Graces submitted to the Regent House on 11 October 2006

The Council submit the following Graces to the Regent House. These Graces, other than any which is withdrawn or for which a ballot is requested in accordance with the regulations for Graces of the Regent House (Statutes and Ordinances, p. 107), will be deemed to have been approved at 4 p.m. on Friday, 20 October 2006.

1. That the regulations for University Composition Fees be amended, with effect from 1 September 2006, as follows:1

2. That the regulations for the Board of Examinations be amended by deleting from line 2 of Regulation 4(g) the words 'by the Treasurer'.2

3. That the regulations for the Richard Kahn Fund be amended as follows:3

Regulation 3.

By amending the proviso in lines 4 and 5 so as to read 'in accordance with the wishes of the benefactor, if two or more candidates are equally well qualified, preference shall be given to a candidate who is a citizen of the United States of America'.

4. That the regulations for the David Richards Fund and Travel Scholarships be amended as follows:4

Regulation 3.

By replacing in lines 2 and 3 of the regulation the words 'not later than the division of the Lent Term' by the words 'not later than the end of the second week of Full Easter Term.'

Regulation 6.

By replacing in line 1 the words 'not later than the last day of February' by the words 'not later than the last day of May' and by replacing in line 3 the words 'by the first day of March' by the words 'by the first day of June'.

1 Statutes and Ordinances, p. 159. By Grace 1 of 14 June 2006 fees for undergraduate students from the Channel Islands and Isle of Man for 2006-07 were approved. It is regretted that through an oversight it was not made clear that these fees were for continuing students only and the proposed fees for students from the Channel Islands and Isle of Man who started a relevant course with effect from 1 September 2006 and had not deferred entry to that course from an earlier year were not published. The fees now proposed reflect the rates agreed between Universities UK and the authorities of the Channel Islands and the Isle of Man for such students. The Council have agreed that they will consider representations on behalf of any student who is disadvantaged as a result of the late publication of these fees.

The Managers of the Fund, with the concurrence of the donor, have proposed that the existing provision that one award each year should be open only to persons who are citizens of the United States of America be relaxed: in recent years few applications from that country have been received.

4 Statutes and Ordinances, p. 845. The Managers of the Fund have proposed that more time should be given to candidates to prepare their statements of the purpose and plan of their proposed travel.
