Vocational qualifications and their interaction with the labour market – the challenge of weak incentives to learn

In the wake of the Wolf Review, and in the light of research on the structure of the labour market, skill mis-matches and over-qualification and on the role of qualifications in recruitment and selection, those who design and deliver English vocational qualifications now face major challenges.
In some instances, investment in skills may not pay off, or may do so only at a very low and uncertain level. This has serious implications for the incentives acting on individuals (both young people and adults) to invest in the acquisition of lower level VQs. It also undermines some central tenets of English skills policy as it has been developed over the last 25 years or more.
Professor Ewart Keep explores these issues and some of the ways in which they might be addressed.
