Second Report of the Council on the office of Commissary: Notice

This Report was published on 16 May 2001 (Reporter, 2000-01, p. 696) and following the Discussion of the Report on 29 May 2001 a Grace was promoted for the approval of its recommendations (Grace 7 of 25 July 2001, p. 1016). On 3 August 2001 the Vice-Chancellor gave notice that he had withdrawn the Grace, to permit further consideration of the recommendations of the Report in connection with consideration of a consultation paper issued by Universities UK about a possible national Independent Reviewer for student complaints.

The Council have now, with the advice of their Working Party on Student Complaints, considered the consultation paper. They welcome the proposal made in it for an Independent Reviewer, and, on the advice of the Working Party, have noted that in relation to student complaints, there would still be a role for the proposed quasi-visitatorial jurisdiction of the Commissary, in relation to implementation within the University of any recommendations made by the Reviewer in a particular case. In addition, the proposed quasi-visitatorial jurisdiction also provides important rights and safeguards for other members of the University, including University officers and graduates of the University. The Council therefore believe that it is appropriate to proceed with the proposed amendment of Statute to introduce the quasi-visitatorial jurisdiction for the Commissary, and they are therefore resubmitting the Grace (Grace 2, p. 94).
