Election to the Council: Notice

2 October 1998

Bye-election of a member in class (a) (Heads of Colleges)

The Vice-Chancellor gives notice that he has received the following nomination for election to the Council in class (a) (Heads of Colleges) to fill the vacancy created by the resignation of Sir Terence English (see Reporter, 1997-98, p. 950), and that it has been certified to him that the candidate has consented to be nominated:

Professor B.A. Hepple, Master of Clare College, is nominated by the Master of Selwyn College and seconded by the President of New Hall.

No other candidate having been nominated, the Vice-Chancellor declares that Professor Hepple is elected to serve as a member of the Council until 31 December 1998, and that the election previously announced will not now take place.

Biennial election of members in classes (a), (b), and (c)

The Vice-Chancellor gives notice that an election is to be held of eight persons to serve as members of the Council for four years from 1 January 1999. Members are to be elected in the following classes (see Statute A, IV, 2, Statutes and Ordinances, p. 7):

(a) two from among the Heads of Colleges;

(b) two from among the Professors and Readers;

(c) four from among the other members of the Regent House.

In order to be eligible a candidate must be nominated on a paper sent to the Vice-Chancellor at the Old Schools so as to reach him not later than noon on Monday, 9 November. The paper must contain (a) a statement signed by two members of the Regent House, nominating the candidate for election and specifying the class in which he or she is nominated, (b) a statement signed by the candidate certifying that he or she consents to be so nominated, and (c) a curriculum vitae (see below). No one may be nominated for election in more than one class. The Council have agreed to make known their view that two periods of four years should normally be regarded as the maximum length of continuous service for elected members.

The Vice-Chancellor would be obliged if nominations could be delivered to the Registrary's Secretary in the Old Schools during office hours. Nominations will be published as they are received; the complete list of nominations will be published in the Reporter on Wednesday, 11 November.

In accordance with the regulations governing the election (Statutes and Ordinances, p. 120), each person nominated for election is required to send to the Registrary, not later than noon on Monday, 9 November, a statement of his or her curriculum vitae for distribution to members of the Regent House with the voting papers. It is suggested that such a statement should be of not more than 500 words in length, and that it should cover the following points:

The candidate's present position in the University.

Previous posts held, whether in Cambridge or in other universities or outside the university system, with dates.

A note of the candidate's particular interests within the field of University business.

The election will be conducted by postal ballot, under the Single Transferable Vote regulations. Voting papers will be distributed, together with the statements provided by candidates, on or before Thursday, 19 November. The last date for the return of voting papers will be Friday, 27 November.

Bye-election of a member in class (d)(ii) (graduate students)

The Vice-Chancellor gives notice that, following the resignation of Mr D. A. McCabe, TH, as a graduate student member of the Council, a bye-election of one graduate student, elected from among all eligible graduate students in the University, to serve as a member of the Council (class (d)) will be held on Monday, 2 November 1998. The election will be held in accordance with Statute A, IV, 2 (Statutes and Ordinances, p. 7). Electoral rolls of students eligible to vote, to nominate candidates, or to stand in this election are available for inspection in the Registry or College MCRs. Any objections to the rolls must be made in writing to the Returning Officer at the Registry by noon on Friday, 16 October.

The elected student member is to serve from the date of election to 30 June 1999. The election will be conducted under the Single Transferable Vote regulations.

Voting will take place on Monday, 2 November 1998, in Colleges. The hours of voting in each College will be determined by the local College Returning Officers. The polls must be open for at least four hours within the period 8.30 a.m. to 7 p.m. including the hours 12.30 to 1.30 p.m. and 6 to 7 p.m.

In order to be eligible a candidate must be nominated on a nomination form sent to the Vice-Chancellor at The Old Schools so as to reach him not later than noon on Wednesday, 21 October 1998. Nomination forms may be obtained from the University Registry or from the CUSU or Graduate Union. The forms contain (a) a statement, which must be signed by eight students eligible to take part in the election, certifying that they nominate the candidate for election, and (b) a statement which must be signed by the candidate consenting to be nominated. Nomination forms should be accompanied by a statement by the candidate for the information of voters.

The Vice-Chancellor will publish nominations as they are received. The complete list of nominations will be published in the Reporter on Wednesday, 28 October 1998.
