REPORT

Annual Report of the General Board on the establishment of personal Professorships and Readerships

The GENERAL BOARD beg leave to report to the University as follows:

1. In accordance with the Board's Report on the procedure for the consideration of applications for the establishment of personal Professorships and Readerships of 21 October 1998 (Reporter, 1998-99, p. 106), which was approved by Graces 7 and 8 of 9 December 1998, the Academic Secretary sent to the Chairmen and Secretaries of Faculty Boards multiple copies of the procedure document (the blue booklet) which set out the procedure for the consideration of personal Professorships and Readerships, with effect from 1 October 2002, for distribution to eligible officers in their Faculty.

2. The Board have received an extensive report, the Minutes of meetings, and the recommendations for promotion from their Committee on personal Professorships and Readerships. That report and the Minutes provided the Board with an account of the procedure followed by the Committee for the orderly evaluation and comparison of the evidence for all candidates, so as to give the Board the means to exercise surveillance of this delegated process. The Board were able to see how the Committee had arrived at their recommendations so that, without repeating the entire onerous exercise undertaken by the Committee, the Board were able either to approve the recommendations or, if they wished, to consider the basis on which any of the recommendations had been made.

3. The contents of the Committee's report and Minutes were as follows:

(i) procedure of the Committee
(ii) declarations of interest
(iii) applications received as a result of an appeal
(iv) Faculty evaluations
(v) feedback
(vi) the number of recommended proposals made by the Committee
(vii) funding
(viii) statistical analysis of types of applicant
(ix) ordered list of applicants
(x) specific comments to be conveyed to the Chairman of the relevant Faculty Promotions Committee on:
  (a) inter-Faculty comparisons
  (b) individual applicants

The ordered list of applicants reported the detailed evaluation of the criteria for each applicant made by the relevant Faculty Promotions Committee and, in the same detail, that made by the Board's Committee. The ordering of the list correlated with the latter evaluations and with the Committee's recommendations. The Board also received the Minutes of the meetings of the Faculty Promotions Committees.

4. The Board now recommend the establishment, from 1 October 2002, of 31 Professorships, as set out in Recommendation I. The establishment of these Professorships is proposed on condition that in each case where the person to be appointed currently holds a Readership, the office which has been held in abeyance during his or her tenure of the Readership should continue to be held in abeyance during his or her tenure of the Professorship, and in the two cases where the person to be appointed currently holds a University Lectureship and the case where the person to be appointed currently holds an Assistant Directorship of Research, that office should be held in abeyance during their tenure of the Professorship.

5. The Board also propose the establishment, from 1 October 2002, of 39 Readerships, as set out in Recommendation II. The establishment of these Readerships is proposed on condition that in each case where the person to be appointed currently holds a permanently established University office, that office should be held in abeyance during his or her tenure of the Readership.

6. The Board have ascertained that each of the persons concerned is willing to accept the Professorship or Readership proposed.

7. In order to avoid delay in publishing the Report the Board have put forward their recommendations before the titles of the Professorships and Readerships have been agreed. The Board will announce these titles at a later date, after consultation with the individuals concerned.

8. If the proposals contained in this Report are approved, and if the Professorships and Readerships are held on the condition stated in the Board's proposals, the estimated cost chargeable on funds available for general purposes will be about £775,000 in a full year.

9. The General Board recommend:

I. That, with effect from 1 October 2002, Professorships be established for named persons for one tenure, placed in Schedule B of the Statutes, and assigned to the Faculty or Department or other institution named in each case, as follows:
