Graces submitted to the Regent House on 28 April 1999

The Council submit the following Graces to the Regent House. These Graces, other than any which is withdrawn or for which a ballot is requested in accordance with the regulations for Graces of the Regent House (Statutes and Ordinances, p. 115), will be deemed to have been approved at 4 p.m. on Friday, 7 May 1999.

1. That the regulations for University Composition Fees be amended, with effect from 1 September 1999, as follows:1

SCHEDULE

By inserting in the list of courses leading to examinations for the M.Phil. Degree the following entry:

Architecture and the Moving Image D D F

2. That the regulations for forms of presentation for degrees and forms of admission to degrees (Statutes and Ordinances, pp. 181 and 182) be replaced by the regulations set out in the Council's Notice dated 26 April 1999.2

3. That the Guinness Professorship of Management Studies be retitled the Diageo Professorship, and that Regulation 1 of the regulations for the Professorship be amended so as to read:3

1. The sums received from Guinness plc, and subsequently from Diageo plc, for the endowment of a Professorship of Management Studies shall form a fund called the Guinness Management Studies Fund.

4. That the regulations for the John Boulton Fund and Studentship be rescinded.4

5. That the Greek and Latin Research Fund be retitled the John Chadwick Greek and Latin Research Fund.5

6. That, on the recommendation of the Managers, the regulations for the Sheikh Zayed Fund for Islamic Studies be amended as follows:6

By renumbering Regulations 4-6 as 5-7 and by inserting the following as Regulation 4:

4. The second charge on the income of the Fund shall be the provision of a prize called the Sheikh Zayed Prize for Islamic Studies, which shall be awarded by the Examiners for Part II of the Theological and Religious Studies Tripos for distinction in Islamic Studies as shown by performance in one or more papers of the examination designated for that purpose by the Faculty Board of Divinity.* The value of the Prize shall be determined by the Managers, within a range approved from time to time by the Council.

By replacing in Regulation 5 (previously numbered 4) the words 'in accordance with Regulation 3' by the words 'in accordance with Regulations 3 and 4'.

* The Faculty Board of Divinity have designated the following papers for this purpose until further notice: Paper 1C; Paper 27, in any year in which a subject in Islamic Studies has been prescribed as one of the subjects for this paper.

7. That the regulations for the Audit Committee, as amended by Grace 4 of 27 January 1999, be further amended as follows:7

Regulation 5.

By amending the regulation so as to read:

5. The Audit Committee shall meet at least twice in each financial year. It shall be the duty of the Committee:

(a) to keep under review the effectiveness of the University's internal systems of financial and other control;
(b) to advise the Council on matters relating to the external and internal auditors, including their appointment, the provision by the auditors of any additional services outside the scope of their regular responsibilities, the remuneration of the auditors, and any questions relating to the resignation or dismissal of auditors;
(c) to ensure that sufficient resources are made available for internal audit;
(d) to approve proposals for internal audit put forward by the internal auditors;
(e) to review annually with the external auditors the nature and scope of the external audit;
(f) to consider any reports submitted by the auditors, both external and internal;
(g) to monitor the implementation of any recommendations made by the internal auditors;
(h) to satisfy themselves that satisfactory arrangements are adopted throughout the University for promoting economy, efficiency, and effectiveness;
(i) to establish appropriate performance measures and to monitor annually the performance and effectiveness of the external and internal auditors;
(j) to consider, in consultation with the external auditors, (i) any financial statements annexed to the abstract of accounts, including the auditors' report, and (ii) any statement provided by the Council on the governance of the University;
(k) to ensure that all significant losses are properly investigated and that the internal and external auditors, and where appropriate the Higher Education Funding Council, are informed;
(l) to oversee the University's policy on fraud and irregularity, and to ensure that they are informed of any action taken under that policy;
(m) to make an annual report to the Council, the Vice-Chancellor, and the Higher Education Funding Council for England;
(n) to receive reports from the National Audit Office and the Higher Education Funding Council for England, and to advise the Council thereon;
(o) to forward minutes of their meetings to the Council.

8. That the recommendations contained in paragraph 10 of the Report, dated 22 February 1999, of the Council on the days of General Admission to Degrees (Reporter, p. 391) be approved.8

9. That the recommendations contained in paragraph 8 of the Report, dated 12 February 1999, of the Faculty Board of Biology on the regulations for Part II (General) of the Medical and Veterinary Sciences Tripos (Reporter, p. 392) be approved.

10. That approval be given for an extension of the scheme for the early retirement of University officers and University assistants as proposed in the Council's Notice dated 26 April 1999.9
