Report of the General Board on the establishment of a Faculty of Business and Management

The GENERAL BOARD beg leave to report to the University as follows:

1. In this Report the General Board propose the establishment of a new Faculty of Business and Management, within the School of Technology, with a Faculty Board which would take over the responsibilities of the Management Studies Syndicate. The Faculty would comprise the Judge Institute of Management Studies, under the revised title of the Judge Institute of Management, as its sole Department. The Board also propose that the responsibility for the Management Studies Tripos be transferred from the Faculty Board of Engineering to the new Faculty Board of Business and Management. These proposals are consistent with recommendations made following a General Board review of the Institute in 2000-01.

2. Since the establishment of the Judge Institute of Management Studies in 1990, responsibility for the academic development of Management Studies and for overall management of the Institute has rested with the Management Studies Syndicate (Statutes and Ordinances, p. 591). The Syndicate's membership, whilst including the Director of the Institute, the Professors assigned to the Institute, and four members elected by the Institute, also includes a significant number of members from other University institutions. The Institute itself is, in constitutional terms, a Department independent of any Faculty and falls within the School of Technology.

3. The Institute has grown rapidly in recent years: it now has 43 academic and 75 other staff, and has responsibility for some 500 students in seven degree programmes. This growth means that it now has ample staff to operate the conventional Cambridge governance structure of a Faculty and Faculty Board, and also that it has many extra responsibilities which a Faculty Board structure would help it to discharge more effectively. The imminent introduction of devolved budgeting will add to those responsibilities, and reinforces the case for increasing participation by the Institute's staff in decision-making. The Faculty arrangement would also be more recognizable than the Cambridge Syndicate structure to the many outside individuals and organizations with whom the Institute interacts.

4. Given the development of Management Studies and of the Institute, the Syndicate have recommended to the General Board that it is now timely to consider the establishment of a Faculty of Business and Management. This would be an acknowledgement of the extent to which the subject has matured within the University and of the fact that the Institute has become an internationally recognized business school, and would contribute in no small way to the structures needed to encourage collective participation in the Institute's further development.

5. The Syndicate have further proposed that the Judge Institute of Management Studies, under the revised title of the Judge Institute of Management, be reconstituted as a Department within the Faculty. A departmental structure allows well-defined responsibilities and powers to be assigned to the Head; and this would help the Institute to continue to interact decisively with the many outside bodies with whom it must, given the nature of the discipline, necessarily deal. The new title of the Institute would more closely reflect its activities and align it more closely with the title of the Faculty. The Director of the Institute would be the Head of the Department ex officio, as is currently the case.

6. The General Board fully support these proposals, with which the Council of the School of Technology concur, and recommend that the University should establish a Faculty of Business and Management, within the School of Technology. The Faculty Board, which would replace the Management Studies Syndicate, would be constituted as follows:

7. The Degree Committee for the Judge Institute of Management Studies would be replaced by a Degree Committee for the Faculty of Business and Management to consist of all the members of the Faculty Board except for those in class (f), plus up to four co-opted members.

8. Appointment or reappointment to the office of Director of the M.B.A. course or to an office of University Lecturer in the Judge Institute of Management would be made by an Appointments Committee constituted in accordance with Statute D, XVII, 3 or, in the case of a joint appointment between the Institute and the Department of Engineering, by a special Appointments Committee constituted in accordance with Statute D, XVII, 4. The General Board have agreed to establish a new post or posts in the grade of Careers Adviser in the Institute, to be appointed under arrangements approved by the Board.

9. The Board take this opportunity to transfer formal responsibility for the Management Studies Tripos to the proposed Faculty Board of Business and Management. This Tripos consists of a one-year Part taken after two or three years of another Tripos, and has an annual intake of the order of 45 students. Since its introduction in 1986, it has been the formal responsibility of the Faculty Board of Engineering, reflecting that Faculty's initiation of the teaching of business and management in the University. However, the Judge Institute has, since its establishment, taken operational responsibility for all aspects of the Tripos other than the timetabling and administrative aspects of the examination. It now seems appropriate to transfer formal responsibility for the Tripos to the proposed Faculty Board. The Faculty Board of Engineering concur with the transfer.

10. The General Board accordingly recommend:

I. That a Faculty of Business and Management be established from 1 October 2004 and that Business and Management be included in the Schedule appended to the General Regulations for Faculties (Statutes and Ordinances, p. 544).

II. That, with effect from the same date, the regulations for the Management Studies Syndicate (Statutes and Ordinances, p. 591) be rescinded and that all references in the Ordinances to the Syndicate be replaced by references to the Faculty Board of Business and Management.

III. That, with effect from the same date, regulations be amended as follows:

1. By replacing all references in the Ordinances to the Judge Institute of Management Studies and the Degree Committee for the Judge Institute of Management Studies by references to the Judge Institute of Management and the Degree Committee for the Faculty Board of Business and Management, respectively.

2. Regulations for Affiliated Students (Statutes and Ordinances, p. 173):

Management Studies

By replacing in line 1 the words 'Faculty Board of Engineering' by the words 'Faculty Board of Business and Management'.

3. Regulations for the Management Studies Tripos (Statutes and Ordinances, p. 322):

Regulations 4 and 7.

By replacing the words 'Faculty Board of Engineering' by the words 'Faculty Board of Business and Management' at each occurrence.

Regulation 9.

By replacing in line 5 the words 'Head of the Department of Engineering' by the words 'Director of the Judge Institute of Management'.

Regulation 10.

By amending this regulation so as to read:

10. The Examiners shall take into account such course-work done by candidates as shall from time to time be determined by the Faculty Board of Business and Management. For this purpose the Director of the Judge Institute of Management shall present to the Examiners a detailed report on the performance of each candidate in this course-work. Details of the work required of candidates shall be published by the Faculty Board by Notice in the Judge Institute not later than the beginning of the full Michaelmas Term preceding the examination.

8. Regulations for the Judge Institute of Management Studies (Statutes and Ordinances, p. 590):

By rescinding the regulations and replacing them with the following regulations for the Judge Institute of Management:

Judge Institute of Management

1. The Judge Institute of Management shall be a Department within the Faculty of Business and Management. The Institute shall be under the general control of the Faculty Board of Business and Management.

2. There shall be an advisory board, which shall contain at least four persons who are not members of the Regent House and who have experience of business administration. It shall be the duty of the advisory board to advise the Director and the Faculty Board on policy for the development of teaching and research in Management Studies in the University.

Staff of the Institute

1. There shall be a University office of Director of the Institute which shall be held concurrently with another University office in the Institute.

2. The Director of the Institute shall be appointed by the General Board on the recommendation of the Faculty Board of Business and Management. He or she shall be appointed for a period of five years and shall be eligible for reappointment for a further period of five years. The Director shall be the Head of the Department ex officio.

3. There shall be a University office of Director of the M.B.A. course, which may be held concurrently with another University office.1 The Director of the M.B.A. course shall be responsible to the Faculty Board of Business and Management for the planning, development, and administration of the course leading to the degree of M.B.A. Appointments and reappointments to the office of Director, if held concurrently with another University office, shall be for such period or periods not exceeding five years at a time as the Appointments Committee for the Faculty Board shall determine.

4. There shall be such number of Careers Advisers in the Institute as the General Board shall determine on the recommendation of the Faculty Board. Appointments and reappointments to the office of Careers Adviser shall be made in accordance with arrangements agreed from time to time by the appropriate authority.

9. Regulations for the Graeme Minto Prize for Management Studies (Statutes and Ordinances, p. 811):

By replacing the words 'Faculty Board of Engineering' by the words 'Faculty Board of Business and Management' at each occurrence.
