Graces submitted to the Regent House on 26 February 2003

The Council submit the following Graces to the Regent House. These Graces, other than any which is withdrawn or for which a ballot is requested in accordance with the regulations for Graces of the Regent House (Statutes and Ordinances, p. 113), will be deemed to have been approved at 4 p.m. on Friday, 7 March 2003.



1. That any person who obtained honours in the Education Tripos under Regulation 7(a) of the Old Regulations for that Tripos (i.e. a person who was a candidate for the B.Ed. Degree), and who has kept at least five terms by residence, be permitted to supplicate for the B.Ed. Degree, notwithstanding failure to satisfy the Examiners in practical teaching ability.1



2. That the regulations for entries and lists of candidates for examinations be amended as follows:2

Regulation 12.

By removing from the list of examinations specified the entry for Criminal Law and amending the entries for the Second M.B. and Second Vet.M.B. Examinations so as to read:

Second M.B. Examination (Lent Term and September examinations)

Second Vet.M.B. Examination (Lent Term and September examinations)

Regulation 13.

By deleting sub-paragraph (b).



3. That the following regulations be amended:3

  A. DATES OF EXAMINATIONS AND PUBLICATION OF CLASS-LISTS (Statutes and Ordinances, p. 212)

Regulation 2.

By amending the entry for the Classical Tripos, Part I, listed under 'Wednesday before first Sunday in June' so as to read Classical Tripos, Part IB, and by inserting under 'Thursday before first Sunday in June' the Classical Tripos, Part IA.

  B. AFFILIATED STUDENTS (Statutes and Ordinances, p. 171)

Classics

By amending the references to Old Regulations 19 and 18 to New Regulations 24 and 23, respectively.

  C. THE BATTIE, BROWNE, CRAVEN, DAVIES, PITT, PORSON, AND WADDINGTON SCHOLARSHIPS (THE UNIVERSITY CLASSICAL SCHOLARSHIPS, Statutes and Ordinances, p. 732)

By replacing references to Part I of the Tripos by references to Part IB and by further amending Regulation 2 by replacing the reference to Regulation 11 by reference to Regulation 18.

  D. THE HALLAM FUND AND PRIZE (Statutes and Ordinances, p. 782);

By replacing references to Part I of the Tripos by references to Part IB and by further amending Regulation 6 by replacing the words 'tenth term' by the words 'thirteenth term'.

  E. THE CORBETT FUND AND PRIZE (Statutes and Ordinances, p. 755) and THE JOHN STEWART OF RANNOCH GREEK AND LATIN FUND AND SCHOLARSHIPS (Statutes and Ordinances, p. 877)

By replacing references to Part I of the Tripos by references to Part IB.

  F. THE HENRY ARTHUR THOMAS FUND (Statutes and Ordinances, p. 883)

Henry Arthur Thomas Prizes

By replacing the reference in Regulation 14 to Part I of the Tripos by reference to Part IB.

Henry Arthur Thomas Travel Exhibitions

By amending the first four lines of Regulation 18 so as to read:

  18. A student shall be eligible for a Travel Exhibition if his or her performance in any of the following examinations is, in the opinion of the Awarders, of sufficient merit:

(i) the Preliminary Examination for Part II of the Classical Tripos;
(ii) Part IA or Part IB or Part II of the Classical Tripos;





4. That Regulation 4 for the Humanitarian Trust Fund and Studentship be amended so as to read:4

  4. One Studentship, which shall be called a Senior Studentship, shall be awarded once every two years provided that there is a candidate of sufficient merit. The Studentship shall be tenable for one year in the first instance, but the Electors may renew it for one further year.





5. That, subject to the approval of Her Majesty in Council, the Statutes of the University be amended as follows, and that these amendments be submitted under the Common Seal of the University to Her Majesty in Council for approval:5

By amending this subsection so as to read:

(e) Such other persons holding appointments in the University or a College in such categories and subject to such qualifying periods of service as shall be determined from time to time by Ordinance;

THE PRO-VICE-CHANCELLORS

By amending this Chapter so as to read:

1. There shall be such number of offices of Pro-Vice-Chancellor as shall be determined by the Council subject to a maximum determined by Ordinance. The Pro-Vice-Chancellors shall report to the Council through the Vice-Chancellor.

2. Each appointment or reappointment to an office of Pro-Vice-Chancellor shall be made by the Council after consultation with the General Board, on the recommendation of a Nominating Committee constituted by Ordinance. A Pro-Vice-Chancellor shall hold office for not more than three years and shall be eligible for reappointment, provided that no person shall hold the office of Pro-Vice-Chancellor for a total period of more than six years.

3. A Pro-Vice-Chancellor shall perform such duties as may be prescribed by Statute or Ordinance, and such other duties as may be determined by the Council, or the Vice-Chancellor.

6. That subject to the approval of Her Majesty in Council, the Statutes of the University be amended as follows, and that this amendment be submitted under the Common Seal of the University to Her Majesty in Council for approval:6

Section 7.

By replacing in line two the words 'any ten members' by the words 'any twenty-five members'.

1 The Old Regulations for the Education Tripos were last published in 1998 (Statutes and Ordinances, 1998, p. 268). Under the regulations for the B.Ed. Degree as they stood in 1997 (see Regulation 1 for the degree, Statutes and Ordinances, 1997, p. 424), candidates for the degree were required both to obtain honours in the Education Tripos and to satisfy the Examiners in practical teaching ability; competence in the latter led to the award of the Certificate in Education, a professional qualification giving Qualified Teacher Status. When revised regulations for the Tripos were introduced in 1997, the requirements for the degree were also revised; as a result the award of the Certificate is now no longer a necessary precondition for the award of the degree, and a candidate who fails to satisfy the Examiners in practical teaching ability can nevertheless qualify for the B.Ed. Degree, but without Qualified Teacher Status. The Faculty Board of Education have proposed that the current provisions should be applied retrospectively in the case of nine candidates who obtained honours in the Tripos under the earlier regulations but who failed to satisfy the Examiners in practical teaching ability, and that such candidates should now be permitted to graduate B.Ed., without the award of Qualified Teacher Status.

5 This Grace gives effect to the decision of the Regent House to approve Grace 1 of 20 November 2002 (Reporter, p. 542). The Grace also gives effect to the decision of the Regent House to approve Grace 4 of 20 November 2002 (p. 542). The amendment proposed in Grace 1 included a new subsection (f) to Statute A, III, 7, which was dependent for its effect on Grace 2 of the same date being approved. That Grace, however, was rejected and the new subsection has therefore been removed in the present version.

6 This Grace makes the statutory provision necessary to implement the decision of the Regent House by Grace 6 of 20 November 2002 to require twenty-five members of the Regent House to call for ballots or to call for amendments of Graces. The statutory provision is necessary in relation to amendments to Graces only. The provision for calls for ballots is already in force.
