University salaries and stipends: Notice

In mid-July 2002 Higher Education Institutions were notified by the Universities and Colleges Employers Association (UCEA) of the terms of the employers' final offer for the 1 August 2002 pay round. The terms of this offer were subsequently conveyed to the unions for consultation with their members. UCEA has now received formal notification that all the nationally recognized trade unions have accepted the final offers on pay rates for 2002-03 and has informed all HE Institutions that the offer for 2002 has been agreed. The broad terms of the offer are:

(i) assimilation to an interim pay spine from August 2002;1
(ii) uplift of the point on the interim spine by 3.2% or for pay points below £12,500, addition of £400;
(iii) removal of one point from the bottom of the pre-1992 Lecturer 'A' scale.

The overall cost of the offer is 3.5%. The percentage increase at each point of the salary scales varies in the assimilation to the interim spine. The implementation of this offer is complicated for the University because the University's scales are not aligned with the national scales. Although considerable correspondence exists between Cambridge and national scales, there are points on the scales which do not match. The Council and the General Board have considered the terms of the offer and have agreed that:

(i) where points on the University's scales match points on the national scales, the specified percentage increase should be implemented;
(ii) where points do not match, the increase should be 3.5%. The updated scale of stipends showing the percentage increase for each step is attached overleaf as a Schedule to this Notice.

The Council have agreed that it is essential that all staff benefit from the increase as soon as possible. The authorization of the increase for some University offices (listed in Schedule I of the regulations on Stipends (Statutes and Ordinances, p. 664)), though not all, requires the approval of the Regent House. Increases in the stipends of other offices (listed in Schedules II and III (Statutes and Ordinances, pp. 665 and 666)) may be authorized by the Council and by the General Board, respectively. Increases to offices listed in Schedules II and III have customarily been approved by the Council and the General Board, subject to the Regent House approving increases to the offices listed in Schedule I. The Council are accordingly submitting a Grace (Grace 1, p. 271) to the Regent House for the approval of the appropriate percentage increases in the stipends of University offices listed in Schedule I, and in all associated payments, for example supplementary and discretionary payments. The Council and the General Board have approved the increases referred to above in the stipends of all University offices listed in Schedules II and III and analogous unestablished posts, subject to the approval of Grace 1. It is hoped that, if the Grace is approved, the increases will be paid in the December payroll together with the arrears.

In the case of contract research staff and other staff supported on non-central funds, payment of the increase will be conditional on funds being made available to meet the cost of the increase from the relevant funding source.

The increase in the salaries of members of the assistant staff does not require the approval of the Regent House and will be implemented as soon as possible, that is through the November payroll.

The Council and the General Board will be giving further detailed consideration to the terms of the offer and full details as to its implementation in the University will be set out in the usual Joint Report of the Council and the General Board in the near future.

Stipend corresponds to national spine point

1 The Joint Report of the Council and the General Board on the implementation in Cambridge of the 2001 pay increase for non-clinical academic and academic-related staff (Reporter, 2001-02, p. 233) reported that central to the 2001 pay offer was a proposal to move to a common implementation date (1 August) for future settlement of national pay awards for all groups of non-clinical staff. Discussions have been taking place for some time now at national level for the creation of an interim single pay spine and the assimilation of current salary structures to it with effect from August 2002.
