REPORT

Report of the Council on the stipends of Pro-Vice-Chancellors

The COUNCIL begs leave to report to the University as follows:

1. In this Report, the Council makes proposals to amend the principles for the determination of the stipends of Pro-Vice-Chancellors.

2. By Regulation 4 for Pro-Vice-Chancellors (Statutes and Ordinances, p. 652), the stipend for the office of Pro-Vice-Chancellor is determined by the Council; a Pro-Vice-Chancellor who is appointed on a part-time basis receives a pro-rata proportion of the full stipend for that office; and also, if he or she holds another University office concurrently, a correspondingly reduced pro-rata stipend for that other office.

3. In its Notice on the Joint Report of the Council and the General Board on the Councils of the Schools and related matters (Reporter, 2006-07, p. 607), the Council stated that it was reviewing any implication of the proposed stipend structure for Heads of Schools for the remuneration model for Pro-Vice-Chancellors.

4. Paragraph 10 of the Joint Report, as revised by the Notice, proposed that the stipend for a Head of School would comprise three elements, (i) Grade 12, Point 83 (the relevant HERA measurement of the role) reduced pro rata to reflect the time commitment as Head, plus (ii) the basic stipend for the University office held by the Head, reduced pro rata to reflect the time commitment to that office, plus (iii) any contribution payment, payment for clinical responsibility, or market supplement in full. The proposal was accepted by Grace 1 of 2 May 2007.

5. The Council recommends that the same model should be adopted for Pro-Vice-Chancellors, for the same reason as in the case of Heads of Schools, namely that it avoids creating a disincentive to persons with a contribution payment, payment for clinical responsibility, or market supplement by their suffering a reduction of those elements on taking up a Pro-Vice-Chancellorship. The Council has determined, after measurement on the basis of an analysis of the role using HERA, that the full-time stipend to be associated with a Pro-Vice-Chancellorship should be £103,865 at 1 August 2007 (Grade 12, Point 87 of the single salary spine). Thus, reflecting the three elements described above, the proposed stipend for any particular Pro-Vice-Chancellor will be (i) the full-time stipend (Grade 12, Point 87) reduced pro rata to reflect the time commitment as Pro-Vice-Chancellor, plus, if appropriate, (ii) the basic stipend for the University office held by the Pro-Vice-Chancellor, reduced pro rata to reflect the time commitment to that office, plus (iii) any contribution payment, payment for clinical responsibility, or market supplement in full.

6. The Council therefore recommends that, with effect from 1 October 2007, Regulation 4 for Pro-Vice-Chancellors be amended to read:

4. The stipend for the office of Pro-Vice-Chancellor shall be determined by the Council. A Pro-Vice-Chancellor who is appointed on a part-time basis shall receive a pro-rata proportion of the full stipend for that office and shall, if he or she holds another University office concurrently, receive a correspondingly reduced pro-rata basic stipend for that other office plus any contribution payment, payment for clinical responsibility, or market supplement in full.
