Diplomas and Certificates open to non-members of the University: Notice

Following approval by the Regent House of the recommendations of the Report on Diplomas and Certificates awarded by the Institute of Continuing Education and other bodies (Reporter, p. 184), the General Board have approved amendments to certain regulations as follows:

I. Regulations for the Faculty of Education (Statutes and Ordinances, p. 588), with effect from 1 September 2010

Department of Education

By rescinding Regulation 3 (authority of the Faculty Board to award diplomas and certificates).

II. Regulations for the Certificate in Theology for Ministry (Statutes and Ordinances, p. 585), with effect from 1 October 2009

By rescinding these regulations and replacing them with special regulations for the Certificate as set out in section V(B) below.

III. Regulations for the Faculty of Divinity (Statutes and Ordinances, p. 584), with effect from 1 October 2009

By introducing regulations for the Committee of Management for the degree of Bachelor of Theology as follows:

Committee of Management for the degree of Bachelor of Theology

1. There shall be a Committee of Management for the B.Th. Degree, responsible to the Faculty Board of Divinity for the detailed administration of the Degree, which shall consist of:
(a) three members of the Regent House appointed by the Faculty Board of Divinity;
(b) two persons appointed by the Council of the Cambridge Theological Federation;1
(c) not more than two persons co-opted by the Committee, provided that it shall not be obligatory for the Committee to co-opt any person or persons;
(d) two members who are candidates for the B.Th. Degree, elected by all the students who are pursuing the course of study for that degree.

Members in classes (a) and (b) shall be appointed in the Michaelmas Term to serve for three years from 1 January next following their appointment. Members in class (c) shall serve until 31 December of the year in which they are co-opted, or of the following year, as the Committee shall determine at the time of their co-optation. Regulations 4-7 and 9-10 for the selection of student members of Faculty Boards and other bodies shall apply to the election of members in class (d) as if all members were matriculated students. Members in class (d) shall serve for one year from 1 January next following their election.

2. The Faculty Board shall appoint annually one of the members in class (a) to be Chairman, and the Secretary shall be the Registrar of the Cambridge Theological Federation ex officio.

3. The Committee may also have responsibility for the detailed administration of the Certificate in Theology for Ministry, if the Faculty Board of Divinity so decide.

IV. Regulations for use of the University Library (Statutes and Ordinances, p. 629), with effect from 1 October 2009

By amending the footnote to Regulation 5(1) so as to read:

For the purposes of this regulation the term 'diploma or certificate of the University' does not apply to certificates and diplomas which are open to non-members of the University or which are awarded by the Institute of Continuing Education, the Language Centre, or the Cambridge Programme for Sustainability Leadership.

V. Schedule to Diplomas and Certificates open to non-members of the University (Reporter, p. 189) with effect from 1 October 2009

A. By adding the following awards to the Schedule

Faculty of Divinity

Certificate in Theology for Ministry

Language Centre

Certificate of Higher Education in French

Certificate of Higher Education in Spanish

Certificate of Higher Education in German (from 1 October 2010)

Faculty of Education

Postgraduate Certificate of Educational Enquiry

Postgraduate Certificate in Educational Research

Postgraduate Certificate of Professional Study

Postgraduate Certificate of Staff Development

Postgraduate Diploma in Educational Studies

B. By inserting the following special regulations:

Certificate in Theology for Ministry2

1. The Faculty Board of Divinity shall be the administering body for the Certificate in Theology for Ministry, but they may delegate the detailed administration of the Certificate to their Committee for the Management of the B.Th. Degree.

2. A candidate for the Certificate shall have followed a course of study in a Member Institution of the Cambridge Theological Federation.

3. Candidates shall be required to offer papers and written work amounting to a total of twelve credits chosen from the following, with at least one credit gained from a pastoral or denominational submission:
(a) a minimum of six credits from papers chosen from those offered for the Bachelor of Theology Degree, under which each paper shall count as two credits and each half-paper shall count as one credit; provided that
  (i) candidates may only offer one paper from Papers 1 and 3, and one paper from Papers 2 and 4 and;
  (ii) a candidate who offers either Paper 5 or Paper 6 may not offer Paper 10;
  (iii) a candidate may not offer the same set texts for Papers 16 or 17 as for Paper 15;
  (iv) a candidate may not offer Paper 21.
(b) not more than six credits from the following:
  (i) a dissertation on any topic, approved by the Faculty Board, relating to the subject of any full or half-paper from Papers 9 to 28, as specified under Regulation 24 for the Bachelor of Theology Degree, which shall count as two credits;
  (ii) a pastoral or denominational submission chosen from

A. a Social Context Placement with reflective report, which shall count as two credits;

B. a Church Placement with reflective report, which shall count as two credits;

C. a Church Attachment with Supervisor's report, which shall count as one credit;

D. an essay of no more than 3,000 words on a topic approved by the Faculty Board, which shall count as one credit.

Certificates of Higher Education in French, Spanish, and German

1. The Certificates of Higher Education in French, Spanish, and German3 shall be administered by the Committee of Management of the Language Centre.

2. The scheme of examination shall consist of examinations for aural and reading proficiency, each of which shall last one hour, and an oral presentation.

Postgraduate Certificates of Practitioner Professional Development

1. The Certificates of Practitioner Professional Development shall be administered by the Faculty Board of Education.

2. The Postgraduate Certificate of Professional Study (PCPS), Postgraduate Certificate of Educational Enquiry (PCEE), and Postgraduate Certificate of Staff Development (PCSD) shall be awarded for courses of Practitioner Professional Development offered by the Faculty of Education. Courses shall comprise 30 or 60 hours of study. The Faculty Board of Education shall prescribe a minimum attendance requirement. The examination shall consist of a written report or essay of 2,000 or 4,000 words for the 30- and 60-hour courses respectively.

3. The Postgraduate Certificate in Educational Research (PCER) shall be awarded for advanced study. Candidates shall be required to submit a research report of between 10,000 and 12,000 words on a topic approved by the Faculty Board of Education.

Postgraduate Diploma in Educational Studies

1. The Postgraduate Diploma in Educational Studies shall be administered by the Faculty of Education.

2. The Postgraduate Diploma in Educational Studies shall be awarded on the basis of
(a) the successful completion of three Postgraduate Certificates (PCPS, PCEE, or PCSD) each comprising 60 hours of study together with a reflective commentary of between 2,000 and 4,000 words; or
(b) either the PCPS, PCEE, or PCSD comprising 60 hours of study together with the PCER;
(c) either the PCPS, PCEE, or PCSD comprising 60 hours of study together with two essays on topics approved by the Faculty Board of Education.

1 Ridley Hall, Wesley House, Westcott House, Westminster College, the Margaret Beaufort Institute of Theology, the Institute for Orthodox Christian Studies, and the Eastern Region Ministry Course.

2 Candidates who began their course before 1 October 2009 will be transferred to the course set out in Regulations 1-3 above. No candidate will be disadvantaged by the proposed amendments to the course requirements.
