Report of the General Board on the establishment and re-establishment of certain Professorships

The General Board begs leave to report to the University as follows:

1. The General Board recommends the establishment and re-establishment of certain Professorships as set out in paragraphs 2, 3, 4, 5, and 6 below. The funding arrangements for the Bennett Professorship of Public Policy, the Dr John C. Taylor Professorship of Innovation, the Professorship of Oncological Imaging, the Professorship of Cell Biology, and the Professorship of Clinical Microbiology were scrutinized by the Resource Management Committee at its meeting on 12 October 2016.

2. The Board has accepted an academic case from the Council of the School of the Humanities and Social Sciences for the establishment of a Bennett Professorship of Public Policy, from 1 October 2017, in the Department of Politics and International Studies. If recommendations I and II of this Report are approved, the Professorship will be funded by a benefaction of £2.5m from Mr Peter Bennett to be held on trust by the University as an endowment fund and governed by the regulations in Annex I to this Report; the endowment will also support a Fellowship at Churchill College to be held by the post-holder of the Bennett Professorship. The Board has agreed that election to the Professorship should be made by an ad hoc Board of Electors and that the candidature should be open to all persons whose work falls within the general field of the title of the office

3. The Board has accepted an academic case from the Council of the School of Technology for the establishment of a Dr John C. Taylor Professorship of Innovation, from 1 October 2017, in the Department of Engineering. If recommendations III and IV of this Report are approved, the Professorship will be funded by a benefaction of £2.5m from Dr John C. Taylor OBE to be held on trust by the University as an endowment fund and governed by the regulations in Annex II to this Report. The Board has agreed that election to the Professorship should be made by an ad hoc Board of Electors and that the candidature should be open to all persons whose work falls within the general field of the title of the office.

4. The Board has accepted an academic case from the Council of the School of Clinical Medicine for the establishment of a Professorship of Oncological Imaging, from 1 August 2017, for a single tenure in the Department of Radiology. Fifty per cent of the costs of the Professorship will be met by the Cambridge University Hospitals NHS Foundation Trust; for the first five years the Cambridge Cancer Centre will contribute £50,000 per annum and any shortfall will be met from Cambridge Biomedical Research Centre funding. Thereafter the School of Clinical Medicine will underwrite the other 50% of the salary costs of the Professorship from within its recurrent Chest allocation. The Board has agreed that election to the Professorship should be made by an ad hoc Board of Electors and preference should be given to those candidates whose work falls within the field of oncological imaging with expertise in MRI, CT, and PET multimodal function imaging techniques.

5. The Board has accepted an academic case from the Council of the School of Clinical Medicine for the establishment of a Professorship of Cell Biology, from 1 March 2017, for a single tenure in the Department of Clinical Biochemistry. The full cost of the Professorship will be met through existing resources available to the School of Clinical Medicine. The Board has agreed that election to the Professorship should be made by an ad hoc Board of Electors and preference should be given to those candidates whose work falls within the field of the cell biology of disease.

6. The Board has accepted an academic case from the Council of the School of Clinical Medicine for the re-establishment of a Professorship of Clinical Microbiology, from 1 October 2016, for a single tenure in the Department of Medicine. The costs of the Professorship will be shared as follows: 50% by Public Health England, 25% by Cambridge University Hospitals NHS Foundation Trust, and 25% by the School of Clinical Medicine from within its recurrent Chest allocation. The funding from Public Health England will be renewed on a five-year basis subject to the performance of the post-holder. Cambridge University Hospitals NHS Foundation Trust will also offer an honorary consultant position to the appropriate appointee. The Board has agreed that election to the Professorship should be made by an ad hoc Board of Electors and that the candidature should be open to all persons whose work falls within the general field of the title of the office.

7. The General Board recommends:

I. That a Bennett Professorship of Public Policy be established in the University from 1 October 2017, placed in the Schedule to Special Ordinance C (vii) 1, and assigned to the Department of Politics and International Studies.

II. That regulations for a Bennett Fund for Public Policy, as set out in Annex I to this Report, be approved.

III. That a Dr John C. Taylor Professorship of Public Innovation be established in the University from 1 October 2017, placed in the Schedule to Special Ordinance C (vii) 1, and assigned to the Department of Engineering.

IV. That regulations for a Dr John C. Taylor Professorship of Innovation Fund, as set out in Annex II to this Report, be approved.

V. That a Professorship of Oncological Imaging be established in the University from 1 August 2017 for a single tenure, placed in the Schedule to Special Ordinance C (vii) 1, and assigned to the Department of Radiology.

VI. That a Professorship of Cell Biology be established in the University from 1 March 2017 for a single tenure, placed in the Schedule to Special Ordinance C (vii) 1, and assigned to the Department of Clinical Biochemistry.

VII. That a Professorship of Clinical Microbiology be established in the University from 1 October 2016 for a single tenure, placed in the Schedule to Special Ordinance C (vii) 1, and assigned to the Department of Medicine.

Annex I

Bennett Fund for Public Policy

1. The benefaction received from Peter W. Bennett, together with such other sums as may be received or applied for the same purpose, shall form an endowment fund called the Bennett Fund for Public Policy to advance research in the field of public policy by supporting a Bennett Professorship of Public Policy.

2. The Managers shall be responsible for the administration of the Fund and the application of its income and shall comprise the Head of the School of the Humanities and Social Sciences, who shall be Chair, the Chair of the Faculty of Human, Social, and Political Science, and the Head of the Department of Politics and International Studies.

3. Subject to Regulation 4, the income of the Fund shall be applied towards the following:

(a)the payment of the stipend, national insurance, pension contributions, and associated indirect costs of the Bennett Professorship of Public Policy payable by the University;

(b)a distribution of 6 per cent of the annual income of the Fund to Churchill College in each financial year in support of a linked Fellowship for the holder of the Professorship, provided that the distribution shall not be paid in any year during the whole of which the Fellowship is vacant and shall be reduced pro rata in respect of any year in which the Fellowship is held for part only of that year.

4. Any unexpended income in any financial year, including income accrued during a vacancy in the Professorship or the linked Fellowship, may, at the discretion of the Managers:

(a)with the approval of the Faculty Board of Human, Social, and Political Science, be applied to support the work of the Professor in such manner as may be recommended by the Managers;

(b)with the approval of the General Board, be applied to support research in the field of public policy in the University in such manner as may be recommended by the Managers; and/or

(c)be carried forward for use as income in accordance with Regulation 3 in any one or more subsequent financial years.

Annex II

Dr John C. Taylor Professorship of Innovation Fund

1. The funds received from Dr John C. Taylor OBE, together with such other sums as may be received or applied for the same purpose, shall form an endowment fund called the Dr John C. Taylor Professorship of Innovation Fund to advance research in the field of engineering innovation, and education by supporting a Dr John C. Taylor Professorship of Innovation.

2. The Managers shall be responsible for the administration of the Fund and the application of its income and shall comprise the Head of the School of Technology, the Head of the Department of Engineering, and the Head of the Division of Manufacturing and Management within the Department of Engineering, one of whom shall be Chair.

3. Subject to Regulation 4, the income of the Fund shall be applied towards the payment of the stipend, national insurance, pension contributions, and associated indirect costs of the Dr John C. Taylor Professorship of Innovation payable by the University.

4. Any unexpended income in any financial year, including income accrued during a vacancy in the Professorship, may, at the discretion of the Managers:

(a)with the approval of the Faculty Board of Engineering, be applied to support the work of the Professor in such manner as may be recommended by the Managers;

(b)with the approval of the General Board, be applied to support research in the field of engineering in the University in such manner as may be recommended by the Managers; and/or

(c)be carried forward for use as income in accordance with Regulation 3 in any one or more subsequent financial years.
