IT Programme Officer (ISSS) in the Management Information Services Division of the University Offices

A vacancy exists for an IT Programme Officer (ISSS) within the Management Information Services Division (MISD) of the University. There is a limit of tenure of five years in the first instance (from 1 August 2009 to 31 July 2014).

The University of Cambridge has established an Information Strategy and Services Syndicate (ISSS) to oversee the strategy, development, and management of information services and systems across the University. The ISSS has established a set of guidelines for programme/project governance. To assist the ISSS in the pursuance of its responsibilities there is a requirement for an IT Programme Manger to manage the governance framework for proposals and plans for major capital work, and to monitor and report on progress when these become active projects.

Reporting to the ISSS, this position will provide the focus and management lead to ensure the project governance standards are maintained across all ISSS related capital projects, and to manage the five-year capital planning process.

This is a senior role within the ISSS community and the post-holder will work closely with the Directors of MISD and the University Computing Service (UCS), the Pro-Vice-Chancellor for Planning and Resources, the Chair of the ISSS, and Chairs of the major Project Boards for IS/IT initiatives. The salary will be in the range of £36,532 to £46,278 a year.

The role of the Programme Manager is crucial to the support of the business of the ISSS with respect to major Information Systems/Information Technology (IS/IT) programmes and projects. The University spends approximately £10m a year on these, and the ISSS is charged under the University's Statues and Ordinances with the management of this financial investment. This role is responsible for the overall management, co-ordination, and governance for all new development work within the ISSS remit, ensuring standards and controls are maintained, and managing the five year planning for future investments on behalf of the ISSS and the Pro-Vice-Chancellor for Planning and Resources. The ISSS will look to the post-holder to keep it informed, provide early warning of potential problems, and to produce clear papers to inform its discussion and decision-making.

Candidates should be educated to degree level or equivalent, possess PRINCE II qualifications, and have proven large-scale programme management experience. Excellent communication, influencing, and negotiating skills are also required. Professional qualifications such as ITIL and ISEB would be an advantage.

Further particulars and a PD18 form can be obtained from Ann Aves (email ann.aves@admin.cam.ac.uk). Applications, consisting of a curriculum vitae, a PD18 form (all parts completed), including details of two work-related referees, should be sent to Ann Aves by the closing date of Friday, 12 June 2009. When applying, please quote reference AF05159. Interviews will be held in the week commencing 22 June 2009.
