The Vice-Chancellor invites those qualified under the regulations for Discussions (Statutes and Ordinances, p. 105) to attend a Discussion in the Senate-House on Tuesday, 28 May 2019 at 2 p.m., for the discussion of:

1. Report of the General Board, dated 1 May 2019, on arrangements for the implementation of the Academic Career Pathways scheme (Reporter, 6547, 2018–19, p. 562).

Elections to the Nominating Committee for External Members of the Council

16 May 2019

The Vice-Chancellor announces that he has received the following nomination for election to the Nominating Committee for External Members of the Council in class (c) (a member elected by the Regent House from among those who at the time of election are current members of Council in classes (a), (b) and (c)), and that it has been certified to him that the candidate has consented to be so nominated:

Professor Fiona Eve Karet, DAR, nominated by Professor C. G. Woods and Dr J. A. Dickens, CC.

No other candidates having been nominated, the Vice-Chancellor declares that Professor Karet is elected to the Nominating Committee in class (c) for four years from 1 October 2019. A further election will be held to fill the remaining vacancies in class (d) (see p. 589).

General Admission to degrees, 2019: Notice of procedure

The Vice-Chancellor gives notice that at the Congregations for General Admission to Degrees to be held on 26, 27, 28 and 29 June 2019, tickets will be required for admission to the Senate-House. Graduands should apply through their Colleges for tickets for their intended guests and other members of the University who wish to be present are also asked to obtain tickets from their Colleges. The safe seating capacity has been reviewed and although six places will continue to be available at each session for those Senior members of the University in general who wish to be present, any College wishing to seat groups of Fellows etc. in their session is requested to issue them tickets within their permitted limit and contact the University Marshal (email: universitymarshal@admin.cam.ac.uk) in advance to ensure that they can be seated appropriately.

The Congregations will be divided into separate sessions, with intervals between the presentation of graduands by successive Colleges, although those from Lucy Cavendish College, St Edmund's College and Hughes Hall will proceed in a single session and some larger Colleges will divide their session. Guests may not leave the Senate-House except in the intervals.

Members of the University attending should wear academical dress. A member who is not acting as an officer at the Congregations or presenting for admission to or receiving a degree and who holds a degree of another university or degree-awarding institution may wear the dress of that degree on this occasion. These Congregations are on ‘scarlet’ days, so Doctors should wear their festal gowns.

General Admission to Degrees, 2019: Registrary’s Notice

The Registrary gives notice that the latest time for the receipt of supplicats and any necessary certificates of terms for persons who propose to take degrees at General Admission on Wednesday, 26 June, Thursday, 27 June, Friday, 28 June or Saturday, 29 June 2019 is 10 a.m. on. Friday, 14 June 2019. No further additions to degree lists can be accepted after that date.

Elections to the Board of Scrutiny and the Nominating Committee for External Members of the Council

The following Notice provides information about elections to fill vacancies on the Board of Scrutiny and the Nominating Committee for External Members of the Council.

The University is committed to a proactive approach to equality, which includes supporting and encouraging all under-represented groups, promoting an inclusive culture, and valuing diversity. Nominations from groups that are under-represented on the Board of Scrutiny and the Nominating Committee are welcomed.

Board of Scrutiny

The Vice-Chancellor gives notice of elections to fill vacancies on the Board of Scrutiny under Statute A VII, to serve for four years from 1 October 2019, as follows:

one member in class (c)(i) (a person who has been a member of the Regent House for not more than ten years on 1 October 2019);

three members in class (c)(ii) (members of the Regent House).

The Board of Scrutiny was established to ensure the accountability of the Council (and through it of the other central bodies) to the Regent House. It consists of:

(a)the Proctors;

(b)the two Pro-Proctors nominated by the Colleges;

(c)eight members of the Regent House elected by the Regent House.

Under the provisions of Statute A VII 4, no person may be a member of the Board of Scrutiny who is a member of the Council, the General Board, or the Finance Committee of the Council, or who holds any of the University offices of Chancellor, Vice-Chancellor, Pro-Vice-Chancellor, University Advocate, Deputy University Advocate, Registrary, Assistant Registrary, or Secretary of a School. The Statute further prohibits from membership holders of offices with primarily administrative duties designated by Ordinance: Directors and Deputy Directors in the Unified Administrative Service and Assistant Treasurers have been designated as such prohibited offices. A retiring member of the Board who has served for four or more consecutive years is not eligible to serve again as a member in class (c) until one year has elapsed after the end of her or his previous period of service.

If insufficient nominations are received to fill all the vacancies in accordance with the timetable below, the Council shall be asked whether it wishes to appoint a member to the vacant place(s) or for another election to be held, in accordance with Regulation 3 of the regulations for the election of members of the Board (Statutes and Ordinances, p. 114).

Nominating Committee for External Members of the Council

The Vice-Chancellor gives notice of an election to fill vacancies on the Nominating Committee for External Members of the Council, to serve for four years from 1 October 2019, as follows:

two members in class (d) (members of the Senate elected by the Regent House).

The Committee identifies candidates to serve as external members of Council and recommends them to the Council for appointment by Grace.

No person may be a member of the Committee in class (d) who is a member of the Council or who holds any of the University offices of Pro-Vice-Chancellor, Registrary, or Director or Deputy Director in the University Offices.

Nomination procedure and election timetable

In order to be eligible, candidates for election are asked to send their nominations to the Vice-Chancellor, to be received not later than 12 noon on Friday, 7 June 2019. The Vice-Chancellor asks candidates to address their nominations to the Registrary in the Old Schools; they can be sent by email including electronic signatures to Registrary@admin.cam.ac.uk. The nomination should include (a) a statement signed by two members of the Regent House, nominating the candidate for election and specifying the class in which the candidate is nominated, and (b) a statement signed by the candidate confirming consent to be nominated. The candidate is also required to provide a personal statement by the same date (see below). No one may be nominated for election in more than one class.

In accordance with the regulations governing the election (Statutes and Ordinances, p. 112), those standing for election should send to the Registrary, by 12 noon on Friday, 7 June 2019, a statement in support of their nomination, which will be provided to voters. Each statement should be no more than 500 words in length and should cover the following points:

the candidate’s present position in the University;

previous posts held, whether in Cambridge or in other universities or outside the university system, with dates;

the candidate’s reasons for standing for election, and the experience and skills they would bring to the role;

a note of the candidate’s particular interests within the field of University business.

Nominations will be published on the Senate-House Noticeboard as they are received; the complete list of nominations will be published in the Reporter on Wednesday, 12 June 2019.

If any election is contested, it will be conducted by ballot under the Single Transferable Vote regulations, and will follow the same timetable as the ballot on the Joint Report of the Council and the General Board on a revised student disciplinary framework (Reporter, 6546, 2018–19, p. 528). Online voting will open at 10 a.m. on Tuesday, 18 June 2019 and close at 5 p.m. on Friday, 28 June 2019. Hardcopy voting papers and supporting materials will be distributed not later than Tuesday, 18 June 2019 to those who opted in November 2018 to vote on paper; the last date for the return of voting papers is 5 p.m. on Friday, 28 June 2019.
