Office of High Steward: Notice

5 October 2009

The Vice-Chancellor gives notice that the High Steward, Dame Bridget Ogilvie, DBE, Sc.D., Honorary Fellow of Girton College and of St Edmund’s College, has resigned the office of High Steward with effect from 31 December 2009.

The High Steward is to be elected by the Senate, which comprises the Chancellor and the Vice-Chancellor, all members of the Regent House, and all persons who hold any Doctor’s degree of the University, any Master’s degree of the University other than the M.Eng. Degree or the M.Sci. Degree, or who hold the Bachelor of Divinity Degree of the University (Statutes and Ordinances, p. 5). The procedure is the same as that for nomination and election to the office of Chancellor (Statutes and Ordinances, p. 105).

The Vice-Chancellor gives notice that the prescribed date on this occasion is Saturday, 10 October 2009, and requests any member of the Senate who wishes to do so to communicate to her (within the period of twenty-one days of term required by Regulation 3, that is by Saturday, 31 October 2009) the name of any person whom he or she wishes the Nomination Board to consider.

The Vice-Chancellor requests that such names should be communicated to her in writing at the University Offices, The Old Schools, Cambridge, CB2 1TN.

Previous holders of the office of High Steward include The Right Honourable The Viscount Ruffside (1951–58), The Right Honourable The Lord Butler (1958–66), The Right Honourable The Lord Devlin (1966–91), and The Right Reverend and Right Honourable The Lord Runcie (1991–2000).

Not more than seventy days of term after the prescribed date (that is, by Saturday, 19 December 2009) the Nomination Board are required to publish the name of a candidate whom they nominate. Once the Board has published their nomination, Regulation 5 (Statutes and Ordinances, p. 106) provides for there then to be an opportunity for other candidates to be nominated directly by at least fifty members of the Senate. A further Notice about this procedure will be published with the Board’s nomination.

Nomination of members of the Council in class (e) (External Members): Election of members of Nominating Committee

5 October 2009

Regulations for nomination of members of the Council in class (e) (External Members) were approved by Grace 1 of 23 January 2008 (Statutes and Ordinances, p. 116). Two members of the Council in this class, Mr Nigel Brown and Lord Simon of Highbury, come to the end of their tenure on 31 December 2010.

No nominations were received for members in classes (c) and (d) of the Nominating Committee for the election announced in Reporter, 2008–09, p. 798. Under the regulations for the election of such members a further election is to be held until the vacancies are filled. The Vice-Chancellor accordingly gives notice of an election of members of the Committee as follows, to serve until 30 September 2013:

in class (c) one member elected by the Regent House from among those who at the time of election are current members of the Council in classes (a), (b), and (c);

in class (d) two members of the Senate elected by the Regent House.

No person may be a member of the Committee in class (d) who is a member of the Council or who holds any of the University offices of Pro-Vice-Chancellor, Registrary, or Director or Deputy Director in the University Offices.

In order to be eligible a candidate for election must be nominated on a paper sent to the Vice-Chancellor at the Old Schools so as to reach her not later than noon on Thursday, 29 October 2009. The paper must contain (a) a statement signed by two members of the Regent House, nominating the candidate for election, and (b) a statement signed by the candidate certifying that he or she consents to be so nominated. The candidate should also provide a curriculum vitae by the same date (see below).

The Vice-Chancellor would be obliged if nominations could be delivered to the Registrary in the Old Schools during office hours. Nominations will be published as they are received; the complete list of nominations will be published in the Reporter on Wednesday, 4 November.

In accordance with the regulations governing the election, each person nominated for election is required to send to the Registrary, not later than noon on Thursday, 29 October, a statement of her or his curriculum vitae for distribution to members of the Regent House with the voting papers. It is suggested that such a statement should be of not more than 500 words in length, and that it might cover the following points:

Previous posts held, whether in Cambridge or in other universities or outside the university system, with dates.

A note of the candidate’s particular interests within the field of University business and experience that he or she might bring to the Council.

The election will be conducted by postal ballot, under the Single Transferable Vote regulations. Voting papers will be distributed, together with the statements provided by candidates, on or before Thursday, 12 November. The last date for the return of voting papers will be Tuesday, 24 November.

The Vice-Chancellor has appointed the Administrative Secretary as Deputy Presiding Officer.

Board of Scrutiny: Notice of a Bye-election

5 October 2009

The Vice-Chancellor gives notice of an election of a member of the Board of Scrutiny to fill a vacancy in class (c)(ii). The elected member will serve until 30 September 2011. Class (c)(ii) consists of members of the Regent House chosen without limit of age (subject to certain exclusions; see Statute A, VII, 4 (Statutes and Ordinances, p. 10)).

In order to be eligible, a candidate must be nominated on a paper sent to the Vice-Chancellor at the Old Schools so as to reach her not later than noon on Thursday, 29 October 2009. The paper must contain (a) a statement signed by two members of the Regent House, nominating the candidate for election, and (b) a statement signed by the candidate certifying that he or she consents to be so nominated. The candidate should also provide a curriculum vitae (see below).

The Vice-Chancellor would be obliged if nominations could be delivered to the Registrary in the Old Schools during office hours. Nominations will be published as they are received. The complete list of nominations will be published in the Reporter on Wednesday, 4 November.

Regulation 3 of the regulations for the election of members of the Council (Statutes and Ordinances, p. 114) applies also to the Board of Scrutiny. Under this regulation each person nominated for election is required to send to the Registrary, not later than noon on Thursday, 29 October, a statement of her or his curriculum vitae for distribution to members of the Regent House with the voting papers. It is suggested that such a statement should be of not more than 500 words in length, and that it should cover the following points:

The candidate’s present position in the University.

Previous posts held, whether in Cambridge or in other universities or outside the university system, with dates.

A note of the candidate’s particular interests within the field of University business.

Voting papers will be distributed, together with the statements provided by candidates, not later than Thursday, 12 November. The last date for the return of voting papers will be Tuesday, 24 November.

Regulation 2 for the election of members of the Board of Scrutiny (Statutes and Ordinances, p. 117) provides that, if at any election insufficient nominations are received to fill the vacant places in either class (c)(i) or class (c)(ii), the Council shall appoint as many members as may be necessary.

The Vice-Chancellor has appointed the Administrative Secretary as Deputy Presiding Officer.

Roll of the Regent House: Notice

5 October 2009

The draft Roll of the Regent House (i.e. the list of names which it is proposed to place on the Roll when it is promulgated in November) was published in Reporter, Special Number 2, on 1 October 2009.

Members of the Regent House are asked to check the list and to make sure that their entries are correct. They should note that the Roll constitutes the list of eligible voters for any elections to the Council or ballots that may be called during the following academical year. Notice of any corrections or amendments should be sent in writing to the Registrary at the Old Schools as soon as possible; any corrections received by 22 October will be incorporated in the definitive Roll, which is to be promulgated on 6 November 2009.
