the supervision of the General Board shall be made by the Appointments Committee for the institution concerned, with the addition of a person appointed by the Registrary to act on each occasion.

Regulation 4.

By replacing in line 1 the word 'Committee' by the word 'Committees' and in lines 4, 9, and 15 the word 'Committee' by the words 'relevant Committee'.

8. That the regulations for the Dr P.M. Schuftan Memorial Prize be rescinded.9

9. That, on the recommendation of the Library Syndicate, the Librarian be allowed to lend manuscript Gg.3.21, the Tewkesbury Missal, to Tewkesbury Abbey for the exhibition 'To the greater glory of God', to celebrate the 900th anniversary of Tewkesbury Abbey to be held from 1 July 2002 to 31 October 2002.

10. That the recommendations contained in paragraph 12 of the Report, dated 15 May 2000, of the Council on the development of the University's land in North West Cambridge (Reporter, p. 724) be approved.10

11. That the recommendations contained in paragraph 9 of the Report, dated 12 June 2000, of the Council on the establishment of a Gates Cambridge Scholarship Trust to provide scholarships for students from overseas (Reporter, p. 894) be approved.11

The opportunity has also been taken to include in the regulation a similar provision to that of Grace 4 of 24 February 1999 for the Council to delegate their power of appointment to the Standing Appointments Committee for the staff of the central administrative offices.
