The COUNCIL beg leave to report to the University as follows:
1. The Council have recently noted certain provisions of the Statutes which are in need of amendment. Proposals for the necessary amendments are set out in the following paragraphs.
2. Statutes D, VIII, 7 and D, X, 6 state that Assistant Registraries and Assistant Treasurers respectively, shall be appointed by the Council. By Grace 4 of 24 February 1999 the regulations for the Unified Administrative Service were amended so that the Council's power of appointment could be delegated to a Standing Appointments Committee for the staff of the University Offices. It is now proposed to amend the Statutes to formalize this provision. Minor amendments to Statutes D, XVIII, 2, D, XIX, 2, and D, XX, 2 are also required to correct cross-references to Statute D, XVII, 3 and 4.
3. Statute F, I lists the areas of advice of the Finance Committee to the Council. By Grace 7 of 28 April 1999 the Audit Committee became the body that advised the Council on appointments of auditors. It is therefore proposed to repeal the present subsection (d).
4. Amendments to Statute G, II were approved by Grace 1 of 2 December 1998 and Grace 6 of 26 May 1999. A subsequent amendment to the cross-reference in Statute G, II, 7(iv) is now found to be necessary.
5. The Council also propose an amendment to Statute B, III, 8 which governs allowances of terms for degrees so that Affiliated Students be allowed three terms towards the residential requirement for the M.Sci. Degree in the same way as they are allowed terms for other degrees.
6. The Council recommend:
That, subject to the approval of Her Majesty in Council, the Statutes of the University be amended as set out below, and that these amendments be submitted under the Common Seal of the University to Her Majesty in Council for approval.
Section 8.
By amending subsection (a) so as to read:
(a) | an Affiliated Student or a student of any other class that has been approved for the purpose by Grace may be granted, in respect of work done before matriculation, an allowance of not more than three terms towards the nine terms required to be kept under section 5(d) above for any of the degrees of Bachelor of Arts, Education, Music, or Veterinary Medicine, or an allowance of not more than three terms towards the twelve terms required to be kept under section 5(e) above for the degree of Master of Natural Sciences; |
Section 7.
By amending the final sentence so as read:
The manner of appointment, the duties of the office, and the duration and other conditions of tenure of an Assistant Registrary shall be determined by Ordinance from time to time.
Section 6.
By amending the final sentence so as read:
The manner of appointment, the duties of the office, and duration and other conditions of tenure of an Assistant Treasurer shall be determined by Ordinance from time to time.
