Notice of a Discussion on Tuesday, 5 February 2013

The Vice-Chancellor invites those qualified under the regulations for Discussions (Statutes and Ordinances, p. 107) to attend a Discussion in the Senate-House on Tuesday, 5 February 2013, at 2 p.m. for the discussion of:

1. Report of the Council, dated 14 January 2013, on General Admission to Degrees (Reporter, 6293, 2012–13, p. 307).

2. Report of the General Board, dated 9 January 2013, on the re-establishment of a Professorship of Pure Mathematics (Reporter, 6293, 2012–13, p. 309).

3. First-stage Report of the Council, dated 21 January 2013, on the alteration and refurbishment of the Arup Building on the New Museums Site (p. 323).

4. Second-stage Report of the Council, dated 21 January 2013, on the construction of a new building for the Department of Chemical Engineering and Biotechnology at West Cambridge (p. 325).

Board of Scrutiny: Notice of a Bye-election

The Vice-Chancellor gives notice of an election of a member of the Board of Scrutiny to fill a vacancy in class (c)(ii) following the election of The Reverend J. L. Caddick as a member of the Council from 1 January 2013. The elected member will serve until 30 September 2013. Class (c)(ii) consists of members of the Regent House chosen without limit of age. Under Statute A, VII, 4 no person may be a member of the Board of Scrutiny who is a member of the Council, the General Board, or the Finance Committee of the Council, or who holds any of the University offices of Chancellor, Vice-Chancellor, Pro-Vice-Chancellor, University Advocate, Deputy University Advocate, Registrary, Assistant Registrary, or Secretary of a School. The Ordinances for the Board (Statutes and Ordinances, p. 116) further exclude Directors and Deputy Directors in the University Offices (Unified Administrative Service) and Assistant Treasurers.

In order to be eligible, a candidate must be nominated on a paper sent to the Vice-Chancellor at the Old Schools so as to reach him not later than noon on Wednesday, 6 February 2013.

The paper must contain (a) a statement signed by two members of the Regent House, nominating the candidate for election and (b) a statement signed by the candidate certifying that he or she consents to be so nominated. The candidate should also submit a curriculum vitae (see below).

The Vice-Chancellor would be obliged if nominations could be delivered to the Registrary in the Old Schools during office hours. Envelopes should be clearly marked as Nomination papers. Nomination papers may also be faxed to 01223 332332 or scanned (showing signatures) and sent by email to registrary@admin.cam.ac.uk. Nominations will be published as they are received. The complete list of nominations will be published in the Reporter on Wednesday, 13 February.

Regulation 3 of the regulations for the election of members of the Council (Statutes and Ordinances, p. 114) applies also to the Board of Scrutiny. Under this regulation, each person nominated for election is required to send to the Registrary, not later than noon on Wednesday, 6 February, a statement of her or his curriculum vitae for distribution to members of the Regent House with the voting papers. It is suggested that such a statement should be of not more than 500 words in length, and that it should cover the following points:

• the candidate’s present position in the University;

• previous posts held, whether in Cambridge or in other universities, or outside the university system, with dates;

• a note of the candidate’s particular interests within the field of University business.

If more than one nomination is received, voting papers will be distributed, together with the statements provided by candidates, not later than Thursday, 21 February. The last date for the return of voting papers will be 5 p.m. on Thursday, 7 March.

Regulation 2 for the election of members of the Board of Scrutiny (Statutes and Ordinances, p. 116) provides that, if at any election insufficient nominations are received to fill the vacant places in either class (c)(i) or class (c)(ii), the Council shall appoint as many members as may be necessary.

Election of student members of the Council and of the General Board: Notice

Student members of the Council

Notice is given that an election of three students to serve as members of the University Council in accordance with Statute A, IV, 2 (class (d)) will be held from Monday, 4 March to Wednesday, 6 March 2013. Members are to be elected in the following two categories (Statutes and Ordinances, p.114):

(i)two students elected by and from among all eligible students in the University;

(ii)one graduate student elected by and from among all eligible graduate students in the University.

No person shall be nominated in both categories. Members elected are to serve for one year from 1 July 2013.

Student members of the General Board

Notice is given that an election of two students to serve as members of the General Board in accordance with Statute C, I, 4 (d) will be held on the same days. Members are to be elected in the following two categories (Statutes and Ordinances, p.117):

(i)one undergraduate student elected by and from among all eligible undergraduate students in the University;

(ii)one graduate student elected by and from among all eligible graduate students in the University.

Members elected are to serve for one year from 1 July 2013.

The elections

In accordance with the Joint Report by the Council and the General Board on student membership of the two bodies, dated 11 and 23 January 2012 (Reporter, 6252, 2011–12, p. 405) and the Notice on Student Elections to the Council and the General Board, dated 17 September 2012 (Reporter, 6278, 2012–13, p. 2), for the first time this year these electoral processes will be integrated with a wider set of elections to offices in the Cambridge University Students’ Union and the Graduate Union. The electoral process is being run by the two Unions and the Vice-Chancellor has appointed Dr Kirsty Allen, Head of the Registrary’s Office, to act as the University’s official Observer with regard to the elections that include membership of the Council and the General Board. Full details of the timetable, nominations process, and eligibility criteria will be published on the Unions’ websites (http://www.cusu.cam.ac.uk and http://www.gradunion.cam.ac.uk/).

The electoral rolls

In accordance with Regulation 9 of the regulations for the election of members of the Council in class (d), electoral rolls will be available for inspection in the University Offices Reception, The Old Schools, Trinity Lane, in the week commencing Monday, 4 February 2013.

Publication of candidate names and results

In accordance with Regulations 10 and 13 of the regulations for the election of members of the Council in class (d), the names of candidates and the results of the elections will be published in the Reporter.
