A Discussion was held in the Senate-House. Deputy Vice-Chancellor Professor John Rallison was presiding, with the Junior Proctor, the Pro-Proctors, the Registrary's deputy, and two other persons present.

The following Report was discussed:

Report of the Council, dated 3 November 2008, on amendments to Statute F, III (Property, buildings, and loans) and Statute J (University Press) (Reporter, p. 145).

Professor G. R. EVANS (read by Dr P. D. BEATTIE):

Deputy Vice-Chancellor, 'The proposal also includes consequential amendments to Statute E (Trust Emoluments) and Statute J (The University Press).'

Here are two more proposed piecemeal changes to the Statutes involving 'consequential amendments'. How much longer is the overall review of the Statutes and Ordinances the Board of Scrutiny keeps asking for going to be delayed? The University's body of domestic legislation increasingly has an air of a Heath Robinson machine, held together by sticking-plaster and string. That is perfectly all right for a Cambridge bicycle but surely not for its constitution?
