Graces submitted to the Regent House on 6 July 2005

The Council submit the following Graces to the Regent House. These Graces, other than any which is withdrawn or for which a ballot is requested in accordance with the regulations for Graces of the Regent House (Statutes and Ordinances, p. 105), will be deemed to have been approved at 4 p.m. on Friday, 15 July 2005.

1. That Dr Gishan Romesh Dissanaike, of Trinity College, be appointed a member of the Finance Committee of the Council to serve until 31 December 2007.

2. That the recommendations in paragraph 69 of the Report of the Council, dated 23 May 2005, on the financial position of the Chest, recommending allocations for 2005-06 (Reporter, p. 699) be approved.1

3. That the recommendation in paragraph 8 of the Report of the General Board, dated 13 April 2005, on the establishment of a Professorship of Management Studies (Reporter, p. 631) be approved.2

4. That, on the recommendation of the General Board, the Professorship of Chemical Biology be retitled as the Walters Kundert Professorship of Chemical Biology.3

5. That, on the recommendation of the Library Syndicate, the Librarian be allowed to lend the following items:

(i)To the Conservatoire National des Arts et Métiers en Lorraine, Nancy, France, for an exhibition 'La lumière au siècle des lumières et aujourd'hui' from 16 September 2005 to 16 December 2005, manuscript Add. 3996, Newton's commonplace book containing the manuscript of the Opticks.
(ii)To the Osaka Museum of History, Osaka, Japan, for the exhibition 'Kabuki Heroes on the Osaka Stage 1780-1850' from 1 October 2005 to 25 November 2005, Shiba gakuya zue, classmark FJ669.2 and Ehon hana momiji akiha-banashi, classmark FJ722.1.2.
(iii)To the Tsubouchi Memorial Theatre Museum, Waseda University, Tokyo, Japan, for the exhibition 'Kabuki Heroes on the Osaka Stage 1780-1850' from 1 December 2005 to 20 January 2006, Shiba gakuya zue, classmark FJ669.2 and Ehon hana momiji akiha-banashi, classmark FJ722.1.2.
(iv)To the American Museum of Natural History, New York, for an exhibition 'Darwin' from 15 November 2005 to 29 May 2006, 23 manuscript items from the Library's Darwin collections.

6. That a Aeronautical Research Fund be established in the University to be governed by the following regulations:4

Aeronautical Research Fund

The income of the Fund derived from the benefaction by Sir John Davenport Sidderley of £10,000 over a period of seven years ending in 1942, accepted by the University by Grace 1 of 22 October 1935, and now known as the Aeronautical Research Fund, shall be applied at the discretion of the Head of the Department of Engineering to support the general area of aeronautical research within that Department.

7. That an Engineering Endowment Fund be established in the University to be governed by the following regulations:4

Engineering Endowment Fund

The moneys donated in response to an appeal made on behalf of the Department of Engineering, the details of which were announced in the Reporter of 23 January 1950 (p. 658), shall form a fund to be called the Engineering Endowment Fund, the income of which shall be expended, at the discretion of the Head of the Department of Engineering, for the general purposes of that Department.

8. That a Maintenance Grants in Engineering Fund be established in the University to be governed by the following regulations:4

Maintenance Grants in Engineering Fund

The income of the Maintenance Grants in Engineering Fund shall be used, at the discretion of the Degree Committee for the Faculty of Engineering, to make grants to postgraduate students working in the Department of Engineering who are in need of financial assistance in connection with their studies in that Department.

9. That a Management Studies in Engineering Fund be established in the University to be governed by the following regulations:4

Management Studies in Engineering Fund

The income of the Management Studies in Engineering Fund shall be applied at the discretion of the Head of the Department of Engineering to further teaching and research in the general area of Management Studies within that Department.

10. That Regulation 3 of the general regulations for the Civil Engineers Fund be amended by replacing in line 3 the words 'the Managers' by the words 'the Head of the Department of Engineering'.5

11. That, with effect from 1 October 2005, the regulations for the Jebb Scholarships be rescinded and the regulations for the Jebb Fund be amended to introduce a third Studentship as follows:6

Regulation 2.

By deleting the final part of the regulation following the words 'in accordance with Regulations 5-13'.

Regulation 3.

By deleting from line 1 the words 'and Scholarships'.

Regulation 4.

By deleting in lines 3, 5, 7, 8, and 10 the references to Scholars and Scholarships; and by deleting the proviso at the end of the regulation.

Regulation 5.

By replacing in line 1 the word 'two' by the word 'three', in line 3 the words 'and the other' by the word 'one', and by inserting at the end of the regulation the words ', and one for the advanced study of some subject in the field of European literature of any period'.

Regulation 7.

By replacing in line 1 the words 'in either of the two fields' by the words 'in any of the fields', and in line 3 the words 'the other field' by the words 'one of the other fields'.

Regulation 13.

By deleting lines 3 to 11.

Regulations 14-20.

By rescinding these regulations.

4 The Funds referred to in Graces 6 to 9 have hitherto been administered informally within the Department of Engineering. It is now proposed to establish them on a formal basis.

5 Statutes and Ordinances, p. 733. The first charge on the income of the Civil Engineers Fund is the provision of three prizes for performance in Part IIB of the Engineering Tripos. The current Managers of the Fund, the Faculty Board of Engineering, have proposed that decisions about the use of the balance of the income of the Fund should in future be made by the Head of the Department of Engineering.

6 Statutes and Ordinances, p. 775. The Electors to the Jebb Studentships and Scholarships have recommended that the award of Scholarships be discontinued as very few applicants have presented themselves in recent years. In contrast there are several applicants for the Studentships; the Electors therefore propose that a third Studentship be offered each year in place of a Scholarship.
