GRACES

Graces submitted to the Regent House on 7 May 2009

The Council submits the following Graces to the Regent House. These Graces, other than any which is withdrawn or for which a ballot is requested in accordance with the regulations for Graces of the Regent House (Statutes and Ordinances, p. 109), will be deemed to have been approved at 4 p.m. on Friday, 15 May 2009.

1. That, on the nomination of King's College, James Anthony Trevithick, M.A., of that College, be appointed a Pro-Proctor for the academical year 2009-10.

2. That, on the nomination of Sidney Sussex College, Jane Patricia Spencer, M.A., Ph.D., of that College, be appointed a Pro-Proctor for the academical year 2009-10.

3. That, on the nomination of the Vice-Chancellor and the Proctors Designate, Margaret Ann Guite, M.A., of Girton College, and Paul Duncan Beattie, Ph.D., of Corpus Christi College, be appointed Additional Pro-Proctors for the academical year 2009-10.

4. That the regulations for University Composition Fees be amended as follows:1

Regulation 3.

    By amending the regulation so as to read:

    3. Payment of a University Composition Fee under these regulations shall entitle a matriculated student without additional fee
(a) to attend any course within the University which is listed in the table of fees attached to these regulations save for the following courses which, except with the special permission of the General Board, are open only to candidates for the examinations to which they lead, that is to say
 (i) courses of class work or practical instruction,
 (ii) any other course notified as being specially restricted,
provided that, if a student wishes to attend a course of instruction in any subject listed in the table of fees without subsequently taking an examination in that subject, he or she shall be permitted to do so only if accommodation is available after provision has been made for all those students for whom the course is primarily intended;
(b) to be admitted or readmitted to any University examination, unless the regulations for the particular examination provide otherwise;
(c) to be admitted to any primary degree or to receive any diploma or certificate which is listed in the table of fees for which he or she has become qualified;
(d) to be admitted to the M.A. Degree on becoming qualified therefor.

Regulation 6.

    By removing in line 1 of the regulation the words 'for any of the degrees of Ph.D., Eng.D., M.A., LL.M., M.Sc., M.Litt., Mus.B., or B.A.'.

Regulation 10.

    By amending the regulation so as to read:

    10. Subject to the provisions of Regulations 11 and 12, University Composition Fees shall be payable at the rates shown in the tables to these regulations, according to students' status as home or overseas students2 and according to their subject of study3 and prior qualifications. A student who is dissatisfied with her or his categorization for the purposes of University Composition Fees shall proceed under the Student Complaints Procedure4 and, for the purpose of that Procedure, the matter complained of shall be taken to have occurred at the time of commencement of the course of study.

Regulation 12.

    By amending the regulation so as to read:

    12. With effect from 1 August 2006, the rate of University Composition Fees charged to home and EU undergraduate students beginning courses on or after that date, shall be the amount determined by the Secretary of State as the higher amount under Part 3 of the Higher Education Act 2004, subject to the approval of the Director of Fair Access to Higher Education; failing which the basic amount determined under the Act; provided that
(i)   for such students who are undertaking a required period abroad the rate shall be half the full amount or such other amount that may be determined by the Secretary of State for this category;
(ii)   for such students beginning courses on or after 1 August 2009 which lead to a qualification (other than courses in Medical and Veterinary Sciences leading to the B.A. Degree or courses in Architecture or for the Postgraduate Certificate in Education) which is equivalent to, or at a lower level than, a qualification they possessed when they began their course (ELQ students) the rate shall be the fee determined by the University for ELQ students.

2 Undergraduate students who qualify as home students by virtue of residence in the Channel Islands or the Isle of Man pay fees at a different rate from other home students.

3 For the purpose of these regulations any student who has previously obtained honours in Part IB of the Medical and Veterinary Sciences Tripos, and who is reading for another Tripos in order to satisfy the requirements for the B.A. Degree, is deemed to be following a course of study in Medical and Veterinary Sciences.
