Residence requirements for admission to degrees: Notice

In their Joint Report on the establishment of a degree of Master of Mathematics and a degree of Master of Advanced Study, the Council and the General Board proposed the amendment of Statute B, III so that specific University degree titles were not referred to in the Statute but in a Schedule which could be altered by the University (Reporter, p. 339, para. 10). The amended Statute was approved by Grace 4 of 11 March 2009 and is awaiting approval by Her Majesty in Council. Under section 5 of the new Statute the conditions of residence for admission to any degree of the University are to be approved by Ordinance. The Council accordingly proposes new regulations for residence to be added to the regulations for the Precincts of the University and residence (Statutes and Ordinances, p. 180) as set out in the Schedule to this Notice, to take effect from the date of approval of the amendment to Statute B, III by Order in Council. The proposed new regulations mirror the requirements under the current sections of Statute B, III (sections 5, 8, and 9).

The regulations for several degrees currently refer to Statute B, III, 5; it is proposed that these regulations are either reworded or amended to refer to the new regulations for Precincts of the University and residence. The regulations for Affiliated Students allow for the first term of actual residence to count as the fourth term of residence for the purpose of some examinations; the regulations have been amended so as to exclude the degrees of Master of Advanced Study, Master of Research, and Master of Finance from this allowance. These amendments are also set out in the Schedule below.

The Council is accordingly submitting a Grace (Grace 3, p. 922) to the Regent House for the approval of these amendments with effect from the approval of the amendment to Statute B, III by Her Majesty in Council.

Additional regulations and amendments to certain existing regulations on residence

PRECINCTS OF THE UNIVERSITY AND RESIDENCE

Additional Regulations 7-9.

7. Save as may otherwise be provided for,1
(a) no one shall be admitted to the degree of Bachelor of Medicine or Surgery, or Master of Advanced Study or Business Administration (having followed a one-year or two-year integrated course of study prescribed by Ordinance) or Finance or Law or Research, or to the degrees of Master of Letters or Science or Philosophy, or Doctor of Philosophy having followed a full-time course, or to the degree of Doctor of Engineering, unless he or she has kept three terms at least by residence;
(b) no one shall be admitted to the degree of Bachelor of Theology for Ministry unless he or she has kept five terms at least by residence;
(c) no one shall be admitted to the degree of Bachelor of Arts or Music or Veterinary Medicine unless he or she has kept nine terms at least by residence;
(d) no one shall be admitted to the degree of Master of Engineering or Mathematics or Natural Sciences unless he or she has kept twelve terms at least by residence.

8. A Graduate Student may be granted in respect of work done in the University before matriculation an allowance of not more than three terms towards the three terms required to be kept under paragraph 7(a) above for any of the degrees of Master of Letters or Master of Science or Doctor of Engineering or Doctor of Philosophy, and an allowance of not more than one term towards the number of terms required to be kept for the degree of Master of Philosophy which requires a two-year course of study.

9. The Council may grant allowances of terms as follows:
 (a) On account of illness or other grave cause, the Council may grant (i) one or two terms to any candidate for a degree who but for such allowance would be required to keep more than six terms by actual residence, (ii) one term to any candidate for a degree who but for such allowance would be required to keep six or fewer terms by actual residence.
 (b) On the recommendation of the Faculty Board or comparable authority concerned, the Council may allow not more than three terms to any candidate for a degree who but for such allowance would be required to keep six or more terms by actual residence and who since matriculation has pursued a course or courses of study outside the University under the direction of that Faculty Board or comparable authority.
 (c) In circumstances which interfere with the normal tenor of residence of a large number of students, the Council may grant allowances of terms, in addition to the allowances hereinbefore provided, to students who fulfil such conditions as the Council may specify.
