Office of Chancellor: confirmation of voting by the Senate: Notice

The Vice-Chancellor, not having received notice of the withdrawal of any candidate in accordance with Regulation 6 for the election to the Chancellorship (Statutes and Ordinances, p. 106), therefore gives notice that the voting by the Senate on 14 and 15 October 2011 will proceed as previously announced (Reporter, 2011–12, p. 2). Preacher at Mere’s Commemoration: Notice

The Vice-Chancellor gives notice that he has appointed The Right Reverend Dr Christopher Cocksworth, Lord Bishop of Coventry, as Preacher at the Commemoration of John Mere, to be held in St Benedict’s Church, at 11.45 a.m., on Tuesday, 24 April 2012.

Response to the White Paper on Higher Education: Notice

The Council has forwarded its response to the Government’s White Paper on Higher Education ‘Students at the Heart of the System’ and it is available on the Discussion Forum web page (https://forum.cam.ac.uk/viewtopic.php?f=27&t=6133). The response has taken account of comments received from members and staff of the University direct to the Registrary and through the online Discussion Forum and at a special Discussion held on 6 September 2011 in the Senate-House.

Responses have also been made to the BIS Early Repayment consultation, the HMRC VAT: Cost Sharing Exemption consultation, and HEFCE Circular 2011/20 ‘Teaching funding and student number controls consultation’; these are also available on the Discussion Forum web page.

The response to BIS Technical Consultation ‘a new, fit-for-purpose regulatory framework for the Higher Education sector’ on details of the regulatory system for the future of higher education is being prepared to be submitted by the deadline of 27 October 2011.

Report of the General Board on the introduction of a Human, Social, and Political Sciences Tripos and of a Psychological and Behavioural Sciences Tripos: Notice in response to Discussion remarks

The Council has received the comments made at the Discussion of this Report (Reporter, 2010–11, p. 1042). It has consulted the General Board who have commented as follows:

The Board have noted that the majority of comments were in strong favour of the proposals. In connection with the comments made by the Senior Tutor of Christ’s College, the Board note that the structure of the two Triposes was that strongly preferred by the institutions principally involved. Those institutions consider the proposed division of the new Triposes appropriate in terms of breadth of choice in the first year, eventual specialization by students, and the introduction in Part II of new options and the combination of options. The division is intended also to assist the not insignificant number of students who, having successfully completed Parts Ia and Ib of the Medical and Veterinary Sciences Tripos, seek to obtain an Honours Degree before commencing clinical studies. It reflects the structure currently in place for the existing Archaeology and Anthropological Tripos and the Politics, Psychology, and Sociology Tripos. Dr Hunt also commented on the possibility of students graduating with Honours on completing Part IIa of either of the proposed Triposes after a two-year Part I. This possibility currently exists for the current Triposes. The Board intended no comparisons between the proposed Parts IIa and Parts of other Triposes. The Board will carefully monitor the proportion of Part IIa papers in the proposed Triposes that might consist of papers borrowed from Part I of other Triposes. Dr Hunt also suggested that Parts of other Triposes might be re-labelled, either on a Tripos by Tripos basis or across the board. If those responsible for particular Triposes wish to propose that those Triposes be divided into other Parts, it is open to them to do so. In the earlier Report (on the requirements for the B.A. Degree by Honours; Reporter, 2008–09, p. 647) to which Dr Hunt refers, reference was made to the General Board’s earlier consultation on the Tripos system. That demonstrated no enthusiasm, amongst Faculty Boards and comparable bodies, for a root and branch change in the way that each Tripos is divided.

The Council is accordingly submitting a Grace (Grace 4, p. 63) to the Regent House for the approval of the recommendations in the Report.

Court of Discipline: Notice

The Court of Discipline met on 30 September 2011 to consider a charge brought by the University Advocate on a complaint by the Additional Pro-Proctor against an undergraduate member of the University. The Court consisted of: Professor A. D. Yates, R (Chair); Mrs N. Blanning, JN, Mr A. D. Lemons, HH, Dr R. C. Love, R, and Dr A. M. Nicholls, JN. Mrs I. Hunter acted as Clerk of the Court, with Ms G. Weller as her assistant. On the application of the defendant, the Court consisted of senior members only and sat in camera.

The defendant was charged with an offence contrary to Regulation 6 of the General Regulations for Discipline in that the candidate had used unfair means, namely possession of unauthorized material, in a Tripos Examination in 2011. The candidate was not charged with use of the material. The defendant pleaded guilty. The Advocate outlined the circumstances of the case and the defendant’s representative presented the defendant’s case.

The Court accepted the guilty plea and made clear to the defendant the serious nature of the offence, which clearly warranted the imposition of a penalty. They noted, however, that the offence charged was possession of unauthorized material and that there had been no opportunity to use it. They also considered the evidence of previous exemplary character, the various factors offered in mitigation, and the expressions of profound remorse that the defendant had made, both before and at the time of the hearing. They ordered that a mark of zero be returned on the offending paper, which the Examiners had originally placed in the Class II, Division 1 category, and that the Vice-Chancellor be requested accordingly to issue an amended class-list placing the student in Class II, Division 2 for that part of the Tripos in place of the original classification, in accordance with Statute B, VI, 16.

Roll of the Regent House: Notice

The draft Roll of the Regent House for the academical year 2011–12 (i.e. the list of names which it is proposed to place on the Roll when it is promulgated in November) was published in Reporter, Special Number 1, on 1 October 2011.

Members of the Regent House are asked to check the list and to make sure that their entries are correct. They should note that the Roll constitutes the list of eligible voters for any elections to the Council or ballots that may be called during the following academical year. Notice of any corrections or amendments should be sent in writing to the Registrary at the Old Schools as soon as possible; any corrections received by 20 October will be incorporated in the definitive Roll, which is to be promulgated on 5 November 2011. Please note: the Roll to be used for the Chancellorship election is that promulgated on 5 November 2010.
