Joint Report of the Council and the General Board on amendments to the regulations relating to deductions from and additional payments to the stipends of University officers: Notice

The Council have considered the remarks at the Discussion of this Report on 16 October 2001 (Reporter, p. 125). They have consulted the General Board and have agreed to comment as follows.

Although Professor Newland's remarks are supportive of the proposals contained in the Report, the Council and the Board wish to provide clarification on several points. With regard to the matter of the resources available for non-pensionable payments in respect of administrative duties, allocations are made annually from central funds to the Councils of the Schools who disburse the funds to the institutions within their scope appropriately. It is open to the Councils of the Schools to bid for additional funds to meet the cost of the payments they consider to be necessary. In addition to the use of central funds, Faculties, Departments, and other institutions may use their own resources to fund such payments. Whatever the source of funding, however, it is essential that the levels of payment should be commensurate with the weight of responsibility that is undertaken by the member of staff concerned and that the payment provides recompense for work that is carried out over and above duties that are required under the member of staff's contract of employment.

The authority for the approval of such payments will continue to rest with the Council and the General Board, as the case may be.

Professor Newland correctly states that the Report does not explicitly refer to the Notice concerning payment for research in University laboratories in the interest of outside bodies (Statutes and Ordinances, p. 167). In the Notice it is stated that the maximum non-pensionable payment that may be made in respect of administration from all sources including Faculty and Departmental administration, and administration in connection with grants and contracts be the same as stated in Regulation 5 of the regulations for payments additional to stipend (Statutes and Ordinances, p. 652). The Council and the Board wish to confirm that the removal of the ceiling with regard to the total amount of non-pensionable payments additional to stipend that may be received annually will apply to all non-pensionable payments for administration, including those made for the administration of research grants and contracts.

With regard to pensionability of additional payments for administration, the Council and the Board hope to be in a position soon to report on this matter in the context of a general review of the current regulations for making payments additional to stipend.

With regard to those remarks made by Dr G. R. Evans that are pertinent to the proposals of the Report, the Council and the Board comment as follows. The principle of remunerating members of staff for work they undertake in addition to the duties for which they receive their stipend, and its applicability to all University officers and unestablished staff, remains unchanged by the proposals of the Report: the Report proposes only that the ceiling be removed on the total level of non-pensionable remuneration that may be received for administrative work over and above what may be required under the member of staff's contract of employment.

With the concurrence of the General Board, the Council are submitting a Grace to the Regent House (Grace 9, p. 381) for the approval of the recommendations of the Joint Report. The Board will publish a revised version of the Notice concerning payment for research in University Laboratories in the interest of outside bodies (Statutes and Ordinances, p. 167) if the recommendations of the Report are approved.
