Notice of a Discussion on Tuesday, 7 July 2015

The Vice-Chancellor invites those qualified under the regulations for Discussions (Statutes and Ordinances, p. 111) to attend a Discussion in the Senate-House, on Tuesday, 7 July 2015, at 2 p.m. for the discussion of:

Grants from the Colleges Fund

1 July 2015

The Council has received the following report from the Colleges Fund Committee which under Regulation 4 for the Fund (Statutes and Ordinances, p. 1048) it now publishes to the University.

1. The amount available in the Fund for distribution in 2015 is approximately £4,140,000.

2. The Colleges Fund Committee has approved the following grants to be added to the endowment of Colleges to be paid on 26 June 2015:

3. These grants have been calculated by taking account of the model of a standard College with a basic requirement for endowment. The figures take account of the actual endowment requirements of the relevant Applicant College, having reference to numbers of undergraduates, full-time equivalent graduates, Fellows, and College Teaching Officers. The Committee continues to cap the grant to be made to any one College at 15% of the total available.

4. The Colleges Fund Committee has not approved any exceptional grants in addition to the endowment-based grants listed above.

Statement of Investment Responsibility: Working Group of the Advisory Committee on Benefactions and External and Legal Affairs

Further to the Council’s Notices of 18 May 2015 (Reporter, 6387, 2014–15, p. 540) and 4 June 2015 (Reporter, 6390, 2014–15, p. 616), the Advisory Committee on Benefactions and External and Legal Affairs has established a Working Group.

The remit of the Working Group is to consider whether any changes should be recommended to the current Statement of Investment Responsibility taking into account, inter alia:

(a)how the Investment Board integrates environmental, social, and governance considerations into the University’s investment practice;

(b)the mission and core values of the University, especially its stated value of ‘concern for sustainability and its relationship with the environment’; and

(c)the relevance, performance, and scope of potential investment approaches and asset allocation strategies that would further promote the core values of the University.

The current Statement of Investment Responsibility is published in the Reporter (Reporter, 6299, 2012–13, p. 380) and is concerned with investments under the oversight of the Investment Board.

The Working Group invites individual comments from members of the University on matters within its remit. Comments can be made until 24 July 2015 to SIRconsultation@admin.cam.ac.uk. Submissions will be treated confidentially.

Supplementary Planning Document for the New Museums site

The Council wishes to inform the University of work on the preparation of a Supplementary Planning Document (SPD) for the New Museums site.

On 15 October 2014, the Planning and Resources Committee (PRC) approved a master plan produced under the guidance of its New Museums Site Development Board. An electronic copy of the plan can be found at: http://www.admin.cam.ac.uk/offices/em/estate/site/newmuseums.html. The master plan seeks to improve the quality of the New Museums site in several phases, commencing with the refurbishment and alteration of the David Attenborough Building (formerly the Arup Building) and continuing – subject to the approval of the Regent House – with the construction of a new building and refurbishment works for the North Range of buildings, including accommodation for a new Student Services Centre (Reporter, 6392, 2014–15, p. 670).

Cambridge City Council is content for the North Range of buildings to proceed in the context of the informal master plan but has indicated that future phases of development will need to be considered in the context of a Supplementary Planning Document, which will identify key parameters and principles for development of the New Museums site.

A draft SPD, which is based on the master plan approved by the PRC, was endorsed by the New Museums Site Development Board at its meeting on 24 June 2015 and has been approved by the City Council for consultation purposes. An eight-week period, commencing on 13 July 2015, will be set aside during which interested parties can make representations. The draft SPD will be available for inspection at the City Council’s customer service centre at Mandela House, Regent Street, and online at https://www.cambridge.gov.uk/new-museums-site-spd (from 9 a.m. on Monday, 13 July 2015). Representations will be considered jointly by the Site Development Board and the City Council and the draft SPD may be amended in view of representations made. The SPD will then be adopted by the City Council and form part of its adopted planning policies.

The Supplementary Planning Document will establish the planning principles and parameters that will guide any further development which the University wishes to bring forward on the New Museums site. Regent House approval will be sought for the construction or demolition of individual buildings and additional works within the site.
