Discussion on Tuesday, 19 June 2018

The Vice-Chancellor invites those qualified under the regulations for Discussions (Statutes and Ordinances, p. 105) to attend a Discussion in Room 11, Mill Lane Lecture Rooms, 8 Mill Lane, on Tuesday, 19 June 2018 at 2 p.m., for the discussion of:

1. Joint Report of the Council and the General Board, dated 4 June 2018 and 6 June 2018, on the governance of examinations and assessment (Reporter, 6509, 2017–18, p. 672).

2. Joint Report of the Council and the General Board, dated 22 May 2018 and 6 June 2018, on Professorships established for a fixed term (Reporter, 6509, 2017–18, p. 678).

3. Joint Report of the Council and the General Board, dated 4 June 2018 and 6 June 2018, on the establishment of an Education Division, Research Division, and Strategic Partnerships Division (Reporter, 6509, 2017–18, p. 679).

Amending Statutes for Magdalene College

7 June 2018

The Vice-Chancellor gives notice that he has received from the Governing Body of Magdalene College, in accordance with the provisions of Section 7(2) of the Universities of Oxford and Cambridge Act 1923, the text of proposed Statutes to amend the Statutes of the College. The current Statutes of the College and the amending Statute are available on the College’s website:

Notice of a benefaction

11 June 2018

The Vice-Chancellor gives notice that he has accepted with gratitude a benefaction of £2.1m from Ms Claire Barnes to support a Claire Barnes Lectureship in Marine Biology in the Department of Zoology. The Council is submitting a Grace (Grace 1, p. 698) for the approval of regulations to govern the fund supporting the Lectureship.

Election to the Board of Scrutiny

13 June 2018

The Vice-Chancellor gives notice that he has received the following nomination, in accordance with Statute A VII 3, for election to the Board of Scrutiny in class (c)(ii) (a member of the Regent House), and that it has been certified to him that the candidate has consented to be nominated:

Dr Gemma Lucy Burgess, N, nominated by Dr C. Y. Barlow, N, and Dr R. V. L. Doubleday, CHR.

No other candidates having been nominated, the Vice-Chancellor declares that Dr Burgess is elected to serve from 1 October 2018 until 30 September 2019.

Discipline Committee

The Discipline Committee met on 20 April 2018 to consider a charge brought by the University Advocate against a graduate of the University. The Committee consisted of: Dr M. W. Gehring, HH (Chair); Dr P. J. Watson, EM; Ms Nicky Blanning, JN; Mr R. M. Nijk, W; and Mr T. Mayer, Q. Ms Parker acted as Secretary to the Committee, with Ms d’Ambrumenil assisting. On the application of the student, the Committee consisted of two members of the Regent House and two persons in statu pupillari, and sat in private.

The student was charged with one count contrary to Regulation 6 of the General Regulations for Discipline (2012), namely use of unfair means in a Ph.D. thesis as part of an examination for the Doctor of Philosophy. The student submitted a guilty plea. The University Advocate outlined the circumstances of the case and the student presented their case. The student’s Representative and College Senior Tutor each also made a statement.

The Committee considered all the information provided. The Committee noted the seniority of the student and degree in question in addition to the lack of personal mitigation or other explanation. It also considered the remorse shown by the student, positive character references, and the nature of the plagiarized extracts which in part summarized other authors.

Taking all factors into account, the Committee determined, in accordance with Statute D II 3, that: the Ph.D. Degree be suspended for a period of six months, only to be reinstated following: resubmission and successful examination of a corrected thesis; the writing of letters of apology to the author of the plagiarized work and the Examiners; and evidence of steps taken to correct other published works.
