Graces submitted to the Regent House on 24 February 1999

The Council submit the following Graces to the Regent House. These Graces, other than any which is withdrawn or for which a ballot is requested in accordance with the regulations for Graces of the Regent House (Statutes and Ordinances, p. 115), will be deemed to have been approved at 4 p.m. on Friday, 5 March 1999.

1. That Dr G. Johnson, President of Wolfson College, be appointed one of the Septemviri to serve until 31 December 1999.

2. That the address to the Complutensian University of Madrid on the occasion of its fifth centenary, prepared by the Orator, be approved and sealed with the Common Seal of the University.1

3. That, on the recommendation of the General Board, the regulations for payments to Examiners and Assessors be amended as follows:2

Regulation 3.

By relettering sub-paragraphs (c)-(e) as (d)-(f) and by inserting the following as (c):

(c) Keyboard tests in practical examinations of the Music Tripos

For each candidate examined £1.20

4. That the regulations for the Unified Administrative Service (staff of the University Offices) be amended as follows:

Regulation 10.

By amending the regulation so as to read:

10. There shall be a Standing Appointments Committee for the staff of the University Offices, which shall be a committee of the Council. The Council may at their discretion delegate to the Standing Appointments Committee their power of appointment under Statute D, VIII, 7 and Statute D, X, 6; every appointment or reappointment made under delegated authority shall be made with the concurrence of the votes (which shall be given in person at a meeting) of at least five members of the Committee.

The Standing Appointments Committee shall consist of:

(a) the Vice-Chancellor (or a duly appointed deputy) as Chairman;
(b) four persons appointed by the Council, one on the nomination of the General Board, one on the nomination of the Finance Committee, and two on the Council's own nomination;
(c) the Registrary (or a deputy appointed by the Registrary), and the principal officer of the division, department, or unit in which the appointment is to be made, or a deputy designated by the Registrary in the case of a division, department, or unit of which the Registrary is the head.

Members in class (b) shall be appointed in the Michaelmas Term to serve for two years from 1 January following their appointment. The Registrary, or a University officer designated by the Registrary, shall act as Secretary of the Committee.3

5. That the regulations for the Members' Classics Fund be amended as follows:

Regulation 3.

By amending the regulation so as to read:

3. The Essay Prizes shall be awarded by the Managers. The Translation Prizes and the Reading Prizes shall be awarded by three Adjudicators appointed by the General Board on the nomination of the Managers in each year before the division of the Michaelmas Term. Each Adjudicator shall receive from the income of the Fund such sum as shall be determined by the Managers with the approval of the Council.4

Regulation 8.

By replacing in the first sentence the words 'those theses' by the words 'not more than three theses'.

By replacing references to the Adjudicators by references to the Managers.

6. That, notwithstanding the provisions of Regulation 1 for the degree of Master of Arts, any person who satisfied the requirements for the degree of Bachelor of Arts before 27 April 1948 be permitted to supplicate for the degrees of Bachelor of Arts and Master of Arts together.5

7. That the recommendations contained in paragraph 8 of the Report, dated 25 January 1999, of the Council on the construction of a Library at Clarkson Road for the Physical Sciences, Technology, and Mathematics (Reporter, p. 301) be approved.

Examiners who are not University officers receive payment for the aural tests (which constitute a written paper), but they have not in the past been paid for conducting the keyboard tests. It is now proposed to introduce a payment for the latter.

3 Statutes and Ordinances, p. 646. Statutes D, VIII, 7 and D, X, 6 provide that appointments to the offices of Assistant Registrary and Assistant Treasurer shall be made by the Council. The Council exercise their power of appointment to these offices, and to other offices on the staff of the University Offices, on the recommendation of a Standing Appointments Committee. In order to expedite the process of making appointments, the Council intend in due course to propose amendments of Statute D which would make the Standing Appointments Committee the appointing body. In the meantime it is proposed that the Committee should be reconstituted as a committee of the Council, and that the Council should be given discretion to delegate their statutory power of appointment to the Committee.

4 Statutes and Ordinances, p. 775. In order to simplify the present arrangements, it is proposed that the Members' Classical Essay Prizes should be awarded by the Managers (i.e. the Faculty Board of Classics) and not by specially appointed Adjudicators.

It is proposed to waive the requirement for a two-year waiting period between admission to the B.A. and admission to the M.A. Degree in the case of anyone who, at the time when women were eligible to receive only the title of a degree, satisfied the requirements for the B.A. Degree but omitted to supplicate for the degree or to apply for the title of the degree.
